Adjourn. n V01,-~PAGE_1L0___. a I I i t COMMISSIONERS' COURT SPECIAL MEETING OCTOBER 1, 1990 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, October 1, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Winder County Engineer Sandie Walker Treasurer Jim Kuboviak County Attorney Mary Ann Ward County Clerk's Office Ginny Hamm County Attorney Aina Ekroth County Attorney Margaret Parker County Attorney Vera Lara Hooge County Attorney Ron Miller Sheriff Jim Hiney Bryan/College Station Eagle Alice Brown KBTX-TV Tom Riehm KBTX-TV Bob Reese Candidate for County Clerk Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first heard from Sheriff Ron Miller, who spoke about a grant from the Texas Department of Criminal Justice. The Grant he said would allow the department to hire a full time Drug and Alcohol counselor for the Brazos County Jail at no cost to the County. Funding for the program was made • available as a result of a proposal submitted by Brazos County Chief Probation Officer Dan Richard Beto to the Community Justice Assistance Division of the Texas Department of Criminal Justice. In addition to the counseling position, funds were also made available to the Sheriff's Department and Y, Commissioners' Court meeting October 1. 1990 the Adult Probation Department by the state agency for l psychological and psychiatric contract services, urine testing, electronic monitoring of offenders and detoxification services. The County Judge read aloud a Proclamation proclaiming the month of October 1990 as "Domestic Violence Awareness Month". The Court is committed to restoring to all citizens their fundamental civil rights to protection, dignity and safety within their own homes. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court moved to proclaim the month of October, 1990 as "Domestic Violence Awareness Month" throughout Brazos County. The County Judge then presented the signed Proclamation to Jim Kuboviak, County Attorney, whose department oversees the Domestic Violence Unit. The Court next considered adopting a Resolution designating the St. Joseph Parish Activity Center as the official courtroom for the purpose of conducting a naturalization ceremony on October 19, 1990. In the written request, Judge W. T. McDonald told the Court that from time to time the Naturalization Ceremony had been conducted at places other than the Courthouse and that this request was for the children to see the ceremony. He then invited the members of s the Court to attend. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to adopt a Resolution designating the St. Joseph Parish Activity Center as the official courtroom for the purpose of conducting a naturalization ceremony on October 19, 1990. On motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the Court voted unanimously to adopt the Resolution approving the 9-1-1 annual budget for 1990-1991. A copy is attached hereto. on motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to implement traffic regulations in the Oakland Lakes Subdivision as stipulated in the Public Hearing held September 24, 1990. .i , 06,_ 1A) i;~'. _:.L__1 ~ Y_ - Commissioners' Court meeting October 1, 1990 Those are as follows: South Oakland Lane - a Dead End Sign, a 20 mph Speed Limit Sign and a Stop Sign at the intersection of South Oakland Lane and Oak Lake Road North Oakland Lane - a Stop Sign at the intersection of North Oakland Road and Oak Lake Road, a 20 mph Speed Limit Sign and a Dead End Sign on motion by Commissioner Turner, seconded by Commis- sioner Norton, the Court voted unanimously to table consideration of the Special Warranty Deed in the original townsite of Millican. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requests permission to enter the private property of the Wellborn Water Supply Corporation for the purpose of reshaping a ditch on the north side of Greens Prairie Road. Part of the driveway will be removed and replaced to conform to the shape of the new ditch. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the work. The Court proceeded to consider the change of status of the following employees. At 10:20 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 10:40 a.m. the County Judge announced the meeting open to the public and that there would be no action taken on the closed session. IfY-1 A RESOLUTION APPROVING THE BUDGET FOR THE BRAZOS COUNTY EMERGENCY COMMUNICATIONS DISTRICT 9-1-1 ; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the laws of the State of Texas provide for interlocal governmental agreements to benefit the citizens of the State; and, WHEREAS, the voters of Brazos County have approved the establishment of a Brazos County Emergency Communications District 9-1-1 in accordance with State law; and, WHEREAS, the Board of Managers of the District have approved and adopted the Budget for fiscal year 1990-91; and, WHEREAS, Section 772.309 of the Health and Safety Code requires .the approval of the District's budget by the Commissioner's Court of the County located in the District and a majority of the participating jurisdictions in the District; and, WHEREAS, the undersigned authorities have, in public meeting approved the annual budget of the District as submitted to them; NOW THEREFORE, BE IT RESOLVED BY THE BRAZOS COUNTY COMMISSIONERS COURT, THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THE CITY COUNCIL OF THE CITY OF WIXON VALLEY, TEXAS AND, THE CITY COUNCIL OF THE CITY OF BRYAN, TEXAS THAT: 1. The respective county and municipal jurisdictions undersigned, all within the Brazos County Emergency Communications District 9- 1-1 area, hereby individually and jointly approve the annual budget of the District as submitted to them and as provided for by law. 2. A copy of the budget is attached hereto as Exhibit "All and incorporated herein by this reference for all purposes. 3. Comparison of last year with this year is difficult because of the expanded program of the District. The District is contracting to provide emergency communications services to the City of Bryan and Brazos County. Capital outlay will increase significantly this year as payment for the E 9-1-1 system will be due. Six full-time telecommunicators have been added to process E 9-1-1 calls and two temporary persons will be kept to complete the rural addressing conversion. Employee benefits were originally to be contracted with the City of Bryan, but due to self-insurance and liability issues, the City was unable to provide employee benefits. The cost for the District to provide equivalent benefits reduced the average employee income by 3 to 5%. To offset any income loss to employees, a 5% raise was included in personnel services for all employees. The budget was developed by the Budget Committee appointed by the District Board of Managers along with the Executive Director.
