BRAZOS COUNTY COMMISSIONERS' COURT MEETING
MONDAY, JULY 16, 1990, 6:00 P.M.
1. Invocation.
2. Pledge of Allegiance.
3. Acknowledge the County Clerks receipt'of an award for
1989-1990 as the "Outstanding County Clerk of the State
of Texas."
4. Consider and take action on award of bid for Annual Road
Sign and Sign Post Contract : Bid Request No. 90-544 -
for the Road and Bridge Department and authorize the pay-
ment thereof.
5. Consider and take action on request from Commissioner
Walter Wilcox to receive credit for prior service before
implementation of retirement system.
6. Consider and take action on request from Mr. John Godfrey
to receive military service credit with the Texas County
and District Retirement System. .
7. Acknowledge receipt of Extension Service, County and Pre-
cinct Office Reports.
8. Consider and take action on personnel change of status.
9. Consider and take action on payment of claims.
10. Executive Session to discuss personnel 6252-17(2)(g).
11. Consider and take action on Executive Session.
12. Adjourn.

A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 6:00
p.m. on Monday, July 16, 1989, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Bryan/College Station Eagle
Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court recognized Frank J. Boriskie, County Clerk, who
was the recipient of the Outstanding County Clerk of the State
of Texas for year 1989-1990. The award was presented by the
County and District Clerks Association of Texas. The County
Judge said it was a great honor for Mr. Boriskie and this
county. He went on to say that the Court appreciated what Mr.
Boriskie has done. Mr. Boriskie thanked the Court and asked
that his press release be made a part of the minutes. A copy
of the press release is attached hereto.
The Court next considered awarding the following bid:
Bid No. 90-544 - Annual Road sign and Sign Post Contract

Holland Winder, County Engineer, recommended
acceptance of the low bid submitted by Sargent
Sowell. On motion by Commissioner Wilcox, seconded
by Commissioner Sims, the Court voted unanimously
to accept the recommendation of the County Engineer
and award the contract to Sargent Sowell. A copy
of the Bid Tabulation is attached hereto.

JULY 16, 1990
Commissioners' Court meeting July 16, 1990
On motion by the County Judge, seconded by Commissioner
1 Sims, the Court voted unanimously to approve the request of
Commissioner Wilcox to receive credit for time worked for
Brazos county prior to the implementation of the retirement
system. This is for time only and will not require a monetary
contribution from either Mr. Wilcox or the County. The Texas
County and District Retirement System gave approval via a
phone call.
On motion by Commissioner Sims, seconded by Commissioner
Turner, the Court voted unanimously to approve the request of
John Godfrey, Jail Administrator, to submit an application to
the Texas County and District Retirement System for credit for
thirty six (36) months of military service prior to beginning
employment with Brazos County and to pay the County's
contribution in the amount of $540.00. Mr. Godfrey's is also
to contribute $540.00.
The Court acknowledged receipt of the Extension Service
reports for June 1990 and acknowledged receipt of reports from
County and Precinct offices showing revenues collected and
remitted to the County Treasurer. An excerpt from those
reports is attached hereto.

On motion by Commissioner Turner, seconded by Commis-
sioner Sims, the Court voted unanimously to approve the Claims
as submitted.
At 6:10 p.m. the County Judge announced the meeting
•
closed to the public so that the Court could meet in closed
executive session to discuss personnel.
At 6:15 a.m. the County Judge announced the meeting open
to the public. On motion by the County Judge, seconded by
Commissioner Sims, the Court voted unanimously to approve the
request of the District Attorney to move Brenda Lamar to the
pay group 8 step 4 position formerly held by Deborah Ives who
terminated; move Linda Trail to the pay group 8 step 3 postion
formerly held by Brenda Lamar; move Laurie Sanders to the pay
group 8 step 3 position formerly held by Linda Trail and the
request to increase the salary of Terri Robertson to $7.0601
was tabled until the employee had worked for the County for
six (6) months. The request to increase Rene Hogan was tabled
until the next meeting.
There being no further business to come before the Court,
the meeting was adjourned.
