COMMISSIONERS' COURT
REGULAR MEETING
APRIL 9, 1990
• A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the ,
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, April 9, 1990, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Absent;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, Presiding;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge of
allegiance.
The Court first considered the guidelines for Brazos County
i
Employee
promotions. Commissioners Sims explained that there
were no clear cut guidelines for promotions
previously. He then
stated that after reviewing the proposed recommendations he
preferred the one suggested by Judge Holmgreen which states:
Department Head may promote an employee or
employees within the pay group to a higher
budgeted step, leaving a lower pay step open
for an employee in a lower pay group to be
promoted into the higher pay group at a lower
step. This awards the dedicated employee in
a specific pay group that has no way to
advance if there is no higher pay group
budgeted.
Commissioner Sims then gave an example of the this type of action
and stated it could be accomplished anytime during the budget
year. Commissioner Sims then moved to adopt the guideline

Commissioners Court meeting April 9, 1990
submitted by Judge Holmgreen. Commissioner Norton seconded the
motion adding that if you promote someone, take the employee to
the step 2 position with no step increase within the ninety (90)
day probationary period. Commissioner Norton added that this
action should be an amendment to the personnel policy handbook.
The motion carried unanimously. Ernie Wentrcek, Director of
Juvenile Services, asked if probation officers previously
promoted could be moved to the step 2 slot. Commissioner Sims
stated that the action taken today would not be retroactive.
Commissioner Norton suggested anyone who was recently promoted
would be affected. Commissioner Sims suggested that all
department heads who recently promoted and employee submit a
personnel action form for these employees and they would be
.,considered on an individual basis.
On motion by Commissioner Wilcox, seconded by Commissioner
Sims, the Court voted unanimously to table consideration of the
investment policy until the next meeting to allow the Court to
gather additional information.
On motion by Commissioner Norton, seconded by Commissioner
Turner, the Court voted unanimously to table consideration of the
bid for roadside mowing for the Road and Bridge Department.
The Court next considered authorizing work outside of county
rights-of-ways for the enhancement of county road projects. The
Road and Bridge Department requested permission to enter the
property of Charles Christopher in the Seven-Eleven Ranch
Subdivision to excavate a channel from an existing culvert. The
Road and Bridge Department requested permission to enter the
property of Dorothy Santina on ISGN Road to clean out existing
channel to allow for proper drainage under the roadway. The Road
and Bridge Department requested permission to enter the property
of Clarence W. Cobb on Long Trussel Road and construct a ditch to
drain water from the pasture and roadway. On motion by
Commissioner Sims, seconded by Commissioner Norton, the Court
voted unanimously to authorize the work.

Commissioners' Court meeting April 9, 1990
The Court acknowledged receipt of the Extension Service
reports for March 1990 and acknowledged receipt of reports from
County and Precinct Offices showing revenues collected and
remitted to the County Treasurer. An excerpt from those reports
is attached hereto.
The Court proceeded to consider the change of status of the
following employees.

On motion by Commissioner Turner, seconded by Commissioner
Sims, the Court voted unanimously to approve the Claims as
submitted.
At 10:23 a.m. Commissioner Wilcox announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel.
At 10:34 a.m. Commissioner Wilcox announced the meeting open
to the public. On motion by Commissioner Norton, seconded by

Commissioner Sims, the Court voted unanimously to approve as
submitted the request of the Juvenile Service Director to promote
Lisa Lyon to office Manager and promote Ann Ramirez to Word
Processing Technician.
There being no further business to come before the Court,
the meeting was adjourned.
