The first matter for consideration by the Court was the ~iestablishment of a branch absentee polling place for the 1988 1 IlGeneral Election on the A&M campus. The County Judge asked for comments from the audience, receiving none, he asked for a I ,'motion. Commissioner Beard moved to establish an absentee II polling place on the A&M campus to serve all the voters from , !lBrazos County. Steve Garza Mexican A D A special meeting of the Commissioners' Court of Brazos !!County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 iia.m. on Monday, September 26, 1988, with the following members of lithe Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; it Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. I The following citizens and officials were in attendance: . Lane Brazos Count Resident The Court next considered approval of the minutes of the VO issioners' Court meetings held August 1, 1988 and August 8, On motion by Commissioner Cooley, seconded by Commis- SAG E 7 6 sioner Turner, the Court voted unanimously to approve the minutes as submitted. I The Court next considered the following bid: Bid No. 88-462 - Standby Diesel Generator for Data Processing i I Bidders: 1. Unysis Corporation 2. Bayer Construction Electrical Contractors, j Inc. i Rebecca Shults, Purchasing Agent, recommended denying the Bayer bid due to it not allowing for a warranty, the Stuart & Stevenson ! generator did not meet bid specifications due to the small size of the fuel tank. The i Purchasing Agent and the Data Processing Manager jointly recommended acceptance of the high bid submitted by Unysis Corporation. Commissioner Wilcox questioned the recommen- dation stating the bid should be tabled until such time as the Court could further inves- tigate the items in question and made a motion to that effect. It died for lack of a second. Commissioner Wilcox then questioned • i er Unysis on condition of full coverage of warranty. Commissioners Beard, Cooley and , the County Judge voted "Aye". Commissioners Turner and Wilcox voted "No" whereupon the i County Judge declared the motion carried. 'I The Court proceeded to consider the change of status of the i following employees. ! NAME DEPARTMENT RFASON I if the County's Liability Insurance did not cover the same items as the warranty clause ! in the Unysis bid. Commissioner Wilcox then ~i moved to take the low bid. The motion was j seconded by Commissioner Turner. ij Commissioners Turner and Wilcox voted "Aye", i Commissioners Beard, Cooley and the County j~ Judge voted "No", whereupon the County Judge declared the motion failed.
