SPECIAL MEETING
JUNE 18, 1990
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 6:00
p.m. on Monday, June 18, 1990, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Absent;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, Presiding;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered Budget Amendment #9, which
would reallocate funds budgeted for the Jury Services
Department and increase the budget of the Foster Care Fund by
$230,200. On motion by Commissioner Turner, seconded by
Commissioner Sims, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.

The Court next considered awarding the following bid:

Holland Winder, County Engineer,
recommended acceptance of the low bid
submitted by Case Power & Equipment
Company. On motion by Commissioner
Wilcox, seconded by Commissioner Turner,
the Court voted unanimously to accept the
recommendation of the County Engineer and
award the contract to Case Power &
Equipment Company.
The Court next considered the request by Clayton Williams
Company to install natural gas lines across the right-of-way
of Hopes Creek Road in Precinct 1. On motion by Commissioner
Norton, seconded by Commissioner Wilcox, the Court voted
unanimously to approve the request of the Clayton Williams
Company and authorized the installation. A copy of the
request is attached hereto.
The Court next considered the request by General
Telephone Company to install communication cable within the
right-of-way of Old Bundick and Macy Roads in Precinct 2. The
County Engineer stated all was in order. On motion by
Commissioner Sims, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the request of General Telephone
Company and authorized the installation. A copy of the
request is attached hereto.
The Court next considered authorizing work outside of
county rights-of-ways for the enhancement of county road
projects. The Road and Bridge Department requests permission
entry the private property of Lewis Shirley, Jr. to remove
brush to improve the site distance around curves on Shirley
Road; to enter the private property of Zerle L. Carpenter on
the corner of Colette and Alexander Road to obtain water for
road construction improvements; to enter the private property
of Ross and Rosalie Todaro to remove clay soil to be placed in
the bar ditch adjacent to county roads for erosion control.

On motion by Commissioner Sims, seconded by Commissioner
Wilcox, the Court voted unanimously to approve the Claims as
submitted.
At 6:10 p.m. Commissioner Wilcox announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel.
At 6:28 p.m. Commissioner Wilcox announced the meeting
open to the public. On motion by Commissioner Sims, seconded
by Commissioner Turner, the Court voted unanimously to approve
the request of the County Attorney to increase the salary of
Vera Lara Hooge to the budgeted dollars of $19,324.00. On

motion by commissioner Norton, seconded by Commissioner Sims,
the Court voted -unanimously to approve the request of the
County Engineer to reclassify a position at the sanitary

position to be classified at a pay group 10 step 1, be

Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;

The following proceedings were held:
THAT WHEREAS, on June 18, 1990, the Court heard and approved
a budget amendment for the 1990 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 22,
1989, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 18th day of June 1990

The location or description of the proposed installation Is more fully shown
by three copies of the drawings attached to this notice.

1. The County Engineer must be notified prior to the beginning of
construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That BRAZOS COUNTY reserves the right to require Applicant to
relocate Qr lower any such line at no cost to BRAZOS COUNTY, should some
become necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for any damage that might
occur to any egisting utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right-
of way in accordance with governing laws.

6. That the line or lines will be constructed no lees than forty-eight
inches (48") lower than the lowest part of the drainage or bar ditch and
the drainage is to be considered at least two feet (2') below the center
of the roadway.
7. That all roads be bored to forty feet (40') on either side of the
centerline of the right-of-way or cased for such distance.
8. That all sites will be barracaded during construction period.
9. That the normal charge is $500 per crossing and/or $40 per rod when
paralleling the roadway established by the Commissioners' Court on
January 28, 1985.
Construction of this line will begin on or after (date) June 6, 1990

TO THE COMMISSIONER'S COURT OF Brazos COUNTY
ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GENERAL TELEPHONE COMPANY of the SOUTHWEST
will construct a communication line within the right-of-way of a County Road in
Brazos County, Texas as follows:
Work location is on Old Bundick Road, 9/10 of a mile northeast of the
intersection of Macey Road. From this point going north, approximately
1,200' of buried cable will be placed near the west edge of the ROW
of old Bundick Road.
The location and description of this line and associated appurtenances is
more fully shown by two copies of drawings attached to this notice.
The line will be constructed and maintained on the County Road right-of-way in
accordance with governing laws.
Notwithstanding any other provision contained herein, it is expressly
understood that tender of this notice by the General Telephone Company of the
Southwest does not constitute a waiver, surrender, abandonment ar impairment of
any property rights, franchise, easement, license, authority, permission,
privilege or right now granted by law or may be granted in the future and any
provision or provisions so construed shall be null and void.
Construction of this line will begin on or after June 20, 19 90
