I vo PAG „ COMMISSIONERS' COURT BUDGET HEARING SEPTEMBER 22, 1989 r The Commissionsers' Court meet in special session to hold a public hearing on the County budget for 1990. The meeting began at 10:00 a.m. on Friday, September 22, 1989, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding: Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Jones Visitor The County Judge opened the public hearing on the 1990 Budget for Brazos County and announced that the hearing would be recessed until 3:00 p.m. until such time as Commissioner Norton could be present. He stated that due to a prior commitment, Commissioner Norton could not be present until that time. Dr. C. B. Jones asked to comment on one certain area of the budget, primarily funding for the Volunteer Fire Departments. He stated the county could adequately fund the Volunteer Fire Departments by raising the tax rate by 1/2 of 1 percent. He continued by saying this would be the most effective way to fund the fire departments rather than create another taxing entity. The County Judge asked Mr. Jones if he was aware that the proposed budget contained $25,000.00 for each Precinct Volunteer Fire Department. Mr. Jones answered yes, but that more funding ti was needed. 1 ®L J PAGE ° I I , it i r 1 • h l~ r~ i t! ,i ..j Commissioners' Court Budget Hearing September 22, 1989 Judge W. T. McDonald, presiding judge of the 85th District Court, thanked the court for their support and efforts to keep the courts up with the times. He then asked that his salary be reduced by 4%. He invited the members of the Court to attend the naturalization ceremony to be held at 2:00 p.m. in the cafeteria of Southwood Valley Elementary School. The County Judged recessed the meeting until 3:00 p.m. to allow Commissioner Norton to attend the meeting. The County Judge reconvened the meeting at 3:00 p.m.' and proceeded to go through the budget by department. Tax Office - Request to reclassify Voter Registration Clerks from a group 4 to a group 5. Commissioner Sims recommended one clerk be classified at a group 5 step 2 and the other at a group 5 step 3. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to reclassify the clerks. Brazos Center - The creation of the position of a gounds maintenance supervisor. This position would be responsible for employees who maintain the grounds of the Courthouse, parking lots, Brazos Center, Boonville Cemetery and the Highway 21 West property. This would be a full time position and be budgeted at a group 4 step 9. It would require an additional $3,813.00. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to combine two part time positions and increase the budget by $3,813.00 to .fund the position of Grounds Maintenance Supervisor. Juvenile Board - Reduce the supplement paid to the Juvenile Board Members to an amount allowed by law. This is a correction of a clerical error. Community Support - Commissioner Sims would like to have the Court see more accountability from the organizations receiving funding from the County. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to request operation and quarterly statements from those groups. Commissioner Wilcox requested that the Volunteer Fire Departments furnish operational statistics and a balance sheet. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to request financial reports. Foster Care - The County Judged stated that Foster Care had requested an increase of $5,450 to give them an annual budget of $34,250. On motion by Commissioner Sims, seconded by the County Judge, the Court voted unanimously to increase the budget of Foster Care to $32,800.00 annually and to request that they furnish financial statements. • Appraisal Board - It was the consensus of the Court to increase the budget of the Appraisal Board to $131,365.00. I VOL -V -PAGE 61L i i d r Commissioners' Court Budget Hearing September 22, 1989 Extension Service - Jim Mazurkiewicz requested an additional $2,500.00 for extra help. Commissioner ;Norton moved to increase the budget for the Extension f Service by $2,500.00. The motion was seconded by Commissioner Wilcox. Commissioners Norton, Sims, Turner and Wilcox voted 'Aye". The County Judge voted "No". The motion carried. Constable Precinct 7 - On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the addition of a clerk position at a group 5 step 2 entry level. Buildings a Yards - Ed Dobbins requested the creation of a additional engineering type position to help with plumbing and related duties. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to increase the Buildings & Yards budget by $17,900.00 to fund the new position. Justice of the Peace Precinct 3 - Ray Truelove asked that the Court reconsider an equal salary for all the Justices of the Peace. He stated he felt the rural justices were being treated unfairly. Road and Bridge - Increase the ad valorem revenue to* $1,851,122.00. C.O. Debt Service - Increase the Ad Valorem Revenue to $488,490 Permanent Improvement Fund - Increase the Ad Valorem Revenue to $1,342,630.00 The County Judge informed the Court that for 1990, a 48 increase had been applied to all salaries. He moved to increase all salaries by 48. Commissioner Turner seconded the motion. Commissioner Sims stated the economy was bad and that some people have had to take cuts in pay or had no raise. He continued by saying he would like to see a 2% across the board increase with 48 merit raises included. Commissioner Turner countered with a motion that would give a 48 across the board increase with 28 merit raises. Commissioner Norton stated he agreed that the economy was bad and then suggested amending the Judge's motion to exclude the salaries of the Commissioners Court from the 48 increase. Commissioner Wilcox seconded the amended motion. The County Judge and Commissioner Turner accepted the amendment to the motion and second. Commissioners Turner, Norton, Wilcox and the County Judge voted "Aye". Commissioner Sims voted "No". The County Judge announced the motion carried and that all salaries except those of the Commissioners' Court be increased by 48. Ej it is On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the increase in salary for the Sheriff to equal' the salary of the County Attorney.' The Court next discussed the difference in salaries between the rural justices of the peace and those in town. It was pointed out that there is a difference of $10,000.00 between the salaries. Justice of the Peace, Ray Truelove, had asked for an increase to equalize the salaries. Commissioner Wilcox suggested decreasing the salaries of the District Judges by at least $5,000.00 and increase the salaries of the County Court at Law Judges by the same amount. Commissioner Wilcox then moved to reduce the salaries of the District Judges by $5,000.00 and increase the salaries of the County Court at Law Judges by $5,000.00. The motion was seconded by Commissioner Sims, with Commissioners Sims, Turner and Wilcox voting 'Aye' and the County Judge and Commissioner Norton voting 'No'. The County Judge declared the motion carried. Commissioner Norton stated he agreed with Commissioner Wilcox that if the County does not reduce the salary of the District judges, then the state will reduce the amount paid to them from state funds. The County Judge announced the Public Hearing on the County Budget for 1990 closed and called for a vote to adopt the budget. The County Judge announced the meeting open to the public. On motion by Commissioner Turner, seconded by the County Judge the Court voted unanimously to approve the budget as amended. County Judge declared that the 1990 Budget for Brazos County was formally adopted, to filed in the office of the County Clerk and followed by all departments during the year ending December 31, 1989. • VOt,V PAGE 66 7 ti a 1 I l 4 i Commissioners' Court Budget Hearing September 22, 1989 All members being present, the Court proceeded to set the tax rate for the year 1989. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to set the ad valorem taxes against all property in Brazos County, Texas according to the following schedule: General Fund $.2400 Road & Bridge $.0648 Total Maintenance & Operating funds $.3048 Permanent Improvement Debt Service $.0470 C. 0. Debt Service $.0171 Total Interest & Sinking Funds $.0641 TOTAL TAX RATE FOR 1989 $.3689 per $100 valuation There being no further business to come before the Court, the meeting was adjourned.
