Approve minutes of the meetings held on September 27, 1990 (1:00 P.M.) and October 1, 1990 (11:00 A.M.). ' 5. Consider and take action on appointment of Fire Commissioner for Rural Fire Prevention District #4 to fill vacancy. 6. Consider and take action on exchange of property for the Jones Road project in Precinct 4. 7. Consider and take action on acceptance of right-of-way deeds on Macy Road project in Precinct 2. 8. Consider and take action on designation of smoking areas at the Road and Bridge Department facility. „ 9. J. The County Judge read aloud a Proclamation proclaiming the week of November 25 through 30, 1990 as "Bryan-College Station Jaycee Week". The Court urges all residents of our community to give full regard to the past and continuing 'services of the Bryan- College Station Jaycees. On motion by Commissioner Sims, sec onded by Commissioner Norton the Court moved to proclaim the week of November 25 through 30, 1990 as "Bryan-College Station Jaycee Week" throughout Brazos County. The County Judge then presented the signed Proclamation to Jamie Sandel, represen ting the local Jaycee Chapter. 1. l! • • • 1 R , i Commissioners Court meeting November 19, 1990 The Court next considered approval of the minutes of the Commissioners' Court meetings held September 27,"1990 and October 1, 1990. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to appoint Sue Moody to the position of Fire Commissioner of Rural Fire Prevention District No. 4 to fill the vacancy created by the death of her husband O.L. "Burr" Moody. No action was required on the exchange of property for the Jones Road project in Precinct 4. The Court next considered the acquisition of right-of-way for Macy Road in Precinct 2. Commissioner Sims recommended designating the break area as the smoking area. Commissioner Norton seconded the motion. In a show of hands, Commissioners Norton and Wilcox voted "Aye". Commissioners Sims, Turner and the County Judge voted "No". Commissioner Sims then moved to table consideration to allow for further study. Commissioner Turner seconded the motion. In a show of hands Commissioners Sims, Turner and the County Judge voted "Aye". Commissioners Norton and Wilcox voted "No". The motion carried. On motion by I Commissioner Sims, seconded by Commis- sioner Turner, the Court voted unani- mously to accept the recommendation of 4 the County Engineer and award the { contract to Gifford Hill & Company. The Court next considered Budget Amendment #20, which would change account numbers for the Road and Bridge General i• I. Fund, Road and Bridge #2 Fund, State Lateral Road Fund, Oil and Gas Lease Fund and the Oil and Gas Capital Improvements Fund. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the ,I budget amendment as submitted, a copy of which is attached hereto. The Court next considered Budget Amendment #21, which would reallocate funds budgeted for the Maintenance Department and increase the budget of the Constable Precinct 7 Depart- ment by $2,500.00. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted. At 6:17 p.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 6:25 p.m. the County Judge announced the meeting open to the public. This request is necessary if I am to meet expenditures which my department has or will incurr in certain line item's. Authorization is requested to transfer: (1) $500.00 from Line Item 6210 to Line item $210 (2) $300.00 from Line Item 6211 to Line Item 5S10 (3) $150.00 from Line Item 6211 to Line Item 5518 I also request additional budget amendment's for the following line item's: Cd13-11epair & maintenance nf vehicle's, an additional $1000.00 s~ ..ceUcU, a:, w.: ;ontinur ~v nave major repair's nec..:.;sary to maintain the three vehicle's used daily by my department. As of 10/25/90 we have spent approximately $4,000.00 in our efforts to maintain thgse vehicle's in a safe operating condition. We have had to replace the rear axle bearing in three of the vehicle's and two of them are in need of replacement again. Due to the mechanical condition of these vehicle's it is difficult and expensive to keep them properly tuned and operating at peak performance. Daily usage continues to put additional stress on mechanical parts which were at or near their life expectancy before being placed back in daily use by my department. ,rte VOL ~_PAGE1-20 • • / Page-2 Commissioners' Court 541$-Gas, Oil & Lubericants, an additional $1,500.00 is needed to " meet the expected and projected increase in the cost of gas. The county auditor's office has projected that my gas expenses for the final quarter of 1990, will exceed $2,000.00 thus making this re- quest for additional funding necessary and justified.
