VOLW -PAGE • _ Aft i COMMISSIONERS8 COURT SPECIAL MEETING MARCH 21, 1990 s A special meeting of the Commissioners' Court and the Board r of Directors of the Health Department of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 8:00 a.m. on Wednesday, March 21, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1, Absent; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. i The following citizens and officials were in attendance: Ruth McLeod Executive Assistant ' Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office ; Ken Bost Brazos Co. The County Judge introduced Dr. J. E. Marsh, Jr., County Health Director who gave a summary of the two years ; i of events that led to the finalization of the plan. He stated , ; j that time was of the essence due to the need of the facility being operational before the busy season. He also stated that it ' 1 ' was understood that the time factor can be a consideration in awarding a bid. Fred Patterson, representing Burris * Patterson released the bid tabulation sheet showing the base bid of Diamond Construction ; as the low bid and Sentry Construction as the next low bidder. Diamond Construction can complete in 180 days and Sentry in 135 1 days. The base bid includes plastic laminate cabinets inside and -.a out as in institutional buildings. Separate air conditioning units can be turned off when not in use. 3. Folding partitions to allow for multi use room 4. Urethane roof - foam roof versus built up roof. Diamond's bid included cost of both roofs (built up and urethane). Charlie Burris indicated that a call to Diamond brought the actual bid on the roof to $14,700.00. 5. Flag Pole 6. S.T.D. Investigator's office The bid tabulation sheet shows the base bid for Sentry Construction to be $575,500.00 The Sentry base bid plus all alternates equaled $642,500.00. The Sentry base bid excluding alternates #1 and #4 was $621,500.00. The bid tabulation sheet shows the base bid for Diamond Construction to be $568,180.00. The Diamond base bid plus all alternates equaled $677,305.00. The Diamond base bid with the adjusted alternate #4 was $625,545.00. The Diamond base bid excluding alternates #1 and #4 was $615,700.00. According to architect the difference between the two base bids plus all the alternates with adjusted alternate #4 is $7,245.00. Fred Brown asked how much money was available. Ken Bost, Health Department employee, stated as of the last audit the Health Department had $500,000.00. The County Judge indicated an additional $300,000.00 could come from the cities of Bryan and College Station and the County. Kandy Rose stated that the city of Bryan only agreed to an additional $50,000.00. Mr. Brown asked how many of the alternates needed to be done now. Mr. Patterson said that alternates #4, #5 and #6 can be done at a later dated but at a higher cost. Dr. Marsh stated that alternate one was not needed, alternate #2 was needed desperately, alternate #3 they could do without, alternate #4 not necessary, alternate #5 was not necessary and that alternate #6 was necessary as it is a state s M VOL_. d__ -PAGE; a93 - I funded position. Taking that into consideration then the Diamond base bid with alternates #2, #3 and #6 equaled $614,320.00 and the Sentry base bid with alternates #2, #3 and #6 equaled $620,000.00. The difference between the two bids is $5,680.00. Commissioner Wilcox stated he felt a urethane roof is the way to go considering the problems the County has had with other buildings. He also stated that he did not know any contractor who paid a penalty for over run on days. Randy Rose asked if the County could legally accept anything other than the low bid, could other factors be considered when awarding the contract. She was informed that it could. Dr. Marsh stated the telephone estimate was $8,000.00 to $10,000.00 and that they would also need furniture for the waiting room, otherwise they had everything else needed. The County Judge stated he felt that the base bid plus all the alternates should be done. He indicated that the laminate on the cabinets was good, alternate #2 was necessary for an income source, alternate #4, the urethane roof was necessary and alternate #6, the investigator's room was necessary. He also stated completion time was important but that it would look bad to pay a premium for time. Commissioner Sims said that the partitions were not necessary now and that he wanted the base bid plus alternates #2, #4 and #6 which would make Diamond's bid $620,000+ and Sentry's bid $627,100.00. The architect reminded the Court that the fire alarm cost of $10,000.00 is not in the base bid but feels the base bid can be negotiated downwards to handle it, if not it will be an additional $10,000. Dr. Marsh reminded the Court that the Health Department was being asked to handle the Certified Indigent Health Care Cases and that the rooms were needed. r .a ~Y i The architect recommended omitting alternate #4 in making j the decision of awarding the bid and to negotiate the cost of { alternate #4. Randy Rose stated she favored the Diamond base bid plus alternates #2, #3 and #6. Then Board members Brown and Rose stated they favored the Diamond base bid plus alternates #2, #3 and #6 and to negotiate alternate #4, the urethane roof bid. The County Judge stated he favored the Diamond base bid plus alternates #2, #3, #5 and #6 and to negotiate the roof bid. if the Diamond Construction roof bid was more than $14,700.00 then ' the bid award would go to Sentry. The Health Department Board recommended accepting the Diamond Construction base bid plus alternates #2, #3, #5 and #6, to negotiate the roof and if negotiation was higher than Sentry, the bid would go to Sentry Construction. The County Judge gave the recommendation of the Board of Directors of the Health Department to the Commissioners Court. On motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to accept the recommendation the of the Board of Directors of the Health Department to accept the base bid of Diamond Construction plus alternates #2, #3, #5 and #6 and to negotiate the cost of the urethane roof (alternate #4). If the roof cost is more than the amount called in to the architect, then the Court will accept the bid submitted by Sentry Construction. There being no further business to come before the Court, the meeting was adjourned.
