Consider and take action on a Resolution for Extended Area Service for the Peach Creek and Millican Communities. 5. Approve minutes of meeting held on August 6, 1990. 6. Consider and take action on budget amendments. 7. Consider and take action on work outside of rights-of-way for the purpose of providing a turn-around for Bryan Independent School District school buses for safety purposes on the SE side of SH 30, approximately 3 miles from Bird Pond Road in Precinct 3. 8. Consider and take action on request from General Telephone Company of the Southwest to install communications lines in county rights-of-ways of Hopes Creek Road and Koppe Bridge Road in Precinct 1, and Edge Cut-Off Road in Precinct 2. 9. Acknowledge receipt of Treasurer's Report. 10. Consider and take action on personnel change of status. 11. Consider and take action on payment of claims. 12. Executive Session to discuss personnel 6252-17(2)(g). 13. Consider and take action on Executive Session. 14. Adjourn. t~ 11 COMMISSIONERS' COURT SPECIAL MEETING AUGUST 27, 1990 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, August 27, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Rosalie Todaro Cheryl Turney A. H. Winder Terri White Mary Ann Ward Jim Hiney Kathy Young Ramiro Quintero Bob Reese Executive Assistant Admin. Asst. to County Judge Auditor's Office Auditor's Office County Engineer Deputy Treasurer County Clerk's Office Bryan/College Station Eagle KBTX-TV Brazos County Resident Candidate for County Clerk Commissioner Sims gave the invocation and led the pledge of allegiance. The County Judge read aloud a Proclamation proclaiming the month of September 1990 as "Voter Registration Awareness Month." The Court joins with the Texas Secretary of State's office to actively promote voter registration and participation through the "Vote 190" program. On motion by Commissioner Norton, seconded by Commissioner Sims the Court moved to proclaim the month of September, 1990 as "Voter Registration Awareness Month" throughout Brazos County. The County Judge read aloud a Resolution in which the Commissioners' Court on behalf of the residents of Peach Creek Community and the Millican Community requests "Extended Area Service" for those customers currently being served by United Telephone Company so that these persons can continue to correspond with their elected officials within the cities of Bryan and College Station without being billed long distance t r I P w e 0 ! On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to forward a copy of the Resolution to the Public Utilities Commission requesting the Commission grant "Extended Area Service" to those customers currently being served by United Telephone Company of Texas. The Court tabled consideration of the minutes of the Commissioners' Court meetings held August 6, 1990 until a later date. The Court next considered Budget Amendment #15, which would reallocate funds budgeted for the Sheriff's Department. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requests permission to enter private property to construct a turn around for the school bus at FM 30 and Bird Pond Road. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. The Court next considered the request by General Telephone Company to install a communication line, within the right-of-way of Hopes Creek Road in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of General Telephone Company and authorized the installation. A copy of the request is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for July 1990. A copy of which is attached to and made a part of these minutes. At 10:15 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section 6252-17(2)(8) Vernon's Texas Civil Statutes. At 10:20 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to deny the r • 0 ~ i Commissioners' Court meeting August 27, 1990 request of the County Attorney to start a new employee at Pay Group 5 Step 2. Instead the Court approved starting the new employee, Paula Terrell, at a Group 5 Step 1 position. There being no further business to come before the Court, the meeting was adjourned. The proposed cable will be buried to a minimum depth of 30". The location and description of this line and associated appurtenances is more fully shown by two copies-of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws.
