COMMISSIONERS' COURT
SPECIAL MEETING
MAY 29, 1990
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Tuesday, May 29, 1990, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
Jim Mazurkiewicz requested to appear be for the Court but

failed to attend the meeting.
The Court proceeded to consider a request from the Safety
Committee regarding Defensive Driving Certification. In a
written request, the Safety Committee asked the Commissioners

Court to adopt a policy requiring all county employees driving
county vehicles to take Defensive Driving. The committee
cited the need to reduce exposure to liability and that those
having completed the course will be better drivers as reasons
for the request. On motion by Commissioner Sims, seconded
by Commissioner Turner, the Court voted unanimously to adopt
the policy requiring those employees driving county vehicles

j to complete a Defensive Driving course. Payment will be made
through the individual departments. Department heads will

schedule employees to take the course during working hours and

spouses will have an opportunity to take the course at the
reduced rate of $16.00 each but must pay own expense. The
employee will be given six (6) months to comply with the
policy.
The Court next considered the request by General
Telephone to install telephone cables across the right-of-way
of Dowling Road and within the right-of-way, paralleling
Country Meadows Drive in Precinct 1. The County Engineer
stated all was in order. Commissioner Norton questioned the
fifty (50) foot road bore on an unpaved portion of Dowling
Road. On motion by commissioner Sims, seconded by
Commissioner Norton, the Court voted unanimously to approve
the request of General Telephone and authorized the
installation. A copy of the request is attached hereto.
The Court considered a second request by General
Telephone to install telephone cables across the right-of-way
of Castenson Road Precinct 2. The County Engineer stated all
was in order. On motion by Commissioner Wilcox, seconded by
Commissioner Norton, the Court voted unanimously to approve
the request of General Telephone and authorized the
installation. A copy of the request is attached hereto.
The Court next considered authorizing work outside of
county right-of-way for the enhancement of county road
projects. The Road and Bridge Department requests permission
to enter the private property of Florine Lenz and the Tom Hill
estate both located on Andert Road to excavate channels to
allow water to drain from the culvert under the roadway. On
motion by Commissioner Sims, seconded by Commissioner Norton,
the Court voted unanimously to authorize the work.

On motion by Commissioner Norton, seconded by Commissioner
Turner, the Court voted unanimously to approve the changes as

Commissioner Sims questioned the purchase of four hundred
(400) video tapes. Commissioner Norton questioned payment of
six (6) memberships in the National Rifle Association at
$25.00 each. It was the consensus of the Court to refuse
payment on personal memberships. Commissioner Wilcox asked if
the claims excluded from payment during the last Commissioners
Court meeting were included in this listing. The County
Treasurer stated they were. On motion by Commissioner Wilcox,
seconded by Commissioner Norton, the Court voted unanimously
to approve the Claims with the exception of claim numbers
159623 and 159628.
At 10:28 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed

executive session to discuss personnel.
At 11:05 a.m. the County Judge announced the meeting open
to the public. On motion by Commissioner Norton, seconded by
Commissioner Turner, the Court voted unanimously to authorize
the request submitted by the Sheriff's Department to increase
the salary of Virginia Baldwin to the budgeted amount of
$15,883.00 and the request of the Tax Office to increase the
salary of Roberta Bacerra to the full budgeted amount of
$14,685.00.
There being no further business to come before the Court,
the meeting was adjourned.

NOTICE OF COMMUNICATION LINE INSTALLATION

TO THE COMMISSIONER'S COURT OF Brazos COUNTY
ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GENERAL TELEPHONE COMPANY of the SOUTHWEST
will construct a communication line within the right-of-way of a County Road in
Brazos County, Texas as follows:
Beginning at the junction of Dowling Road and Country Meadows Drive, a 50'
road bore will be made across Dowling Road and 1,432' of buried cable will
be placed south at 5' within the east right-of-way of Country Meadows Drive.
At a point 492' down Country Meadows Drive, a 40' road bore will made west
across the road.
The proposed cable will be buried to a minimum depth of 30"
The location and description of this line and associated appurtenances is
more fully shown by two copies of drawings attached to this notice.
The line will be constructed and maintained on the County Road right-of-way in
accordance with governing laws.
Notwithstanding any other provision contained herein, it is expressly
understood that tender of this notice by the General Telephone Company of the
Southwest does not constitute a waiver, surrender, abandonment or impairment of
any property rights, franchise, easement, license, authority, permission,
privilege or right now granted by law or may be granted in the future and any
provision or provisions so construed shall be null and void.
Construction of this line will begin on or after May 30, 19 90

ATTENTION COUNTY JUDGE:
Formal notice is hereby given that GENERAL TELEPHONE COMPANY of the SOUTHWEST
will construct a communication line within the right-of-way of a County Road in
Brazos County, Texas
as follows:
From the intersection of OSR E and Castenson Road going south on Castenson
Road approximately 1 mile, we propose to plow a two pair buried drop across
Castenson Road within the right-of-way.

The line will be constructed and maintained on the County Road right-of-way in
accordance with governing laws.
