SPECIAL MEETING
JUNE 5, 1989
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the !
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
i
a.m. on Monday, June 5, 1989, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct l;
Walter Wilcox, Commissioner of Precinct 2;

Commissioner Sims gave the invocation and led the pledge of
allegiance.
The Court next considered approval of the minutes of the
.Commissioners' Court meetings held May 22, 1989 and May 30, 1989. 1
On motion by Commissioner Turner, seconded by Commissioner Sims,
the Court voted unanimously to approve the minutes as submitted.
The Court next considered Budget Amendment V, which would
Ireallocate funds budgeted for the District Attorney's office•for
part time help and increase the budget by $14,000.00 for the
purchase of a vehicle. On motion by Commissioner Sims, seconded
by Commissioner Norton, the Court voted unanimously to approve
the budget amendment as submitted, a copy of which is attached
hereto.

j The Court next considered adopting a revision of a i
"Resolution authorizing application for a grant to support the

:Brazos County Crime Prevention Project that is administered by
i~
!i the Sheriff's office. Such grant to be in the total amount of
;;$32,663; fifty percent (508) or $15,954.00 to be funded by the
:l County, fifty percent (508) or $16,709.00 to be state funded. On
emotion by Commissioner Norton, seconded by Commissioner Sims, the
Court voted unanimously to authorize the County Judge to make
,application on behalf of Brazos County to the Criminal Justice
Division and accept on behalf of Brazos County such grant funds
''as may be tendered. A copy of the revised resolution is attached
hereto.
The Court next considered appointments to the Brazos County
I;Events Facilities Advisory Committee. Commissioner Sims moved to
i'appoint Marc Hamlin, John Sykes, John Richards to the committee.
Marc Hamlin and John Sykes being appointed to fill the vacancy
;'created by the resignation of George Blevins and Clara Mounce.

IiJudge Holmgreen asked Commissioner Sims if he would amend his
i;motion to include the reappointment of Judy Rychlick, Richard
'Perkins and Claude Mounce. Commissioner Sims agreed and amended
I~
!;the motion to appoint Marc Hamlin,, John Sykes and to reappoint
John Richards, Judy Rychlick, Richard Perkins and Claude Mounce.

John Richards to serve as Chairman. The motion was seconded by
I
(Commissioner Norton and carried unanimously. The term of office
!for the foregoing appointments is two years. ending December 31,
1990.

The Court next considered clarification of the future lease

agreement between Brazos County and the Brazos Valley Museum. On

!motion by Commissioner Norton, seconded by Commissioner Sims, 1

the Court voted unanimously to grant'a twenty (20) year lease to
f
!the Brazos Valley Museum with the stipulation that so long as it
11 11continues to function as a museum and maintain its integrity it
i
dcould continue to lease the space needed.

(I The Court next considered the minor remodeling of Constable
i
11Precinct 4, Louis Garcia's office. Said remodeling would consist
11Iof moving one wall,'repairing the ceiling and re-carpeting. The
'I
approximate cost, according to the maintenance director, would be
fibetween $680.00 to $800.00. On motion by Commissioner Wilcox,
i
,seconded by Commissioner Sims, the Court voted unanimously to
~authorize the maintenance director to

The next matter before the Court was consideration of the
11installation of a parking lot gate for the lot facing Texas
(;Avenue. This is necessitated due to
public parking in reserved
spaces. The director of maintenance in a written statement

overall low bid. On motion by Commissioner
!f Norton, seconded by Commissioner Sims, the
Court voted unanimously to accept the
recommendation of the Purchasing Agent and
it award the contract to IBM.
Bid No. 89-518 - Groceries and Staples for June through
December 1989
~l Rebecca Shults, Purchasing Agent, recommended
acceptance of the bid submitted by Sysco Food
Service. She stated the contract was bid as
a"cost plus fixed fee" basis, which means
that the County pays the vendor for the
actual cost of the goods purchased (taken
from vendor's invoices from their suppliers)
plus a fixed fee on each item. The method
1 allows for the contract to be extended for a
:i longer period of time. On motion by Commis-
sioner Norton, seconded by Commissioner Sims,
the Court voted unanimously to accept the
!I recommendation of the Purchasing Agent and
award the contract to Sysco Food Service. A
copy of the bid tabulation is attached hereto
j for reference.
Bid No. 89-519 - Meat Contract for June through December
1989
~ Rebecca Shults, Purchasing Agent, recommended
acceptance of the low bid submitted by Sysco
Food Service. This contract was also bid on
a "cost plus fixed fee" basis. Readfield
Meats & Freezer Service only bid for a two
I month period. On motion by Commissioner
Sims, seconded by Commissioner Turner, the
i Court voted unanimously to accept the recom-
mendation of the Purchasing Agent and award
the contract to Sysco Food Service. A copy
of the bid tabulation is attached hereto for
reference.

