SPECIAL MEETING
AUGUST 6, 1990

A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, August 6, 1990, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Absent;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, Presiding;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meeting held July 23, 1990. On motion by
Commissioner Sims, seconded by Commissioner Norton, the Court
voted unanimously to approve the minutes as submitted.
The Court next considered Budget Amendment #12, which
would reallocate funds budgeted for the Building and Yards
Department. On motion by Commissioner Sims, seconded by
Commissioner Wilcox, the Court voted unanimously to approve
the budget amendment as submitted, a copy of which is attached
hereto.
Commissioner Wilcox informed the Court that the Election
Committee voted to retain the current election procedure for
the general election in November. The committee cited several
I reasons for the vote, some were, concerns of the people on the

ballot, cost to convert, clearance through the Justice

Department and the need for proper training. The committee
did not rule out a conversion but felt the timing was not
•
adequate for community education.
On motion by Commissioner Wilcox, seconded by Commis-
sioner Sims, the Court voted unanimously to appoint the
following persons as presiding judge and alternate judge for
the current voting year at the following voting precincts:

Commissioner Wilcox tabled consideration of the
expenditure of State Lateral Road Funds until Commissioner
Turner's arrival.

The Court next considered a proposal for new hours of
operation for the Brazos County Landfill. Holland Winder,
County Engineer, informed the Court that the greatest use of

the landfill occurs on week days during the morning hours and
that there was virtually no traffic on Sundays. He therefore

recommended the Landfill be opened during the following hours:
11:00 a.m. to 6:00 p.m. Monday through Friday; 9:00 a.m. to
2:00 p.m. Saturday and closed on Sunday. He also set August
20, 1990 as the target date for the new hours. On motion by
Commissioner Norton, seconded by Commissioner Wilcox, the
Court voted unanimously to accept the recommendation of the
County Engineer and set the hours of operation of the Landfill
as previously stated.
The Court next considered the request by Bluebonnet
Gathering to install a 2" poly gas pipeline, within the right-
of-way of Steel Store Road and Fazzino Road in Precinct 4. On
I motion by Commissioner Wilcox, seconded by Commissioner
• Turner, the Court voted unanimously to approve the request of
Blue Bonnet Gathering and authorized the installation. A copy
of the request is attached hereto.

The Court next considered an Easement Grant from Eulalior
Hempf ling and an Easement Grant from J. W. and D. E. Holick to
Brazos County, Texas for the expansion of Greens Prairie Road.
On motion by Commissioner Norton, seconded by Commissioner
Sims, the Court voted unanimously to accept the Easement

The Court proceeded to consider the change of status of
the following employees.

On motion by Commissioner Norton, seconded by Commissioner
Sims, the Court voted unanimously to approve the changes as
submitted.
On motion by Commissioner Wilcox, seconded by Commis-
sioner Turner, the Court voted unanimously to table
consideration of the expenditure of State Lateral Road Funds
until the Court can study it further. Commissioner Sims
explained there was a salt water plant on the county road and
that the trucks were tearing up the road. All other plants
are on state maintained roads. Commissioner Sims asked that
this item be placed back on the agenda at a later date.
Meanwhile attempts will be made to contact the trucking
companies in order to get financial help to fix the road.

Commissioners' Court meeting August 6, 1990
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to approve the Claims as
submitted.
At 10:23 a.m. Commissioner Wilcox announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel 6252-17(2)(g).
At 10:32 a.m. Commissioner Wilcox announced the meeting
open to the public. On motion by Commissioner Wilcox,
seconded by Commissioner Sims, the Court voted unanimously to
grant the request of the Director of the Brazos Center to move
the secretary from a group 6 step 3 position to a group 6 step
4 position.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 6th day of August 1990 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Milton Turner, Commissioner, Precinct 4;
Frank Boriskie, County Clerk.
The following proceedings were held:
THAT WHEREAS, on August 6, 1990, the Court heard and approved
a budget amendment for the 1990 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 22,
1989, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 6th day of August 1990

The location or description of the proposed installation is more fully shown
by three copies of the drawings attached to this notice.

1. The County Engineer must be notified prior to the beginning of
construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That BRAZOS COUNTY reserves the right to require Applicant to
relocate or lower any such line at no cost to BRAZOS COUNTY, should same
become necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for any damage that might
occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right-
of way in accordance with governing laws.
6. That the line or lines will be constructed no less than forty-eight
inches (48") lower than the lowest part of the drainage or bar ditch and
• the drainage is to be considered at least two feet (2') below the center
of the roadway.
7. That all roads be bored to forty feet (40') on either side of the
centerline of the right-of-way or cased for such distance.
8. That all sites will be barracaded during construction period.
9. That the normal charge is $500 per crossing and/or $40 per rod when
paralleling the roadway established by'the Commissioners' Court on
January 28, 1985.
