LJ • COMMISSIONERS' COURT BUDGET HEARING SEPTEMBER 29, 1988 L~ A special meeting of the Commissioners' Court of Brazos 'County, Texas was held in the Commissioners' Courtroom in the 1jCourthouse in Bryan, Brazos I County, Texas, beginning at 10:00 t la.m. on Thursday, September 29, 1988, with the following members Hof the Court present: R. Budget for Brazos County and announced that the Court would first consider the Fire Protection Budget. Representatives of each of jIthe Volunteer Fire Departments approached the Court on the subject of additional funding to upgrade and support the (services to•the residents on the rural areas. They each felt that the $16,000 annual precinct budget was inadequate to cover the increase in the necessary expenditures and asked that the (Court please consider funding in the amount of $250,000.00 as originally requested. It was the consensus of the Court that I I the Volunteer Fire Departments that had not been organized into a ' iRural Fire Prevention District begin the necessary process for it :the establishment of a Rural Fire District. It was the consensus I ,of the Court that the annual budget should be increased but not i Ito the amount requested. In the interim, the County Judge asked Ito meet with the fire chiefs and the President of the Volunteer Fire Fighters Association to try to arrive at a more realistic I ,budget figure for presentation to the Court. 'I The County Judged recessed the meeting to allow the members 'of the Volunteer Fire Fighters Association to exit the Courtroom. ,I The County Judge reconvened the meeting and proceeded to go f through the budget by department. I~ Sheriff's Department - Mr. Paul Williams asked to speak ;I to the Court about the Sheriff. He asked how the county arrived at a salary figure for the Sheriff. He went on to commend all the elected officials for what they do and stated he felt that they were all under paid. He asked that more emphasis be placed on I managerial positions so that the county could have qualified people. Sheriff Miller stated he felt a salary study of his department was in order to compare with other salaries in the county for like positions. 1 He also voiced his appreciation of the 48 cost of living raise. Buddy Winn, Tax Assessor/Collector seconded Sheriff Millers' request for a new salary study. Juvenile Services - Ernie Wentrcek, Director of Juvenile Services requested a 5% across the board raise and stated he felt the merit procedure should continue with a merit increase of 48 for approximately 25% of all employees. He informed the Court that he had been instructed by the Citizen's Advisory Board of Juvenile Services to gather data for a salary comparison. Justice of the Peace Precinct 7 Place 2 - Wesley Hall urged the Court to adopt the 48 across the board raise and that the merit procedure structure be revised. Budget Hearing September 29, 198 Constable Precinct 7 - Winfr the 48 increase. Justice of the Peace Precinct 5 - Antone Dobrovolny told the Court that he would appreciate it if they did consider a 48 salary increase. Justice of the Peace Precinct 3 - Ray Truelove told the Court that his overall budget was what he had asked for originally and asked that the Court reconsider an equal salary for all the Justices of the Peace. He asked that the Court continue with the 48 merit increases but with a modification in the structure to allow for the single employee office an opportunity for an increase. • Commissioner Beard stated he was in favor of a merit raise but ;did not favor the 48 raise for all county employees. He proposed that no elected official other the County Clerk, District Clerk, !Treasurer and Sheriff receive a 48 salary increase and a merit (,increase for a given percentage of the county employees be adopted. Commissioner Wilcox moved to approve the budget as is with a i ,48 cost of living raise and the addition of merit increases for Il Tall Brazos County employees using the same guidelines as in 1988. ;The motion was seconded by Commissioner Turner. Commissioner Cooley told the Court that he favored the merit • lincrease and that single employee departments be eligible this year, two employee departments raise one employee, departments with three employees give merit raises to two employees, and in departments with four or more employees give 258 of the employees lin the department a merit increase. The County Judge reminded i ,the Commissioners of the motion before the Court and asked for a ;vote. In a show of hands the County Judge, Commissioners Wilcox and Turner voted "Aye". Commissioners Beard and Cooley voted 'No" whereupon the County Judge declared the motion carried. i Commissioner Cooley moved to reduce the salary of the County Commissioners to $30,000.00 annually. Tie motion died for lack of a second. Commissioner Beard moved to reduce the salary of the County udge to $40,000.00 annually. The motion died for lack of a second. The Judge then asked for a motion -to approved the entire VOL _I Budget Hearing September 29, 1988 i b udget whereupon Commissioner Turner moved to approve the entire ,general fund and road and bridge budgets including a 48 cost of !!living increase for all employees plus continue the merit ` increases program under the guidelines previously set forth. The I motion was seconded by Commissioner Wilcox. In a show of hands ,,the County Judge and Commissioners Turner and Wilcox voted "Aye". I Commissioners Beard and Cooley voted "No" whereupon the County !Judge declared the motion carried. He further stated that the 1989 Budget for Brazos County was formally adopted, to filed in 1Ithe office of the County Clerk and followed by all departments ` i Iduring the year ending December 31, 1989. i All members being present, the Court proceeded to set the i i tax rate for the year 1988. On motion by Commissioner Wilcox, !seconded by Commissioner Turner, the Court voted unanimously to ~jset the ad valorem taxes against all property in Brazos County, I` IfTexas according to the following schedule: General Fund $.2284 Road & Bridge $.0550 Total Maintenance & Operating funds $.2834 Permanent Improvement Debt Service $.0425 C. O. Debt Service $.0168 i i Total Interest & Sinking Funds $.0593 TOTAL TAX RATE FOR 1988 $.3427 per $100 I valuation 1 There being no further business to come before the Court, Il.the meeting was adjourned. .
