PUBLIC HEARING
NOVEMBER 27, 1989
The Commissioners' Court of Brazos County, Texas held a
Public Hearing to consider traffic regulation on various county
roads pursuant to Section 2.301 of the County Road and Bridge
Act, Art. 6702-1 subchapter D, Vernons Civil Statutes in the
Commissioners' Courtroom in the Courthouse in Bryan, Brazos
County, Texas, beginning at 1:00 p.m. on Monday, November 27,
1989, with the following members of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct l;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton 'turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendance:

The County Judge opened the Public Hear`.ng and stated the
purpose of the Public Hearing was to hear commentary for and
against the proposed implementation of traffic regulations in
the following locations:
Fox Fire Subdivision, Phase I, II, III and IV - Speed
limit on all roads in the subdivision shall be set at
30 miles per hour.
Graham Road - Between State Highway 6 South and
Schaffer Road the speed limit shall be set at 40 miles
per hour.
Between Schaffer road and FM 2154 (Wellborn Road) -
Speed limit shall be set at 35 miles per hour.
Cole Lane - Speed limit shall be set at 35 miles per
hour.
{ The County Judge stated in his opening remarks that proper

notice of the hearing had been given according to law. He

outlined the procedures for the hearing and asked those in
attendance wishing to speak state their names and organization.
Beverly Ware - Vista Oaks Subdivision - stated she would like the
speed limit reduced to below 55 miles per hour. She said she
spoke for her neighbors in requesting that the speed limit be set
at 30 miles per hour or less and posted so the regulations can be
enforced. She also asked that a stop sign be placed at the
intersection of Grassburr Road and Prospect Lane. Commissioner
Sims informed Mrs. Ware that consideration of that subdivision
will be taken up at a later date and instructed the County
Engineer to put together a plan to regulate traffic in
subdivisions. Commissioner Norton explained that the only way to
enforce the regulations was by following certain procedures.
The County Judge asked if anyone else wished to speak.
Commissioner Sims asked County Engineer, Holland Winder, to
address Cole Lane in precinct 3. Mr. Winder reviewed the steps
taken in an engineering study required to regulate traffic on a
county road. Mr. Winder continued by saying regulatory signs and
advisory signs will be placed along the road and a 20 miles per
hour speed limit placed around curves on Cole Lane.
Commissioner Norton stated that effective this day all
existing and newly established traffic control devices or signs '
will be enforced as set forth by this action. He then outlined
the placement of the signs in the Foxfire Subdivision. Along
Frost Drive in a northwestern direction a "Stop" sign at the
intersection of Haywood Drive and Frost Drive. A "30 miles per
hour" sign halfway between the intersections of Haywood Drive and
Frost Drive and Haley Drive and Frost Drive on the north eastern
side of Frost Drive. A "Slow Children at Play" sign right before
the intersection of Haley Drive and Frost Drive. A "Stop" sign
at the intersection of Haley Drive and Frost Drive. A "Stop"
sign at Falcon Circle and Frost Drive on the northwest side of
Frost Drive. A "Stop" sign an the intersection of Fox Circle an9
Frost Drive on the northeast side of the road. 'Stop" signs on
each side of the intersection of Faulkner Drive and Frost Drive.

A "Stop" sign at the intersection of Fitzgerald Circle and Frost
Drive on the southeast side of Fitzgerald. A 130 miles per hour'
sign on Foxfire Drive just past the entrance to the subdivision
on the southeast side of Foxfire Drive. A "Left Curve" sign on
Foxfire Drive just past Fawn on the southeast side of Foxfire
Drive. Three (3) 'Yield" signs in the deep curve of Foxfire
Drive. A "Stop" sign at the intersection of Fontaine Drive and
Foxfire Drive on the south side of Foxfire Drive. A 030 miles
per hour" sign on the south side of Foxfire Drive just past the
intersection of Fontaine Drive. A 'Slow Children at Play' sign
on north side of Foxfire Drive just past the intersection of
Fontaine Drive. A "Stop" sign ahead sign before the intersection
of Foxfire Drive and Frost Drive. A 'Slow Children at Play' sign
on Fontaine Drive past the intersection of Fontaine and Ferguson
Drive on the west side of Fontaine. A '30 miles per hour" sign
on the East side of Fontaine Drive. A "Dead End" sign at the
intersection of Fontaine Drive and Faulkner Drive on Fontaine
Drive.
Commissioner Norton then explained what would be done on
Graham Road. Graham Road runs east to west from State Highway 6
to FM 2154. There will be a 045 miles per hour" sign posted on
the north side of Graham Road on the south side for east bound
traffic and "Stop" sign • and "Right-of-Way" sign. There will be
at Schaffer and Graham Road on the north side a 'Stop' sign from
Shaeffer on to Graham Road. A 035 miles per hour' sign at
Schaeffer and Graham on the north side of Graham Road. A 045
miles per hour' sign east of Schaeffer Road on the south side of
Graham Road for east bound traffic. A correction on the '35
miles per hour" sign on the north side of Graham Road for the
west bound traffic on Graham Road. Off FM 2154 on South Graham a
035 miles per hour" sign for east bound traffic. A "Stop" sign
on North Graham for west bound traffic.
There being no further comments from the Court, the County
Judge closed the Public Hearing.
