J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Pct. 3 elect Dick Britten Brazos County Resident The first matter before the Court was the presentation of the Texas Association of Counties Occupational' Safety Award to (Commissioner Walter Wilcox, Safety Coordinator for Brazos County. The County Judge informed those in attendance that Brazos County was being recognized for its achievement in reducing the number of employee on-the-job injuries during 1987. Commissioner Wilcox thanked the Judge, then introduced the members of the safety committee to the Court. The Court next considered approval of the minutes of the Commissioners' Court meetings held October 24, 1988, October 31, 1988, November 1, 1988 and November 7, 1988. On motion by VC' 1 Pth i 't. 1.; . _L._ 1~r I Commissioners' Court meeting December 12, 1988 Commissioner Turner, seconded by Commissioner Cooley, the Court j voted unanimously to approve the minutes as submitted. i The Court next considered Budget Amendment 424, which would lreallocate funds budgeted for the Sheriff's Department. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, lithe court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. I 1 The County Judge read aloud a Proclamation proclaiming the 1Iweek of December 11 through 17, 1968 as "Drunk and Drugged ii Driving Awareness Week" in Brazos County. The Court, wishing to make all in Brazos County aware of the deadliness of drinking and j Idrugs and driving urged all in the county to observe this week in 11 Iis manner appropriate to its importance to the safety and health I of our citizens. On motion by Commissioner Turner, seconded by ~ICommissioner Wilcox, the Court moved to proclaim the week of i ~IDecember 11 through 17, 1988 as "Drunk and Drugged Driving Awareness Week" throughout Brazos County. i 11 The Court next considered action on a written request from 11W. T. McDonald, Jr., 85th District Court Judge, for authorization i lto apply for a credit card in order to use a FAX machine. In Judge McDonald's memo he explained that periodically lawyers need I information transmitted from one point to another and one must i have a credit card for use at the terminal end to open the line. Ii Judge McDonald proposed only authorized county personnel be i ~lallowed to utilize the machine and that use of the card would be i (limited to this terminal. The Judge also stated that proper I (usage of the terminal could result in cost savings for the (courts, county and legal profession. After brief discussion and on motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the request of the 85th District Court Judge and authorized the application for a credit card for use with the FAX machine. i VIC 4. c.- E - 1.- i •r Commissioners' Court meeting December 12, 1988 is • The Court next considered awarding the following bids: Bid No. 88-478 - Groceries and staples for December 1988 and January 1989 for Brazos County Jail. BIDDERS: 1. SYSCO 2. FROSTEX/KRAFT Rebecca Shults, Purchasing Agent, recommended acceptance of the bid submitted by Sysco Foods. On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to accept the recommenda- ion of the Purchasing Agent and award the bid to Sysco Foods. On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract on items 2, 3, 5, & 6 to Frostex and to Readfield on items 1, 4 & 7. Bid No. 88-461 - Security Fencing for the County Jail. SCOPE OF WORK: 1. Install 45 degree barb wired arms and 3 strands of Class III barb wire on fence posts and two building walls. Special arms to be bolted to the walls. Approximately three (3) feet of Razor Ribbon II (BTO) Maze Security Fencing to be installed vertically at toof corners to top of fence. 2. Re-tie all chain link fabric to line posts and vertical rails twelve (12) inches O.C. using nine (9) gauge galvanized wire ties, double wrapped and twisted. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to accept the recommendation of the Sheriff and award the contract to Tom Light Chevrolet. I The County Judge recognized Jim Kuboviak, County Attorney, whd ;presented the request for his department and that of Constable i iPrecinct 7, for four used vehicles from the Sheriff's Department. I ~,Mr. Kuboviak informed the Court that two of his vehicles were ready to be disposed of due to the estimated cost of repairs and that the one Constable Pittman has was in need of a new transmission. Mr. 1Xuboviak stated that both offices were needing dependable vehicles for out of county travel. Commissioner Beard asked for a complete breakdown of cost of repairs then moved to table consideration until the next Commissioners' Court meeting. The Court next considered a Wavier of Competitive Bidding Requirements as provided in the Local Government Code Section 262.024(a)(4) of Vernon's Annotated Civil Statutes for Election !Consulting by Texas Voting Systems, Inc. This was necessitated due Ito the company being the sole source in the area. On motion by the licounty Judge, seconded by Commissioner Beard, the Court voted I Ilunanimously to approve the Waiver of Competitive Bidding i ,l Requirements. A copy is attached hereto. The Court next considered a Resolution approving the ~J jiparticipation in the purchasing programs of the State Purchasing hand General Services Commission and authorizing the Purchasing i iAgent to deliver all necessary requests and documents on behalf of ;Brazos County to said agency for the purchase of copier supplies. 110n motion by the Commissioner Cooley, seconded by Commissioner ,~Beard, the court voted unanimously to adopt the Resolution 11 approving the participation and authorizing the Purchasing Agent to 11purchase copier supplies under Contract Class No. 015. A full copy '!of the Resolution is attached hereto. On motion by Commissioner Beard, seconded by Commissioner !iCooley, the Court voted unanimously to close Old Reliance Road in IjPrecinct 3 for a period of 10 days until such time as construction is complete and to lower the speed limit on Elmo Weedon Road and Hardy Weedon Road in Precinct 3 during the construction period.
