Blue Cross of Texas ` Commissioner Sims gave the invocation and led the pledge of allegiance. 'i The Court recognized Judge Thomas J. Stovall, Jr. of the ;Harris County 2nd Administrative Judicial Region who introduced i; ;the Court to Howard Baldwin, of the Attorney General's office in Austin, Marian Musser, of the local Attorney General's office and 'Daisy B. Jones, unit manager of the local office. Judge Stovall 'explained the goal of the Master Program is to provided services necessary to assure the timely disposition of cases involving child support obligations pursuant to Title Iv, Part D, of the 1i Federal Social Security Act. The Master serves for a 1 I is Iltwo years and can be removed, at any time. The salaries and ~I !fringe benefits of the Master and his administrative assistant i !are paid by the state. The state will also purchase a desk top personal computer. The host county provides office space, I: j'utilities, supplies and furniture. The County Judge thanked Judge {I i ;Stovall and those who came with him for all the information. On motion by Commissioner Norton, seconded by Commissioner j I,,Sims, the Court voted unanimously to enter into contract, subject ,to negotiations, with the office of the Attorney General of the !;State of Texas for the Masters Contract. j • The Court next considered approval of the minutes of the Commissioners' Court meetings held July 31, 1989 and August 7, 4'1989. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the { minutes as submitted. { The Court next considered Budget Amendment #9, which would ;,increase the budget of the Sheriff's Department by $75,000.00 for ~i the purchase of food for the jail. This was necessitated due to the high number of inmates being housed in the jail. On motion :by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. I. On motion by Commissioner Wilcox, seconded by Commissioner ;Sims, the Court voted unanimously to adopt an order adopting the ~I {current city limit lines of the cities of Bryan and College ,Station as the current boundary lines of the voting precincts iwhich bear that reference and adopt the city limit lines of the is Icities of Bryan and College Station as the current boundary lines ;;of the Justice Precincts 2, 3, 4, 5 and 7 which bear that ~I j reference effective August 28, 1989. A copy of the order is iI !!attached hereto. The Court next considered authorizing work outside of county ilright-of-way for the enhancement of county road projects. The Ilj;county Judge explained there will be times when the Road and i i 5 i _t •P _ I - -f I 1 ~ I~Commissioners Court meeting August 28, 1989 f 1 i 1Bridge Department will be trying to keep drainage lines clear, ! I clean out culverts or cut brush at dangerous intersections and ! will need to go on private property. This of course will be done , !;with prior approval from the property owners. On motion by ;iCommissioner Sims, seconded by Commissioner Turner, the Court ; !!voted unanimously to authorize work outside of county right-of- 1: ~{way for the enhancement of county road projects. The Court next heard from James L. Herter, representing i ~i Robert W. Lazarus & Associates, Inc., retained by Brazos County I .to prepare bid specifications for the employee health insurance program. Mr. Herter began by informing the Court that only two I (2) bidders met specifications. Those were-Northwestern and Blue Cross. He went on to say that he had just received word that Blue Cross was withdrawing their bid due to it not having been bid with an HMO being offered to employees. Mr. Herter stated that Northwestern has agreed to allow employees who joined the HMO back into the indemnity plan should the HMO default. In his i ' recommendation to the Court Mr. Herter suggested staying with :Northwestern because it would not be economically feasible to change carriers. Commissioner Norton asked about the high I' administrative charges submitted by Northwestern whereupon Mr. i '!Herter suggested negotiating to lower costs. On motion by ;Commissioner Norton, seconded by Commissioner Sims, the Court ;voted unanimously to follow the recommendation of R. W. Lazarus & I 'Associates and accept the bid submitted by Northwestern.
