Adjourn i f s, VO ~~a I i COMMISSIONERS' COURT SPECIAL MEETING MARCH 18, 1991 A special meeting of the Commissioners' Court of Brazos s County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 6:00 p.m. on Monday, March 18, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Absent; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Presiding; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court watched a skit written and performed by the Junior League E.A.R.T.H. Committee. The topic of the skit was recycling. The members of the Court thanked the league members for the performance. The Court next heard from the 4-H Equestrian Club. Beth Tucker, Carla Robinson and Sheree Boegner presented the Court with a Horse Judging Championship trophy, Overall Best Judging Ribbon and Overall Senior Team Ribbon. The awards were won at the Horse Judging competition held in San Antonio, Texas. Commissioner Norton commended the group for representing \I • • J r Commissioners' Court meeting March 18, 1991 Brazos County in such an admirable way. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to adopt a resolution in support of the auction to be held by Brazos County for t disposition of surplus county equipment and requested all departments to work together to do whatever is necessary to put all equipment in saleable condition. With the consent of the County Engineer, the surplus equipment will be stored in f an empty bay at the Road and Bridge Department until the auction. The Court next considered approval of the final plat of Sunset Estates Subdivision in Precinct 4. Holland Winder, County Engineer, and Commissioner Turner reviewed the plat. on motion by Commissioner Turner, seconded by Commissioner • 1 Wilcox, the Court unanimously approved the final plat of the Sunset Estates Subdivision in Precinct 4 with the following changes: 1. Increase width of Rye School Road to 70 feet wide right-of-way (exsiting road is 50 feet wide, plat will require an additonal 20 feet). 2. Request for right-of-way variance denied as it is presented. 3. Addition of a 20 foot "cut back". The Court next considered adopting a Resolution authorizing application for a grant to support the Brazos County Victim Assistance Program that is administered by the District Attorney's office. Such grant to be in the total amount of $57,231; $19,508.00 to be funded by the County, $37,723.00 to be state funded. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice Division and accept on behalf of Brazos County such grant funds as may be tendered. The grant is administered by the Brazos County Juvenile Services Depart- ment. Such grant to be in the total amount of $5,132; one hundred percent (100%) state funded. On motion by Commis- sioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice Division and accept on behalf of Brazos County such grant funds as may be tendered. A copy of the resolution is attached hereto. The Court next considered adopting a Resolution authorizing application for a grant to Replicate Model Juvenile Justice Projects (Volunteers in Probation Services- VIPS). The grant is administered by the Brazos County Juvenile Services Department. Such grant to be in the total amount of $30,131; eighty percent (80%) or $23,869.00 to be funded by the County, twenty percent (20%) or $6,262.00 to be state funded. The Court was informed that 1991-1992 will be the last year for state participation. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unani- mously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice Division and accept on behalf of Brazos County such grant funds as may be tendered. A copy of the resolution is attached hereto. The Court acknowledged receipt of the Extension Service reports for February 1991. The reports from County and Precinct Offices showing revenues collected were acknowledged at the previous meeting. An excerpt from those reports is attached hereto. The Court proceeded to consider the change of status of the following employees. At 6:36 p.m. Commissioner Wilcox announced the meeting open to the public. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve 'the request of Carolyn Ruffino, Judge 361st District Court to increase the salary of the bailiff based, on the additional information supplied relating to her qualifications. All items are the property of Brazos County. either by direct ownership or as secured collateral for a defaulted agreement. This auction will be held without reserve. I agree that SWICU Auctions will provide for media advertising, and direct mail outs, the cost of which is included in the commission fee of 7 percent of the gross amount sold. All other expenses reasonably incurred by SWICO Auctions for the preparation of the items for sale, such as cleaning, painting, relocation and other costs thus related, must be approved in writing and will be billed in addition to the commission fee. SWICO Auction will be responsible for collecting all proceeds from this auction, and thus will be responsible for the disbursement of collected funds, including sales taxes. The County Judge is authorized to make application on behalf of Brazos County to the Criminal Justice Division for grant funds to provide for the continuation of a Victim Assistance Program in Brazos County, Texas.
