J. Holmgreen, County Judge, Presiding; i Gary Norton, Commissioner of Precinct 1; { Walter Wilcox, Commissioner of Precinct 2; { Randy Sims, Commissioner of Precinct 31 i I Milton Turner, Commissioner of Precinct 4; ` Frank Boriskie, County Clerk. The Court next considered Budget Amendment #4, which would reallocate funds budgeted for the Treasurer's Department and the 1361st District Court. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered awarding the Depository Contract for the 1989-90 biennium. The Auditor, at the request of the Commissioners' Court reviewed all the bids and submitted her written recommendation to award the contract to First City National Bank. Commissioner Sims and the County Judge thanked all the banks that submitted bids. Commissioner Turner moved to VO AGE--L5 g U • • voted unanimously to approve the request of Sheriff Miller and approve budget amendment #3 which would increase the budget of the Sheriff's department and that of the General Fund by $13,061.00. L.r.~-we,. .q . r, ~~r:"" ter. ~ ` ^ ~ ~ Commissioners' Court meeting February 27, 1989 accept the recommendation of the Auditor and award the contract for the depository to First City National Bank for the 1989-90 1 biennum. The motion was seconded by Commissioner Norton. Commissioners Norton, Sims and Turner voted 'Aye'. Commissioner !Wilcox abstained, whereupon the County Judge declared the motion 11 i carried. The Court next considered a written request submitted by the !District Attorney for approval for out of state travel for him- self. Mr. Turner would be traveling to Orlando, Florida to attend an 'Office Administration' seminar during the dates of April 9 through the 13, 1989. Mr. Turner informed the Court that j'he would pay for the air fare himself and that he had applied for a grant to defray the $450.00 tuition fee. Commissioner Sims ; l~ `lstated he had no problem paying for out of state travel for I elected officials but still felt the need to review it. Sheriff 'Miller asked that elected officials and department heads jointly `hammer out a policy and asked to be allowed to serve on the i1committee. On motion by Commissioner Sims, seconded by ?Commissioner Norton, the Court voted unanimously to grant the I. ; I1request from the District Attorney and approved payment of out of ` `state travel expense for Mr. Turner. I 1. 1 The next matter for consideration was a request from Sheriff ;'Miller for $13,060.33 r)hich represents Brazos County's portion of !'the monies for the Narcotics Task Force composed of the Cities of ;;Bryan, College Station and Brazos County to fund one local jInarcotics unit concentrating its efforts on the drug activity in i, ';Brazos County. Sheriff Miller explained that in the past each Iientity had had a task force and this had caused problems. With lithe unification plan, there would be no more duplication. Each entity had agreed to contribute space, equipment etc. On motion Commissioner Sims, seconded by Commissioner Wilcox, the Court r Ar~• ~s Ate. 7 - Commissioners' Court meeting February 27, 1989 The Court next heard a proposal from Tax Assessor/Collector, (Buddy Winn, requesting additional funding in the amount of $4,129.00, to allow that office to become affiliated with Chilton IlCredit Reporting. This association would allow the office to effectively locate those property owners who owe property taxes to Brazos County but have not provided the office with current , i mailing addresses. Total price of the package is $4,129.70, of Ilthat, 20% or $825.93 would be Brazos County's portion. The rest twould be billed to each entity that the Tax Assessor/Collector collects taxes for b their ! by pro-rata share of collections. I 1 Commissioner Sims felt funding the full amount was not necessary. lCommissioner Norton disagreed stating the potential collection ~I of $455,805.00 in back taxes would certainly cover the expense incurred. Commissioner Sims asked if this was a collectable expense. Mr. Winn stated it was. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted Ii unanimously to approve the request of the Tax Assessor/Collector ;;for additional funds to subscribe to Chilton Credit Reporting with the stipulation that the other entities be billed their pro (rata share of the cost. On motion by the County Judge, seconded by Commissioner Turner, the Court voted unanimously to extend the Contract with I the Brazos Valley Development Council to continue administration of the Indigent Health Care Program through September 30, 1989. 1 (Total cost of the contract is $48,000.00. At 10:30 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss litigation. At 11:05 a.m. the County Judge announced the meeting open to the public and stated there would be no action taken on the closed session.
