A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioner's' Courtroom in the
Courthouse. in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, may 22, 1989, with the following members of the
(Court present:

allegiance.
The County Judge read aloud a Proclamation proclaiming May

27, 1989 as 'JUST SAY NO!• To Alcohol and Drugs Day in the Brazos
Valley Area. The Court joins with the Brazos Valley Council on
alcohol and Substance Abuse, The Bryan/College Station Junior
League, USDA-ARS, Brazos County Extension Agent 4-H, the Bryan/
-"ollege Station Youth Council and the U.S. Air Force to provide
information and education to the young children of the Brazos
Valley on a healthy lifestyle and provide harmony and fellowship
among all the cultures and residents of the Brazos Valley and

Commissioners' Court meeting May 22, 1989
State of Texas. On motion by Commissioner Wilcox, seconded by
Commissioner Sims the Court moved to proclaim May 27, 1989 as
'JUST SAY N01' To Alcohol and Drugs Day throughout Brazos County.
The County Judge then presented the signed Proclamation to Ms
Micki Baudoin, representing the Brazos Valley Council on Alcohol
and Substance Abuse.
The County Judge read aloud a Proclamation proclaiming the
week of May 22 through 29, 1989 as 'BUCKLE UP AMERICA! Week".

The Court encourages all in the County to observe this week by
fusing safety belts in their vehicles, and correctly buckling
children into child safety seats on every trip. On motion by
'Commissioner Sims, seconded by Commissioner Norton the Court
moved to proclaim the week of May 22 through 29,- 1989 as 'BUCKLE
UP AMERICA! Week' throughout Brazos County.
James Oliver, Graduate Student in Landscape Architecture and
Brazos County Employee, presented to the Court his design for
ylandscaping the new joint church/county parking lot between 26th,
127th on Washington Street. He explained that for reasons of
security, he had specified in his design that limbs of the trees
begin no lower than five feet from the ground. Commissioner Sims
(suggested that the County bid this two ways, one being plants
and placement, the other plants only. On motion by Commissioner
Turner, seconded by Commissioner Sims, the Court voted
unanimously to approve the landscape design submitted by James
Oliver and solicit bids for the work.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held April 24, 1989 and May 1,
1989. On motion by Commissioner Turner, seconded by
Commissioner Wilcox, the Court voted unanimously to approve the
minutes as submitted.
The Court next considered Budget Amendment #6, which would
reallocate funds budgeted for the Boonville Cemetery. On motion
by Commissioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to approve the budget amendment as submitted, a
opy of which is attached hereto.

for $160,774.00; Stewart and Stevenson for
two (2) Back Hoe/Loaders with option Numbers
I, III, IV and V, for $81,826.00; Stewart and
Stevenson for one (1) Dozer with option
Number III for $7,589.00; Mustang Tractor for
one (1) Pneumatic Tire Roller for $37,732.00
and Out Right Cash Purchase of a Padfoot
Vibratory Compactor from R. B. Everett b
Company for $69,950.00. Total purchase price
would be $435,937.00 with a five (5) year
guaranteed repurchase price that vendor
agrees to offer for equipment on a buy back
option. On motion by Commissioner Wilcox,
seconded by Commissioner Sims, the Court
voted unanimously to accept the recommen-
dation of the Equipment Committee and award
the contract as specified above. A copy of
the bid tabulation is attached for reference.

At 10:16 a.m. the County Judge announced the meeting closed
to the public so that the Court could meet in closed executive
session to discuss personnel.
At 10:24 a.m. the County Judge announced the meeting open to
the public. On motion by Commissioner Turner, seconded by
Commissioner Norton, the Court voted unanimously to approve the
(request of the Head of Maintenance to change the 3/4 time VOE
tudent position to a regular 3/4 time position. On motion by
ommissioner Turner, seconded by Commissioner Norton, the Court
ted unanimously to approve the request of Constable Garcia for
merit increase for his full time deputy.
There being no further business to come before the Court,
this time, the County Judge recessed the meeting until 1:00

On this the 22nd day of May 1989 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding

Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Miltoh Turner, Commissioner, Precinct 4;

The following proceedings were held:
THAT WHEREAS, on May 1989, the Court heard and approved a
budget amendment for the 1989 budget year for Brazos County,
Texas.
WHEREAS, an emergency expenditure is necessary due to grave
public necessity to meet unusual and unforeseen conditions which
could not be reasonably included in the original budget adopted
September 29, 1988, the following amendment(s) to the original
