Adjourn. 5 VOL PAG 3 3 COMMISSIONERS' COURT SPECIAL MEETING OCTOBER 30, 1989 A special meeting 4f the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, October 30, 1989, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst, to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office A. H. Cronk Emmett Trant & Associates Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held September 22, 1989, September 25, 1989, October 2, 1989 October 9, 1989 and October 19, 1989. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as submitted. The Court next considered relocating voting Precinct 10 polling place from the College Station Public Works Warehouse which is currently under renovation to the College Station Municipal Court Building. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously relocate voting Precinct 10. Oliver Anderson - Presiding Judge Precinct 4 { 2. Helen Drayton - Alternate Judge Precinct 4 ! 3. Diana Smallwood - Alternate Judge Precinct 21 ' 4. Georgia Simecek - Presiding Judge Precinct 30 • On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to appoint the previously name people ' to the positions stated. 1 The Court next considered approval of the preliminary plat , of the Elliot Subdivision on Graham Road in Precinct 1. Holland r Winder, County Engineer, stated that he had reviewed the plat and i t it appeared to be in order. He asked the Court to grant a variance on the minimum size of the lots and recommended approval as submitted. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court unanimously approved the preliminary plat of the Elliot Subdivision on Graham Road and grant a variance on the lot size. Th.e Court next considered the request by Lone Star Gas to install a 3/4" Poly Gas Line under Graham Road in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Lone Star Gas and authorized the installation. A copy of the request is attached hereto. The Court acknowledged and ordered filed as submitted the Treasurer's report for September 1989. A copy of which is attached to and made a part of these minutes. The Court next considered final approval of the bid submitted for the construction of the Minimum Security Facility and Alternate "A". The County Judge recommended acceptance of Alternate "A" as submitted by Chappell Hill Construction. This decision came as the as result of a letter from the County Engineer stating there would be a substantial negative impact on the work schedule of the Road and Bridge Department with current • county wide projects not being completed within a reasonable time frame if the Road and Bridge Department did the site work. The County Judge then moved to delete the colored pigmant in the PAC's 3 L pe Commissioners' Court meeting October 30,1989 concrete, delete the metal ceiling in the kitchen and replace it with a painted plaster ceiling, change all the HVAC security r grilles from stainless steel bar to 10 ga. steel and add Alternate 'A'. This would reduce the base bid from $2,806,000.00 to $2,745,071.00 and add $64,890.00 for Alternate 'A'. The motion was seconded by Commissioner Sims and passed unanimously. The County Judge then moved to be authorized to enter into contract with the low bidder, Chappell Hill Construction Company of Brenham for the construction of the Minimum Security Facility. The motion was seconded by Commissioner Sims and carried unanimously. The Court proceeded to consider the change of status of the following employees. IMYLAS •I I• i, I' I I •I THE STATE OF TEXAS COUNTY OF BRAZOS ORDER RELOCATING POLLING PLACE FOR VOTING PRECINCT 10 WHEREAS, there exists at the present one (1) certain polling place which can not be used for the purpose of conducting the election on November 7, 1989; and WHEREAS, the polling place for voting precinct 10 is located in the Public Works Warehouse of College Station; and WHEREAS, the Commissioners court has been notified by the City of College Station that the Public Works Warehouse building is under construction at this time and cannot be used • for•the conduction of elections; and WHEREAS, the Commissioners Court is desirous of temporarily relocating the polling place of voting precinct 10 in the Municipal Court Building of the City of College Station which is approximately one city block west of the Public Works Warehouse; Now therefore I 1 i y BE IT ORDERED ADJUDGED AND DECREED BY THE COMMISSIONERS COURT OF BRAZOS COUNTY, TEXAS, that the polling place for voting precinct 10 be and is, temporarily located in the Municipal Court Building at 2613 Texas, Avenue, College Station effective this the 30th day of October, 1989. I understand and agree that: • 1. The County Engineer must be notified 72 hours prior to the beginning of construction in order that he, along with the Commissioner of that particular precinct, might be on hand to designate the actual location of the installation. 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the County Engineer and Commissioner in which the roadway or right-ofway lies. 3. That Brazos County reserves the right to require Applicant to relocate or lower any such line at no coat to Brazos County, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-way. 4. That Brazos County will in no way be responsible for any damage which sight occur to any existing utility lines in the right-of-way. 5. That the line will be constructed and maintained on the county right- of-way in accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight inches (48") lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. 7.
