THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
DECEMBER 3, 1990, AT 10:00 A.M. IN THE COMMISSIONERS' COURTROOM
OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on the approval of the minutes of
the meetings held on October 8, 1990, October 12, 1990,
October 15, 1990, October 18, 1990, October 22, 1990 and
October 29, 1990.
4. Consider and take action on budget amendments.
5. Consider and take action on request from GTE Southwest Inc.
to install communication line in county right of way of
Opersteny Lane in Precinct 2.
6. Consider and take action on the implementation of traffic
regulations on Greens Prairie Road and Woodlake Estates
Subdivision in Precinct 1.
7. Consider and take action on personnel change of status.

DECEMBER 3, 1990

A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
COMMISSIONERS' COURT
a.m. on Monday, December 3, 1990, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held October 8, 1990, October
12, 1990, October 15, 1990, October 18, 1990, October 22, 1990
and October 29, 1990. On motion by Commissioner Turner,
seconded by Commissioner Wilcox, the Court voted unanimously
to approve the minutes as submitted.
The Court next considered Budget Amendment #22 for the
1990 budget and budget amendment #91-01 for the 1991 budget.
Budget amendment #22 would reallocate funds for the 361st

District Court and Adult Probation and increase the budget of
the Building & Yards and Elections. Total increase to the
General Fund will be $14,200.00. Also included in Budget
Amendment #22 is an increase to the Health and Life Insurance
Fund of $184,600.00. The is necessary due to increased
expenses. On motion by Commissioner Sims, seconded by

Commissioners' Court meeting December 3, 1990
Commissioner Norton, the Court voted unanimously to approve
the budget amendment as submitted, a copy of which is attached
hereto. Budget Amendment #91-01 for the 1991 budget is a
reallocation of funds from Non-Departmental to the Auditor's
office. On motion by Commissioner Norton, seconded by
Commissioner Sims, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.
The Court next considered the request by General
Telephone Southwest, Inc. to install a communication line,
across the right-of-way of Opersteny Road in Precinct 2. On
motion by Commissioner Wilcox, seconded by Commissioner Sims,
the court voted unanimously to approve the request of General
Telephone Southwest, Inc. and authorized the installation. A
copy of the request is attached hereto.
On motion by Commissioner Norton, seconded by
Commissioner Wilcox, the Court voted unanimously to adopt the
following proposed traffic regulations for Greens Prairie Road
and Woodlake Estates Subdivision:
Woodlake Subdivision - Speed limit on all roads in
the subdivision shall be set at 30 miles per hour.
Greens Prairie Road - Between State Highway 6 South
and Woodlake Dr vo Road tho speed limit shall bo
set at 45 miles per hour.
Between Greens Prairie Road and FM 2154 (Wellborn
Road - Speed limit shall be set at 30 miles per
hour.
The Court proceeded to consider the change of status of
the following employees.

On motion by Commissioner Norton, seconded by Commis-
sioner Sims, the Court voted unanimously to approve the Claims

Rosalie Todaro, Assistant County Auditor, introduced
Virginia Hughlett from the Grimes County Auditor's office to
the members of the Court. The County Judge welcomed her to
the meeting.
At 10:10 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel as allowed under
Section (6252-17(2)(g) Vernon's Texas Civil Statutes.
At 11:00 a.m. the County Judge announced the meeting open
to the public and stated that no action would be taken on the
closed session.

There being no further business to come before the Court,
the meeting was adjourned.

Formal notice is hereby given that GTE SOUTHWEST INCORPORATED will construct a communication line
within the right-of-way of a County Road in BRAZOS County,

From Intersection of FM 2038 & Opersteny Lane, approximately 1.5 miles; we propose
to place a road bore with a buried (service) drop under Opersteny Lane at Power
easement East of GTE pedestal P.11.

The location and description of this line and associated appurtenances is more fully shown
by two (2) copies of drawings attached to this notice. The line will be constructed and maintained
on the County Road right-of-way in accordance with governing laws.
Notwithstanding any other provision contained herein, It is expressly understood that tender of this notice
by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any
property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may
be granted in the future and any provision or provisions so construed shall be null and void.
Construction of this line will begin on or after Novembaer 13 19 90
