BRAZOS COUNTY COMMISSIONERS' COURT MEETING
MONDAY, APRIL 23, 1990, 10:00 A.M.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on the approval of the minutes
of the meetings held on February 12, 1990; February 19,
1990 and February 26, 1990.
4. Consider and take action on budget amendments.
5. Consider and take action on request from Precinct 4 Con-
stable for the transfer of two (2) vehicles from the
Sheriff's Department.
6. Consider and take action on request from Precinct 7 Con-
stable for the transfer of two (2) vehicles from the
Sheriff's Department and additional funds for the repaint-
ing and decals for the vehicles.
7. Consider and take action on personnel change of status.
8. Consider and take action on payment of claims.
9. Adjourn.

A special meeting of the Commissioners
Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the

Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, April 23, 1990, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge of

allegiance.

The Court next considered approval of the minutes of the
Commissioners' Court meetings held February 12, 1990, February
19, 1990 and February 26, 1990. On motion by Commissioner Sims,
j
seconded by Commissioner Turner, the Court voted unanimously to
approve the minutes as submitted.
The Court next considered Budget Amendment #6 to the 1990
budget, which would reallocate funds budgeted for the Brazos
I
Center and transfer funds from the Buildings and Yards budget to

the Brazos Center Budget. On motion by Commissioner Turner,
i
seconded by Commissioner Sims, the Court voted unanimously to

approve the budget amendment as submitted, a copy of which is
j
attached hereto.
The Court next considered requests from Constable Precinct
4, Louis Garcia and Constable Precinct 7, Winfred Pittman, for
two (2) vehicles to be transferred from the Sheriff's Department.

Constable Pittman referred to his letter of April 18, 1990 in
which he requested a 1987 Ford license number 523-363. When he
wrote the letter he was under the impression that it had 69,000
miles on the speedometer but further investigation revealed that
it had 169,000 miles on the speedometer. He withdrew his request
for that vehicle. The other vehicle requested by Constable
Pittman is a 1987 Ford license number 523-366 and it has 76,571
miles on the speedometer. Constable Pittman also requested
$750.00 for painting and decals. Constable Garcia is requesting
the same 1987 Ford along with unit number 64 a 1988 Chevrolet.
Constable Garcia indicated he would absorb the cost of painting.
Constable Garcia was asked how many vehicles he currently had.
He replied that he had three vehicles in dse, two every day and
one sparingly. Commissioner Sims stated that so long as we buy
and trade cars we need to get rid of the older vehicles.
Constable Garcia indicated he would take one vehicle and give the
other to Constable Pittman. On motion by Commissioner Norton,
seconded by Commissioner Turner, the Court voted unanimously to
give the Chevrolet to Constable Garcia and the Ford to Constable
Pittman and to give each some money for painting. Commissioner
Sims reiterated his concern about cars in reserve. The County
Judge moved to allow Constable Garcia to keep his extra car if he
can pay the insurance. The motion was seconded by Commissioner
Norton. The County Judge along with Commissioners Norton, Turner
and Wilcox voted 'Aye'. Commissioner Sims voted 'No'. The
County Judge declared the motion carried.
The Court proceeded to consider the change of status of the
following employees.

On motion by Commissioner Turner, seconded by Commissioner
Wilcox, the Court voted unanimously to approve the changes as

Commissioner Sims questioned the UNISYS Maintenance Contract and
the payment of $16,000.00 for four (4) different attorneys
appointed for four (4) children in the same family. On motion by
the County Judge, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the Claims as submitted.
There being no further business to come before the Court,
the meeting was adjourned.
