LPL.. f COMMISSIONERS' COURT V0 { { REGULAR MEETING MARCH 13, 1989 A* regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, March 13, 1989, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. R. Vance Vance Bruchez & Goss Dick Britten Brazos County Resident Commissioner Sims gave the invocation and lead the pledge of allegiance. The Court acknowledged receipt of the County Extension (Agents reports for February 1989: {I The Court acknowledged receipt of reports from County and Precinct offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to set the date for the Public Hearing for the Rural Fire Prevention District for Tuesday April 4, 1989 at 10:00 a.m. in the Commissioners' Courtroom of the Brazos County Courthouse. d ZG I J ,.z •:a:+4 _ ~ r - ,es -q -.r '.e ~w- 'r.. r -s~ + -r-r. ~ + s.. _ _ , y C L • V 0 L r,"A4 I ~ I I I I The court next considered a Resolution approving the I I participation in the purchasing programs of the State Purchasing and General Services Commission and authorizing the Purchasing Agent to deliver all necessary requests and documents on behalf of Brazos County to said agency for the purchase of Diskettes and Data Processing Accessories. On motion by Commissioner Wilcox, I seconded by Commissioner Sims, the Court voted unanimously to adopt the Resolution approving the participation and authorizing the Purchasing Agent to purchase Diskettes and Data Processing , Accessories under Contract Class No. 205. A full copy of the l Resolution is attached hereto. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Article 262.024 (a) (5) of Vernon's Annotated Civil Statutes due to the need to rebuild the engine on the motor grader for the county landfill necessitated due to unforseen damage to public property. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment of $12,333.73 to Mustang! Tractor and Equipment Company for the necessary labor and materials. The Court next considered a request from Sheriff Miller seeking approval for the conversion of an existing storage room on the jail floor into minimum security jail space to house: sixteen inmates. This conversion is necessitated due to the high number of inmates sleeping on the floor each night. Sheriffl Miller went on to say that the cost of conversion had been estimated at $9,000.00. Commissioner Wilcox moved to approve the! request of the Sheriff, the motion was seconded by Commissioner] Norton and carried unanimously. Commissioner Sims informed the Court and the media that Emmett Trant, Architect for the minimum) security facility, was waiting on Don Garrett, Engineer, for the site plan for the new jail facility. The Court next reconsidered a request from Ed Dobbins, Hea of Maintenance, for permission to proceed with the recommende treatment of the afflicted trees on the Courthouse block. That having been accomplished, on motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to proceed with the treatment. recommended by Dr. Eugene Van Arsdel of Professional Tree Service, Inc.
