Adjourn. r 1f' I s o \ ! u r- ~r, COMMISSIONERS' COURT REGULAR MEETING JANUARY 8, 1990 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, January 8, 1990, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Bea Green Secretary to Commissioners A. H. Winder County Engineer Sandie Walker Deputy Treasurer Karen McQueen County Clerk's Office Ginny Hamm County Attorney's Office • Elizabeth Sharp Bryan/College Station Eagle Jody Manley KBTX-TV Ramiro Quintero Brazos County Resident Dick Britten Brazos County Resident Carey Cauley, Jr. N.A.A.C.P. Commissioner Sims gave the invocation and led the pledge of allegiance. On motion by the County Judge, seconded by Commissioner Turner, the Court voted unanimously to set the rate for mileage reimbursement at $.24 per mile. The Court proceeded to the selection of the Salary Grievance Committee for 1990 in accordance with the law. The following names were drawn from the list of persons who served on the Grand Jury during the previous twelve months: 1. Joe Hanover Alternates - 1. Charles King 525 Moran Bryan, Tx 77801 l On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to appoint those whose names appear { VOL 5~ • } I !above to the salary grievance committee. ~E The Court proceeded to set the holidays to be observed by Brazos County for 1990. Commissioner Turner moved to observe the 0 same holidays as in 1989. There was no second to the motion. Commissioner Sims suggested observing Good Friday as a holiday instead of San Jacinto Day since it falls on a Saturday. Commissioner Wilcox suggested adding a third day to the Christmas holidays in lieu of San Jacinto Day. On motion by the County Judge, seconded by Commissioner Turner, the Court voted unanimously to set the holidays to be observed by Brazos County for 1990: January 15, Martin Luther King Birthday April 13, Good Friday May 28, Memorial Day (Monday) July 4, Independence Day September 31 Labor Day November 22 & 23 Thanksgiving Day & Friday December 24; 25 & 26 Christmas Eve, Day and Day after January 1, 1991 New Year One (1) Floating Holiday On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to pay Emmett Trant and Associates 20% or $3,278.65 for the Architectural Services on the Observation Phase of the construction of the Low Risk Detention Center and to pay Chappell Hill Construction the first application for payment of $210.771.00 for work completed on the Low Risk Detention Center. The County Judge announced that he waived his right to sign pay authorizations for the Road and Bridge Department. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to approve the waiver. Commissioner Wilcox will continue to sign the pay authorizations. The Court received, approved and ordered filed as submitted the Certification of the Juvenile Detention Facility. The inspection and certification was carried out by the Juvenile Probation Board. A copy of the Certification is attached hereto. • The Court acknowledged receipt of the Extension Service reports for December 1989 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted-to the County Treasurer. I COUNTY OF' BRAZOS'• , ~t wr~7r: We, the undersigned, hereby certify to the Commissioner's Court of Brazos County, Texas, that we have personally inspected the detention facilities at the Courthouse located in Bryan; Brazos County, Texas, to determine whether the facility is suitable for the detention of children as provided by Section 51.12(c) of the Texas Family Code. We hereby find that: , 1. Children in detention are not detained in or committed to a com partment of a jail in which adults ure detained or committed; , 2. Children in detention are not permitted contact with adults who are detained or committed to jail; 3. The detention facility meets the requirements' of Article 5115, Revised Civil Statutes of Texas, 1925, as amended, defining "safe and suitable jails"; 4. The detention facility meets the "Standards for Juvenile Detention ' Facilities" as required by Section 75.041, Texas Human Resources Code, and as adopted by the Texas Juvenile Probation Commission, effective the 11th day of November, 1986. THEREFORE, the Brazos County Juvenile Detention Center is hereby certified as a suitable facility for children until the next annual onsite inopection due one year from the above personal visit. The Commissioner's Court of Brazos County, Texas, shall be provided copies of said certification, and the original copy shall be filed with Juvenile Records in the County Clerk's Office. .