Rebecca Shults, Purchasing Agent, recommended
acceptance of the bid submitted by Tom Light
Chevrolet. Commissioner Sims asked the
County Engineer if he needed a Suburban,
whereupon the Engineer answered that he did
to transport people to various locations. On
motion by Commissioner Turner, seconded by
Commissioner Sims, the Court voted unani-
mously to accept the recommendation of the
Purchasing Agent and award the contract to
Tom Light Chevrolet.

because of delivery time. The motion to
accept the recommendation of the purchasing
agent was made by Commissioner Sims, seconded
by Commissioner Norton. Commissioners
Norton, Sims and Wilcox voted "Aye". Com-
missioner Turner voted "No", whereupon the
County Judge declared the motion carried and
awarded the contract to Tom Light Chevrolet.

Rebecca Shults, Purchasing Agent, informed
the Court that all bidders bid amounts
allowed by the Rail Road Commission.' Com-
missioner Wilcox asked the County Engineer if
we had problems with any of the bidders. The
Engineer answered "No, none outstanding".
Commissioner Wilcox asked if it would be
permissible to award the bid to all on a four
(4) month basis. The Purchasing Agent
answered the specifications had not been
written that way. Commissioner Sims asked
if one bidder can not supply enough trucks
can the county go elsewhere? The Purchasing
Agent answered "yes". On motion by Commis-
sioner Sims, seconded by Commissioner
Wilcox, the Court voted unanimously to award
the contract to J&H Truck Service.

On motion by Commissioner Turner, seconded by Commissioner
I~Sims, the Court voted unanimously to approve the Claims as
`ijsubmitted. Commissioner Sims noted that the 272nd District Court
(purchased drinks from Coca Cola for the jurors and asked if one
(Court bought for all.
II At 10:27 a.m. the County Judge announced the meeting closed
11to the public so that the Court could meet in closed executive
i
;session to discuss personnel.
At 11:30 a.m. the County Judge announced the meeting open to
,the public. On motion by Commissioner Norton, seconded by
11
Commissioner Sima, the Court voted unanimously to approve the
request of the District Clerk to reclassify an employee from a
Group 4 Step 2 position to a Group 4 Step 4 position and to
approve all others.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 5th day of June 1989 at a special meeting of the\
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;

The following proceedings were held:
THAT WHEREAS, on June 5, 1989, the Court heard and approved
a budget amendment for the 1989 budget year for Brazos County,
Texas.
WHEREAS, an emergency expenditure is necessary due to grave
public necessity to meet unusual and unforeseen conditions, which
could not be reasonably included in the original budget adopted
September 29, 1988, the following amendment(s) to the original

The Commissioners' Court has determined that there is only one source and
hereby grants an exemption from the competitive bidding requirement for the
purchase of law books from Texas Law Book Company, as provided in the Local
Government Code, Section 262.024(a)(7)(B). The court hereby approves
payment for said costs in an amount not to exceed $7,475.00.

A Resolution Authorizing Application for Grant-
To Support Community Crime Prevention
WHEREAS, the Governor of Texas, through the 421-CJ Funds has
a wide range of programs to provide funding for improvements
in our criminal.justice system; and
WHEREAS, in implementing the aforementioned programs, the
Governor is making grant funds available for the support of
community crime prevention programs; and
WHEREAS, Brazos County has a continuing need for a wide range
of services to be provided through these programs,
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT OF
BRAZOS COUNT at its meeting on the 24th day of April, 1989,
that:
1. The County Judge of Brazos County, acting in behalf
of Brazos County be authori.zed to make application
to the Criminal Justice Division, Office of the
governor, for grant finds to be used for the support
of community crimc prevention under category SF-A01;
and
2. The County Judge be authorized to accept such grant
funds should they be tendered; and
3. This resolution becomes effective upon its adoption.
