E i iA VOL ~C pgGE_yj/ P COMMISSIONERS' COURT REGULAR MEETING MARCH 11, 1991 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, March 11, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court first considered an Order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law I from March 13, 1991 through March 15, 1991 to allow Judge Davis to be out of town. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the Order naming James A. Amis, Jr. as Special Judge for County Court at Law I for the dates of March 13, 1991 through March 15, 1991. A full copy of the Order is attached to and made a part of these minutes. The Court next considered the selection of an Auctioneer for the Brazos County Surplus Sale on May 25, 1991. Cheryl Turney, Purchasing Agent, recommended SWICO Auctions for the ,rte Commissioners' Court meeting March 11, 1991 • ~J 0 Surplus Sale. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Purchasing Agent and selected SWICO Auctions for the Surplus Sale on May 25, 1991. A summary of the bids received is attached hereto. The next matter before the Court was consideration of changing the county from a calendar year to a fiscal year beginning October 1 to September 30. Both the cities of Bryan and College Station are on this fiscal year. The state operates on a fiscal year of September 1 to August 31. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to change the county from a calendar year to a fiscal year beginning October 1, 1991 through September 30, 1992 and each year there after. On motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to table consider- ation of awarding the bid for patrol cars for the Sheriff's Department. S On motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a 100 feet wide road easement strip from Vonnie R. Vance Estate (7.28 acres) and JRV Trust, B. F. Vance, Jr. et al Trustees (5.86 acres) as part of a master transportation plan in Precinct 1 which will ultimately connect FM 30 to FM 2154. s The Court next considered approval of the final plat of Sunset Estates in Precinct 4. After some discussion, and on motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to table consideration until the next meeting. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requested permission y to enter the private property of Jim Collins for the purpose tl~ of reshaping an eroded area in an outlet channel and remove a E 7 VOL PAGE I Commissioners' Court meeting March 11, 1991 dead tree. The Road and Bridge Department also requested permission to enter the private property of Nina Lunsford on Peach Creek Road to remove brush from the east side of the right-of-way line and to reshape the back slope on the road ditch. On motion by Commissioner Turner, seconded by Commis- sioner Norton, the Court voted unanimously to authorize the work. The Court acknowledged receipt of the Extension Service reports for February 1991 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The Court proceeded to consider the change of status of the following employees. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request to hire Jane Fisher at a pay group 5 step 2 position with no six month step increase.
