PAG E1k,L__ - i i 1 i i i 1 .i i i i i d 1 a1 .1 t 1 J 1 t COMMISSIONERS' COURT REGULAR MEETING OCTOBER 9, 1989 l ~j A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, October 9, 1989, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Rosalie Todaro A. H. Asst. to County Judge Secretary to Commissioners Auditor's Office County Engineer District Clerk Treasurer Bryan/College Station Eagle KBTX-TV KBTX-TV Brazos County Resident Brazos County Resident League of Women Voters Brazos County Resident Wife of Commissioner St. Dept. of Hwys. & Pub. Trans. Commissioner Sims gave the invocation and led the pledge of allegiance. The first matter for consideration was a request submitted • by Judge John Delaney of the 272 District Court for authorization to implement the use of electronic court recording during civil proceedings. Judge Delaney informed the Court that since having submitted his written request indicating a savings of $28,162.00 he had received a bid for transcribing showing an additional savings of $4,000.00. The total savings to the department will now be $32,000.00. He continued by informing the Court that the Court of Criminal Appeals authorized the equipment for use of the system in criminal cases. Judge Delaney also asked for a salary increase of $5,000.00 each, for the two (2) employees that will replace the Court Reporter. Commissioner Norton commended V® F'r" G e Commissioners' Court meeting October 9, 1989 Judge Delaney for saving the county money. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court r voted unanimously to accept Judge Delaney's proposal for the use of electronic court reporting equipment and amend the 1990 budget to show the additional $5,000.00 for each employee, pending receipt of approval 4rom both Courts of Appeals. Commissioner Wilcox mentioned that there were less than ten trial courts in the state currently using the equipment. The Court next considered adopting a resolution to become the contracting entity for all grants and other funds received by the Metropolitan Planning Organization. D. D. Williamson, representing the State Department of Highways and Public Transportation, told the Court that it would give the county better control over what it receives. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to adopt a resolution authorizing the County Judge to execute and file applications on behalf of the Metropolitan Planning organization with the U.S. Department of Transportation to aid in the financing of planning funds. The Court next considered approval of the minutes of the Commissioners' Court meetings held September 11, 1989 and September 18, 1989. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment #11, which would reallocate funds for the oil and Gas Fund, Boonville Cemetery and the Court Master Grant Fund. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court considered setting one night meeting a month after 5:00 p. m. in an attempt to open up the meetings to the public. Commissioner Wilcox asked if the regular meeting could be recessed until 6:00 p.m.. Commissioner Norton suggested the third Monday of each month beginning at 5:30 p.m. or 6:00 p.m.. ilOL_--~PACE to Yo 1 + Commissioners' Court meeting October 9, 1989 On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to hold one night meeting on the third Monday of each month at 6:00 p.m.. The night meetings will begin in November. 1 The next matter for consideration was the budget for the R; Brazos County Emergency Communications District 9-1-1. f, ~ Commissioner Sims noted the salaries for personnel were high. I The County Judge explained that the figure was based on state wide salaries. At 10:25 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel. At 10:37 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Sim$, seconded by Commissioner Wilcox, the Court voted unanimously to approve the merit increase for Jane Moore. On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to nominate Tom Borskie as the County representative on the Appraisal District Board. The County Judge announced there would be no Commissioners' Court meeting on Monday, October 16, 1989. WHEREAS, the Bryan-College Station Urban Transportation Study Steering Committee has been designated the Metropolitan Planning Organization (MPO) for the Bryan-College Station area; and, WHEREAS, on request of the Bryan-College Station Urban Transportation Study Steering Committee, the County of Brazos has agreed to act as the fiscal agent for the MPO and be the contracting agency for all federal planning funds. WHEREAS, the laws of the state of Texas provide for interlocal cooperative governmental agreements and actions to benefit the citizens; and, WHEREAS, the voters of Brazos County have approved the establishment of the Brazos County Emergency Communications District 911 in accordance with Article 1432e by election held November 3, 1987; and, WHEREAS, the Board of Managers of the District in lawful meeting held September 20, 1989 approved and adopted the budget for the District for the fiscal year 1989-90; and, WHEREAS, Article 1432e(7)(b) requires the approval of the District budget by a majority of the participating jurisdictions in the District as well as by the County Commissioner's Court in the District; and, WHEREAS, the undersigned jurisdictions have in public meeting approved the annual budget for the District; NOW THEREFORE, BE IT RESOLVED BY THE BRAZOS COUNTY COMMISSIONER'S COURT, THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THE CITY COUNCIL OF THE CITY OF BRYAN, TEXAS, AND THE CITY COUNCIL OF THE CITY OF WIXON VALLEY, TEXAS THAT: 1. The undersigned respective county and cities individually and jointly hereby approve the annual budget of the Brazos County Emergency Communications District 911 as provided for by law. 2. The undersigned represent that they and each of them are duly authorized and empowered by their respective governmental unit to sign hereinbelow. 3. As is the case with most Districts, a Data Base Manager will be needed starting this Fiscal Year. The District has held off hiring anyone until needed. There will be an undetermined increase in worker's compensation insurance and health insurance for District employees and a 4% increase in salary for the District Secretary. The slight salary increase for the secretary is a result of Bryan's proposed 4% salary increase to keep the salary competitive in the community. There is no salary increase figured for the Executive Director. SUPPLIES: Office Supplies will be reduced by $1,000, while postage and printing will stay the same to cover mail outs of new addresses and other 9-1-1 information. CONTRACTUAL SERVICES: There is a decrease in this account as the Rural Addressing project work by CAD for the District will be complete. The City of Bryan's portion of the project is yet • to be billed, so that will remain. Most other services have been reduced except for a slight rise in the liability/content insurance premiums. Liability coverage will be increased to $3 million aggregate and $1 million per occurrence. With our current office arrangement, there is no need to lease a copier or a personal computer. The District has it's own P.C. now, and is cost sharing a copier with the City of Bryan. TELECOMMUNICATIONS: This account will remain the same. TRAVEL/TRAINING/TRANSPORTATION: Auto allowance was increased by $3,000 to provide for the Data Base Manager, who will be doing extensive driving in the County tracking down residences and checking new locations. Travel/Conference stayed the same with funds for one National Conference and two State Conferences for the Director and Data Base Manager. PUBLIC INFORMATION: This account will stay the same until cut-over when the advertising.and public information is needed. VO L ✓ P-ArZ, E .701 CONTINGENCY: This account has been reduced from previously budgeted and will contain the insurance deductible in case any claims are filed against the District. CAPITAL EXPENDITURES: A P.C. workstation will be needed so the Data Base Manager has access to the mapping system and the E 9-1-1 database. The current P.C. will serve as the host computer and word processor which will be networked to reduce hardware costs.
