VOL UJ PAGE S /4- • • COMMISSIONERS' COURT SPECIAL MEETING JUNE 25, 1990 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, June 25, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Clerk Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held April 23, 1990, April 30, 1990, May 7, 1990, May 14, 1990 and May 21, 1990. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment #10, which would reallocate funds budgeted for the Sheriff's Department. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Section 262.024(a)(7)(A) of the Local Government Code for the purchase of radios for the Pi 1 I:° / C PIC ali f- S 7 a I Commissioners' Court meeting June 25. 1990 District Attorney's Office. This was necessitated due tc Motorola being the single source for Saber Portable Radios, Spectra Mobile units and disguised antennas. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment of $16,380.80 to Motorola for the necessary radios. On motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to appoint Sharon Fairchild, County Auditor, as Record Management Officer for all non-elected departments; Ernie Wentrcek, Juvenile Services Director, as Records Management Officer for Juvenile Services; and Ken Bost, Administrative Assistant; Health Department, as Records Management Officer for the County Health deprtment. The Court received, approved and ordered filed as submitted the Treasurer's report for May 1990. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. Task Force------Claims 161637 thru 161673 on motion by Commissioner Turner, seconded by Commis- sioner Norton, the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Norton, seconded by Commis- 0 • sioner Sims, the Court voted unanimously to authorize the transfer of a used vehicle from the Sheriff's Department to the District Attorney's office. The Sheriff briefed the Court on the Jail Standards Inspection carried out June 21, 1990 by the Texas Commission on Jail Standards. All aspects of the jail received an excellent rating with the exception of the overcrowded conditions resulting from TDC inmates being held. The jail was given a certification of compliance for the fourth straight year. At 10:15 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel. At 10:33 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to grant the request of Ron Huddleston to purchase back retirement time from prior employment with the County in the Juvenile Services Division from August 1979 through 1981 providing the action meets all the requirements of the Texas District Retirement System. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the extended sick leave of James Diehl pursuant to Article 8.08 of the Brazos County Personnel Policy Manual. On motion by commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to appoint Reverend Steve Sellers and Jane Sielken to the Child Protective Services Board.
