SPECIAL MEETING
FEBRUARY 13, 1989
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 1:30
ip.m. on Monday, February 13, 1989, with the following members of

Gary Norton, Commissioner of Precinct 11
Walter Wilcox, Commissioner of Precinct 2s
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 41

The following citizens and officials were in attendance:

I~ The Court met to review the plans formulated by Emmett Trant
I
nand Associates for the proposed minimum security jail facility.

{ Mr. Trant explained that his plans were drawn on the 'POD'
,,concept with a total of 23,628 square feet at an approximate cost
of $75.00 to $80.00 per square foot. Based on those figures the
1~cost for the facility could run from $1,750,000 to $1,950,000.
,,The "POD" building concept is more favorable for climate control
i,in that a pod not in use does not need to be heated or cooled.

,,The facility can hold up to one hundred twenty (120) inmates with ,
a staff of approximately twenty people (20) plus a separate
lmaintenance person for the facility. On the plans, the main
,;entrance of the facility faces Sandy Point Road. The total
,,acreage required for the building and grounds would be

,approximately 18 to 20 acres. Mr. Trant informed the Court that
the plans had been reviewed and tentatively approved by the State
Jail Standards Commission.
At one point in the discussion, Commissioner Sims asked if

and when the site is purchased, how long would it take to
(commence work. Mr. Trant answered that a new site plan would
Ilhave to be made, a topographical map made to see how much of the
area was in the flood plain, locate all the utility connections,
'then, baring the unforseen, approximately two months before work
could commence.
Mr. Trant stated that it was a good plan for a low risk
(minimum security facility and that once everything was approved,
he could develop a construction method and give a more precise
cost estimate.
,It was the consensus of the Court that the architect do a
site plan on the remaining acreage and authorized Mr. Trant to
proceed with the development design and precise cost estimate
There being no further business to come before the Court,
the meeting was adjourned.
