COMMISSIONERS' COURT REGULAR MEETING JANUARY 14, 1991 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, January 14, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Winder County Engineer Jim Hiney Bryan/College Station Eagle Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #25 to the 1990 budget, which would reallocate funds budgeted for the Oil and Gas Fund. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to approve the bonds of the followng newly elected officials: Claude Davis Sarah Ryan R. J. Commissioners' Court meeting January 14, 1991 On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to forward a letter to the State Department of Highways and Public Transportation certifying that the right-of-way has been obtained to replace the structures on Macey Road at Cedar Creek and McDonald Creek in Precinct 2. On motion by Commissioner Turner, seconded by Commis- sioner Sims, the Court voted unanimously to reappoint Commis- sioner Wilcox as the representative from the Commissioners Court to sign the Road and Bridge requisitions for payment of purchases and for Commissioner Turner to sign the requisitions in the absence of Commissioner Wilcox. The Court acknowledged receipt of the Extension Service reports'for December 1990 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The Court proceeded to consider the change of status of the following employees. Task Force -----Claims 533 thru ------ Commissioner Wilcox asked that Road and Bridge General Fund claim number 540 be excluded from payment and the County Judge asked that General Fund claim number 299 to pay for insurance on Judge Delaney be excluded from payment until such time as it can be determined if this was duplication of other insurance coverage. Commissioner Sims asked for an explanation of check number 70758 in which volunteers in Juvenile Services were given pocket calendars. He asked where the "free" clock radio was. Commissioner Norton asked for an explanation of check number 70771 which was made out to Pop's Barbeque for one hundred ninety (190) pounds of meat for the Sheriff's Office. Rosalie Todaro, First Assistant County Auditor, asked if payment should be withheld until the Court had an explanation of expense. It was the consensus of the Court to withhold payment until such time. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the Claims with the exceptions noted above. At 10:20 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 10:51 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of the District Clerk to promote Ms. Adrienne Bailey to the position being vacated by Ms. Lenore Kinchloe, to promote Ms. Irene Lopez to the position being vacated by Ms Bailey and to hire Ms. Cathy Simpson to the position being vacated by Ms. Lopez. The request of the County Clerk to promote certain employees will be submitted at the next VOL PAGE -';' 7.7- Commissioners' Court meeting January 14, 1991 meeting.
