SPECIAL MEETING
MAY 1, 1989
A special meeting of the Commissioners' Court of Brazos `
County, Texas was held in the Commissioners' 'Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, May 1, 1989, with the following members of the

Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;

Commissioner Sims gave the invocation and led the pledge of
allegiance.
The Court first considered approval of installation of
warning systems on the railroad crossing of Straub Road south of
Wellborn and on Cain Street south of College Station. Cost to
the County would be $4,500.00 for each crossing. On motion by
Commissioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to approve and accept the proposed installation
of the Off Federal System Railroad crossing warning system on the
described grade crossings and agreed to maintain advance warning
signs and pavement markings in accordance with State and Federal
standards after project completion. Copies of the certification
statements are attached.

The Court next considered the request by Ferguson Crossing
Pipeline Corporation to install a 129 steel natural gas pipeline,
slick bored, across the right-of-way bf Hearne Road in Precinct 3
and the installation of a 12' steel gas pipeline, slick bored,
across the right of way of Democrat Road in Precinct 3. On
motion by Commissioner Sims, seconded by Commissioner Turner, the
Court voted unanimously to approve the requests of Ferguson
Crossing Pipeline Corporation and authorized the installation. A
copy of the requests is attached hereto.
The Court next considered awarding the following bid:

Rebecca Shults, Purchasing Agent, recommended
acceptance of the low bid submitted by Tom
Light Chevrolet. On motion by Commis-
sioner Wilcox, seconded by Commissioner
Norton, the Court voted unanimously to accept
the recommendation of the Purchasing Agent
and award the contract to Tom Light
Chevrolet.
The Court next considered adopting a Resolution authorizing

application for a grant to support the Victim Assistance Program
that is administered by the District Attorney's office. Such
grant to be in the total amount of $53,015= sixty percent (609)
or $31,262.00 to be funded by the County, forty percent (400) or
$21,753.00 to be state funded. On motion by Commissioner Sims,
seconded by Commissioner Wilcox, the Court voted unanimously to
authorize the County Judge to make application on behalf of
Brazos County to the Criminal Justice Division and accept on
behalf of Brazos County such grant funds as may be tendered. A
copy of the resolution is attached hereto.
The Court next considered adopting a Resolution authorizing
application for a grant to replicate model Juvenile Justice
Projects that is administered by the Juvenile Services
Department. Such grant to be in the total amount of $26,990.001

forty percent (40%) or $10,526.00 to be funded by the County,
sixty percent (60%) or $16,464.00 to be state funded. On motion
by Commissioner Sims, seconded by Commissioner Wilcox, the Court
voted unanimously to authorize the County Judge to make
application on behalf of Brazos County to the Criminal Justice
Division and accept on behalf of Brazos County such grant funds
as may be tendered. A copy of the resolution is attached hereto.
The Court also considered adopting a Resolution authorizing
application for a grant for the purchase of Juvenile Services
that is administered by the Juvenile Services Department. Such
j1grant to be in the total amount of $3,888; completely state j
11funded. On motion by Commissioner Sims, seconded by 1
~Commissioner Wilcox, the Court voted unanimously to authorize the

the Criminal Justice Division and accept on behalf of Brazos

1. The Commissioner of the Precinct in which the right-of-ray lies must be notified
prior to the beginning of construction in order that the Commissioner might be on
hand to designate the actual location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to their original
condition to the satisfaction of the Commissioner in which the roadway or right-of-way
lies.
7. That Brazos County reserves the right to require Applicant to relocate or lower any
such line at no cost to Brazos County, should same become necessary due to widening
or lowering, or other alteration of the roadway or right-of-wiy.
A. That Brazos County will in no way be responsible for any damage that might occur to
any existing utility lines in the right-of-way.
S. That the line will be constructed and maintained on the county sight-of-way in accor-
dance with governing laws.
6. That the line or lines will be constructed no lose then forth-eight inches (49")
lower than the lowest part of the drainage or bar ditch and the drainage is to be
considered at least two feet (2') below the center of the roadway.
7. That all site■ will be barracaded during the construction period.

A RESOLUTION
AUTHORIZING ON FOR GRANT
TO SUPPORT 6 ZOS COUNTY VICTIM ASSISTANCE PROGRAM
i
WHEREAS, the Criminal Justice Division, Office of the Governor, has
indicated a need for programs aiding victims of crime, and has supported
the establishment of such; and
I
WHEREAS, the U.S. Department of Justice has supported programs for
aiding victims of crime by establishment of a National Victims' Resource
j Center; and
WHEREAS, among the several programs included in the 1990 Goals and
Strategies for Texas is one which is designed to provide crisis inter-
vention, victim advocacy, referrals, education and support services for
victims of crime; and
WHEREAS, there presently being no other agency primarily responsible
for offering services to victims of crime; and
WHEREAS, there exists a continued need for an agency designed to provide
crisis intervention, victim advocacy, referrals. education and support
services for victims of felony crimes in Brazos County;
NOW. THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT OF BRAZOS
COUNTY, TEXAS, at its meeting on the /Sf day of Q 1989, that:
1. The County Judge is authorized to make application on behalf
of Brazos County to the Criminal Justice Division for grant
i funds to provide for the continuation of a Victim Assistance
Program in Brazos County.

A RESOLUTION AUTHORIZING APPLICATION FOR GRANT
TO REPLICATE MODEL JUVENILE JUSTICE PROJECTS
WHEREAS, the Governor of Texas. through the Criminal Justice Division, under
the provisions of the Juvenile Justine and Delinquency Prevention Act and
within the authority of the Texas Family Code, has set forth a program to
provide special services for juvenile offenders; and
WHEREAS, in implementing the aforementioned program, the Governor is making
grant funds available for the position of Coordinator of Volunteers; and
WHEREAS, the Juvenile Court serving Brazos County has continuing need for a
wide range of services to be provided to selected juveniles through a Volun-
teer Program.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT OF-BRAZOS COUNTY
at its meeting on the 1st day of May, 1989, that:
1. The County Judge of Brazos County be authorized to make application to
the Criminal Justice Division, Office of the Governor, for grant funds
to be used for the position of Coordinator of Volunteers;
2. The County Judge be authorized to accept such grant funds should they
be tendered;
3. This Resolution becomes effective upon iCs,adoption.

STATE OF TEXAS
COUNTY OF BRAZOS
A RESOLUTION AUTHORIZING APPLICATION
FOR GRANT TO PURCHASE JUVENILE SERVICES
WHEREAS, the Governor of Texas, through the Criminal Justice Division, under
the provisions of the Juvenile Justice and Delinquency Prevention Act and
within the authority of the Texas Family Code, has set forth a program to

provide special services for juvenile offenders; and
•
WHEREAS, in implementing the aforementioned program, the Governor is making
grant funds available for the purchase of needed service for juvenile offen-
ders; and
WHEREAS, the Juvenile Court serving Brazos County has continuing need for a
wide range of services to be provided to selected juveniles.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSTONER'S COURT OF-BRAZOS COUNTY
at its meeting on the lat day of May, 1989, that;
1. The County Judge of Brazos County be authorized to make application- to
the Criminal Justice Division, Office of the,Governor, for grant funds

to be used for the purchase of services for selected Juvenile offen-
ders;

Z. The County Judge be authorized to accept such grant funds should they
be tendered;
i
3. This Resolution becomes effective upon its adoption.
