COMMISSIONERS' COURT
SPECIAL MEETING
AUGUST 27, 1990
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, August 27, 1990, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.

Candidate for County Clerk
Commissioner Sims gave the invocation and led the pledge
of allegiance.
The County Judge read aloud a Proclamation proclaiming
the month of September 1990 as "Voter Registration Awareness
Month." The Court joins with the Texas Secretary of State's
office to actively promote voter registration and
participation through the "Vote 190" program. On motion by
Commissioner Norton, seconded by Commissioner Sims the Court
moved to proclaim the month of September, 1990 as "Voter
Registration Awareness Month" throughout Brazos County.
The County Judge read aloud a Resolution in which the
Commissioners' Court on behalf of the residents of Peach Creek
Community and the Millican Community requests "Extended Area
Service" for those customers currently being served by United
Telephone Company so that these persons can continue to
correspond with their elected officials within the cities of
Bryan and College Station without being billed long distance

Commissioners' Court meeting August 27, 1990
telephone charges. On motion by Commissioner Norton, seconded
by Commissioner Sims, the Court voted unanimously to forward
a copy of the Resolution to the Public Utilities Commission
requesting the Commission grant "Extended Area Service" to
those customers currently being served by United Telephone
Company of Texas.
The Court tabled consideration of the minutes of the
Commissioners' Court meetings held August 6, 1990 until a
later date.
The Court next considered Budget Amendment #15, which
would reallocate funds budgeted for the Sheriff's Department.
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to approve the budget
amendment as submitted, a copy of which is attached hereto.
The Court next considered authorizing work outside of
county rights-of-ways for the enhancement of county road
projects. The Road and Bridge Department requests permission
to enter private property to construct a turn around for the
school bus at FM 30 and Bird Pond Road. On motion by
Commissioner Wilcox, seconded by Commissioner Sims, the Court
voted unanimously to authorize the work.
The Court next considered the request by General
Telephone Company to install a communication line, within the
right-of-way of Hopes Creek Road in Precinct 1. On motion by
Commissioner Norton, seconded by Commissioner Turner, the
Court voted unanimously to approve the request of General
Telephone Company and authorized the installation. A copy of
the request is attached hereto.
The Court received, approved and ordered filed as
submitted the Treasurer's report for July 1990. A copy of
which is attached to and made a part of these minutes.

On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to approve the Claims as
submitted.
At 10:15 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel as allowed under
Section 6252-17(2)(8) Vernon's Texas Civil Statutes.
At 10:20 a.m. the County Judge announced the meeting open
to the public. On motion by Commissioner Norton, seconded by
Commissioner Sims, the Court voted unanimously to deny the

Commissioners' Court meeting August 27, 1990
request of the County Attorney to start a new employee at Pay
Group 5 Step 2. Instead the Court approved starting the new
employee, Paula Terrell, at a Group 5 Step 1 position.
There being no further business to come before the Court,
the meeting was adjourned.

NO. 15
on this the 27th day of August 1990 at a special meeting of the
Commissioners' Court, the following members were present:-

The following proceedings were held:
THAT WHEREAS, on August 27, 1990, the Court heard and approved
a budget amendment for the 1990 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 22,
1989, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 27th day of August 1990

ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GENERAL TELEPHONE COMPANY of the SOUTHWEST
will construct a communication line within the right-of-way of a County Road in
Brazos County, Texas as follows:
Beginning at the junction of Edge Cutoff Road and Short Cut Road, 7,200' of
buried cable will be placed northwest at 4' within the western most right-of-
way of Edge Cutoff Road. The proposed cable will be buried to a minimum depth
of 30".
The location and description of this line and associated appurtenances is
more fully shown by two copies-of drawings attached to this notice.
The line will be constructed and maintained on the County Road right-of-way in
accordance with governing laws.
Notwithstanding any other provision contained herein, it is expressly
understood that tender of this notice by the General Telephone Company of the
Southwest does not constitute a waiver, surrender, abandonment or impairment of
any property rights, franchise, easement, license, authority, permission,
privilege or right now granted by law or may be granted in the future and any
provision or provisions so construed shall be null and void.
Construction of this line will begin on or after Aug. 20, 19 90
