VOL ✓ Pay ott i a COMMISSIONERS' COURT REGULAR MEETING JUNE 12, 1989 • A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the I Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, June 12, 1989, with the following members of the i Court present: R. J. Holmgreen, County Judge, Presiding; 1 Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; l Frank Boriskie, County Clerk. The following citizens and officials were in attendance: • I i i allegiance. The Court first considered a request from Ernie Wentrcek, Director of Juvenile Services, for $20,854.00. In order to accept funds from the Juvenile Probation Committee, the County ;must match the offer for Juvenile Contract Placement. This 'grant plus the County matching funds will be sufficient to cover the expenses for the placement of children with psychological (problems through the August 31, 1989 deadline. On motion by (Commissioner Sims,-seconded by Commissioner Norton, the Court voted unanimously to accept the funding offered by the Juvenile Probation Committee and to match the funding. Commissioners' Court meeting June 12, 1989 in which "Class C' misdemeanor offenders will be turned back to the Juvenile Court will cause the detention facility to be j 11operating at one hundred percent occupancy starting September 1, 111989. II The next matter for consideration was approval of the Re- j i ,subdivision Plat of Country Meadows Subdivision in Precinct 1. i IjApproval was tabled during the Commissioners' Court meeting of I I;May 8, 1989 to allow Mr. Dickens the opportunity to explore the i i ~Ieconomic feasibility of dedicating an access easement for public I ;ruse (Country meadows Drive) to Brazos County. Holland Winder, ji ~~County Engineer, stated that he had reviewed the plat and it appeared to be in order. On motion by Commissioner Norton, I;seconded by Commissioner Sims, the Court unanimously approved the ! ?Plat of Re-Subdivision as submitted. j The Court acknowledged receipt of the Extension Service ~ f ,'Reports for May 1989 and receipt of reports from County and i i IPrecinct Offices showing revenues collected and remitted to the iiCounty Treasurer. Attached hereto are excerpts from those I hreports. !i The Court next considered adopting a Resolution authorizing j • I !;reapplication for a grant to strengthen local law enforcement 1!efforts. The funds derived from the grant will be used to 1 ;!enforce the Texas Controlled Substances Act and Dangerous Drug !;Act by combating the spread of narcotics trafficking within the ;seven (7) county area participating in the program. The grant Ijfunds will be in the amount of $400,000. The program is Ildesigned to become self sufficient by operating on confiscated or ,forfeited funds. Commissioner Turner requested a volunteer from I !!the Court to visit with the other entities to discuss vehicle liability when one of the grant officers is driving another !entity's vehicle. It was the consensus of the Court that !Commissioner Norton be the liaison. On motion by Commissioner `Turner, seconded by Commissioner Sims, the Court voted !'unanimously to authorize the County Judge to make application on )!`behalf of Brazos County to the Criminal Justice Division and i ~ Yo 6 VO V PqG ,~1 } - 1~ " Commissioners' Court meeting June 12, 1989 • is accept on behalf of Brazos County such grant funds as may be tendered. Attached hereto is a copy of the resolution. I On motion by Commissioner Wilcox, seconded by Commissioner ! (Sims, the Court voted unanimously to authorize the County Judge 1 ~ N to accept on behalf of Brazos County the right-of-way deed from !Fannie Laura Ransom conveying easement to Brazos County to expand nand improve Mancuso Road. The deed will be recorded in the j (!official records in the County Clerk's office. The Court next considered a request from the District ! i ;Attorney for credit card for his department. In his request, Mr. I`fTurner reminded the Court that continuing legal education ;requires that prosecutors regularly attend seminars enabling ! them to earn fifteen (15) credit hours annually. This, coupled I, with the current trend among hotels to phase out direct billings I . (;and employees either not having cards or being at their credit ,;limit has necessitated the request for a departmental credit card. On motion by Commissioner Norton, seconded by ,Commissioners Wilcox and Turner, the Court voted unanimously to ;approve the request cf the District Attorney. The Court next considered a request from the District ,iAttorney for an IBM Computer and a Quietwriter printer. The !:County Judge informed Mr. Turner that some in-house computers are to be upgraded and then asked if he would like to get one of those. The District Attorney said yes. It was the consensus of i lithe Court to give the District Attorney one of the in-house I { 'computers. The Court next considered the request by Brushy Water Supply I ,Corporation to install a water lines across the right-of-way of jLinda Lane and Chick Lane in Precinct 4. On motion by Commis- sioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Brushy Water Supply Corporation and authorized the installations. WHEREAS, the State of Texas will 'receive federal grant funding for the Texas Narcotics Control Program under the Anti- Drug Abuse Act of 1988, P.L. 100-690; and WHEREAS, the Governor of Texas, has designated the Criminal Justice Division, Office of the Governor, to administer the program in the form of grants to state agencies and local units of government; and WHEREAS, Brazos County has a continuing need for aid to local law enforcement agencies in enforcing the Texas Controlled Substances Act and Dangerous Drugs Act; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSTONERS COURT OF BRAZOS COUNTY at its meeting on the 12th day of June 1989 that: ' 1. The County Judge of Brazos County, acting on behalf of Brazos County be authorized to make application to the Criminal Justice Division, Office of the Governor, for grant funds to be used for,the apprehension, detection, and enforcement of the laws pertaining to the Texas Controlled Substances Act and Dangerous Drug Act; and 2. The County Judge be authorized to accept such grant funds should they be tendered; and 3. This resolution becomeE effective upon its adoption. R.
