Adjourn. y !l *6,9-e-, Lv~d~> bo COMMISSIONERS' COURT SPECIAL MEETING NOVEMBER 26, 1990 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, November 26, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. f~ k' E' The following citizens and officials were in attendance: • Ruth McLeod Bea Green Rosalie Todaro Cheryl Turney Mary Ann Ward Joachim Bengs Juli Bishop Jim Hiney Bob Reese Rodger Lewis Erin Anglin Executive Assistant Secretary to Commissioners Auditor's Office Auditor's Office County Clerk Elect Tax Office Tax Office Bryan/College Station Eagle Brazos County Resident Chairman Bc Republican Party TAMU Commissioner Sims gave the invocation and led the pledge of allegiance. The County Judge deviated from the published agenda to allow Rodger Lewis, Chairman of the Brazos County Republican Party, an opportunity to address the Court on the subject of the recent general election and the comments made by the election judges at the Public Hearing held November 19, 1990. Mr. Lewis gave a statistical break down of the comments made by the judges. He then made recommendations to the Court concerning the election process and the need to educate both the election judges and the public in general. He encouraged the Court to create the office of election administrator if it • was not cost prohibitive and to change from the type of voting system currently in use. The members of the court informed Mr. Lewis that consideration had already been given to many of his suggestions. The members of the Court thanked Mr. Lewis VO LX_--PACE Commissioners' Court meeting November 26, 1990 for his comments. The Court next considered a Wavier of Competitive Bidding Requirements as provided in the local Government Code, Section 262.024(a)(2) for the removal of underground storage tanks and site clean up on Highway 60. This was necessitated to preserve and protect the public health of the residents of the County. on motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the waiver of Competitive Bidding Requirements and authorized the payment of $10,305.40 to Environmental Strategies, Inc. for the necessary labor. The Court next considered awarding the following bids: Bid No. 90-572 - Annual fence building contract special applications Mike Earp 2. Cost per hour for special applications 527.50/hour written verification notes hourly rate to consist of 2 men, 2 trucks and a tractor. Coregy and Sons 2. Cost per hour for special applications 512.00/hour No response to written and verbal requests for additional information. 2. Cost per hour for special applications ;25.00/hour verbal verification for hourly rate to consist of 2 men. Cen-Tex 2. Cost per hour for special applications 542.50/hour Verbal verification for hourly rate to consist of 3 men, a truck and all tools necessary. Cheryl Turney, Purchasing Agent, recom- mended acceptance of the bid submitted by Mike Earp. on motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Mike Earp. The Court next considered an order appointing Sarah Ryan to sit as Special Judge in County Court at Law II from December 10-14, 1990 and December 27 and 28, 1990 to allow Judge Langley to be absent from the bench for the purpose of transition of the Court and to allow Sarah Ryan to be a VOL PAGF 13a~ ,~1 Commissioners' Court meeting November 26, 1990 I presiding judge with the current staff. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the Order naming Sarah Ryan as Special Judge for County Court at Law II for the dates of December 10-14, 1990 and December 27 and 28, 1990. A full copy of the order is attached to and made a part of these minutes. The Court acknowledged receipt of the Extension Service reports for October 1990 and acknowledged receipt of reports from County and Precinct offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The Court received, approved and ordered filed as • submitted the Treasurer's report for October 1990. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. He stated that this had not been approved during the budget hearings. This apparently was a misunderstanding. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the Claims as submitted. The County Clerk asked who would administer the oath to Sarah Ryan. It was the consensus of the Court that Mary Ann Ward, County Clerk elect, would administer the oath. There being no further business to come before the Court, the meeting was adjourned. Langley, Judge of the County Court at Law No. 2 of Brazos County, Texas, having made known to the Commissioners Court of Brazos County, Texas, that December 10 - 14, December 17 - 21 and December 27 and 28, he will be absent from the bench due for the purpose of transition of the Court and to allow Sarah Ryan to be a presiding judge with the current staff. WHEREAS, he has requested the appointment of Sarah Ryan to sit as Special Judge of the County Court at Law No. 2 of Brazos County, Texas on the above mentioned dates in all matters that are, or may be, docketed on the Court's dockets for those days, and to have and exercise all powers of a Special Judge in relation to matters involved, it is therefore: 13 I.
