Mn- t, COMMISSIONERS' COURT SPECIAL MEETING JULY 17, 1989 • r • .1 A special. meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, July 17, 1989, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Absent; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Williams St. Dept. of Highways & Pub. Transportation Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held June 12, 1989 and June 19, 1989. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. The Court recognized Mr. Lonnie Williams of the State Department of Highways and Public Transportation. Mr. Williams approached the Court with a request for additional funds to (complete the purchase of right of way along Highway 6 South. The County Judge asked if the cost of land had increased. Mr. Williams replied it had. Mr. Williams asked the Court for an additional $400,000.00. On motion by Commissioner Turner, 1 VOI_ y _PAG as' 1 Commissioners' Court meeting July 17, 1989 i seconded by Commissioner Sims, the Court voted unanimously to appropriate the funds necessary for the completion of the purchase of right of way along Highway 6 South. i The Court next considered a written request submitted by the Extension Service asking approval for out of state travel for Monty Dozier and Betsy Harkey. Mr. Dozier and Mrs. Harkey will be traveling to Washington D.C. to supervise the 4-H group at the t presentation of the National Take Pride in America Youth Award from July 21 through July 25, 1989. The Court also considered a request from the District Attorney seeking approval for out of state travel for Assistant District Attorney Deena McConnell. ;Ms. McConnell would be traveling to New Qrleans, Louisiana to attend a "Capital Murder" seminar during the week of August 2 Ithrough August 5, 1989. on motion by Commissioner Sims, seconded ,by Commissioner Norton, the Court voted unanimously to grant the ,requests of the District Attorney and the County Extension Agents and approved payment of out of state travel expense for Deena McConnell, Monty Dozier and Betsy Harkey. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to appoint Commissioner Norton to serve on the Arts Council's Public Agency panel for fiscal year 1989-1990. The Court next considered awarding the following bid: Bid No. 89-513 - Annual Bid to Drive Timber or Steel Bridge Piling Bidder: Universal Bridge Construction Company Labor and Equipment for driving pilings $138.00/hour Travel, moving of all equipment to jobsite $250.00/move Services for other work performed $138.00/hour Holland Winder, County Engineer, informed the Court that two responses were received but only one was a valid bid. The Engineer therefore recommended acceptance of the bid submitted by Universal Bridge Construction Company. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to accept the recommen- ation of the County Engineer and award the contract to Universal Bridge Construction Company. The Court next considered adopting a Resolution authorizing application for a grant to support the Brazos County Victim VO ~ PAGE yLi I~ i i • u YY (,Commissioners' Court meeting July 17, 1989 1 }}Assistance Program administered by the District Attorney's office, Such grant to be in the total amount of $51,575; thirty 11five percent (358) or $17,974.00 to be funded by the County, Ii Ilsixty five percent (658) or $33,381.00 to be state funded. On 11motion by Commissioner Norton, seconded by Commis-sioner Turner, lithe court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice i Division and accept on behalf of Brazos County such grant funds las may be tendered. Attached is a copy of the resolution. I The Court next considered a request from the office of Civil !Defense. Mr. Jeridan Strong, Administrative officer, asked for I i`p,ermission to install cable television in the Emergency I~Management/Civil Defense conference room in the Courthouse in j'order to receive broadcasts of the Emergency Education Network jifrom Emmitsburg, Maryland. The network is the Federal Emergency Management Agency's system for providing video training and (.education via satellite to fire service and emergency management lipersonnel. Ernie Wentrcek, Director of Juvenile Services joined 1j n the request for cable installation. He stated his department I could receive educational programs for the juvenile detainees. I' iiMr. Wentrcek agreed to split the costs with Civil Defense. On I! motion by the County Judge, seconded by Commissioner Norton, the `icourt voted unanimously to approve the request of the Civil 11 efense Department and of Juvenile Services and authorized the i installation of cable television in the two departments. The Court proceeded to consider the change of status of the !,'following employees. Nolmgreen Gary No on • County Judge Commis ner, Precinct 1 is i gaiter Wilcox Commissioner, Precinct 2 Ninon Turner Commissioner, Precinct 14 ~ y i i Randy S m Commiss ner, Precinct 3 i I Fran Bor s e county clerk ~t II ~ t i THE STATE OF TEXAS COUNTY OF BRAZOS j A RESOLUTION AUTHORIZING ON FOR GRANT TO SUPPORT COUNTY PROGRAM WHEREAS, the Criminal Justice Division, Office of the Governor, has indicated a need. for programs aiding victims of crime, and has supported the establishment of such; and WHEREAS, the U.S. Department of Justice has supported programs for aiding victims of crime by establishment of a National Victims' Resource Center; and WHEREAS, among the several programs included in the 1990 Goals and Strategies for Texas is one which is designed to provide crisis intervention, victim advocacy, referrals, education and support services for victims of crime; and WHEREAS, there presently being no other agency primarily responsible for offering services to victims of crime; and WHEREAS, there exists a continued need for an agency designed to provide crisis intervention, victim advocacy, referrals, education and support services for victims of felony crimes in Brazos County; NOW, THEREFORE, BE IT RESOLVED BY THE CO ISSIONERS COURT OF BRAZOS COUNTY, TEXAS, at its meeting on the Ill day of 1989, that: 1. The County Judge is authorized to make application on behalf of Brazos County to the Criminal Justice Division for grant funds to provide for the continuation of a Victim Assistance Program in Brazos County. 2. The County Judge is authorized to accept on behalf of Brazos County such grant funds as may be tendered by the Criminal Justice Division. VOL V- -PAGE '/-170 Y '1 L~ if 3.
