Consider and take action on setting the rate of travel re- inbursement for 1991. 4. Consider and take action on the setting of holidays for Brazos County employees for 1991. 5. Consider and take action on selection of Salary Grievance Committee for 1991. 6. Consider and take action on waiver of County Judge to sign purchase orders for all Road and Bridge funds. 7. Acknowledge receipt of the certification of approval of the Juvenile Detention Facility by the Juvenile Board. 8. Consider and take action on personnel change of status. 9. Consider and take action on payment of claims. 10. Executive Session to discuss personnel 6252-17(2)(g), and litigation 6252-17(2)(e). 11. Consider and take action on Executive Session. 12. Adjourn. ■a COMMISSIONERS' COURT SPECIAL MEETING JANUARY 7, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, January 7, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Wentrcek, Jr. Juvenile Services Jim Hiney Bryan/College Station Eagle Doris KBTX Mike KBTX Clyde W. Day Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to set the rate for milage reimbursement at $.25 per mile. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court proceeded to set the holidays to be observed by Brazos County for 1991: January 21, Martin Luther King Birthday March 29, Good Friday May 27, Memorial Day July 4, Independence Day September 2, Labor Day November 28 & 29 Thanksgiving December 24,25 & 26 Christmas January 1, 1992 New Year One (1) Floating Holiday The Court proceeded to the selection of the Salary Grievance Committee for 1991 in accordance with the law. The following names were drawn from the list of persons who served • • Commissioners' Court meeting January 7, 1991 on the Grand Jury during the previous twelve months: 1. Linda Orasco Dominguez On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to receive, approved and order filed as submitted the Certification of the Juvenile Detention Facility. The inspection and certification was carried out by the Juvenile Probation Board on January 3, 1991. A copy of the Certification is attached hereto. The County Judge announced that he waived his right to sign pay authorizations for the Road and Bridge Department. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to approve the waiver. The Court proceeded to consider the change of status of the following employees. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims with the exclusions. At 10:20 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 11:15 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of the County Clerk to promote Barbara Johnson from Deputy Clerk III group 7 step 10 to Chief Deputy Clerk, group 11 step 4, to promote Candy Cochran from Clerk II group 5 step 3 to Clerk III group 7 step 1 and to hire Josephine Gillar at a group 5 step 2 position with no six month step increase. The promotion of Karen McQueen from Deputy Clerk III group 7 step 5 to Deputy Clerk III group 7 step 6 will be tabled until such time as the legality can be determined. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of Justice of the Peace Pct. 5, to hire Trudy Hancock at a group 5 step 4 position. We hereby find that: 1. Children in detention are not detained in or committed to a compartment of a jail in which adults are detained or commit- ted; 2. Children in detention are not permitted contact with adults who are detained or committed to a jail; 3. The detention facility meets the requirements of Article 5115, Revised Civil Statutes of Texas, 1925, as amended, defining "safe and suitable jails"; 4. The detention facility meets the "Standards for Juvenile Detention Facilities" as required by Section 75.041, Texas Human Resources Code, and as adopted by the Texas Juvenile Probation Commission, effective the 11th day of November, 1986. THEREFORE, the Brazos County Juvenile Detention Center is hereby certified as a suitable facility for children until the next annual onsite inspection due one year from the above personal visit. The Commissioner's Court of Brazos County, Texas, shall be provided copies of said certifica- tion, and the original copy shall be filed with Juvenile Records in the County Clerk's Office.
