J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; ~t Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. 'i Amis, Jr. to sit as Special Judge in County Court at Law I from ~i July 25, 1988 through July 27, 1988 to allow judge Davis to li attend the Advanced Criminal Law Course in Austin. Amis, Jr. I! as Special Judge for County Court at Law I for the dates of Julyt I 25, 1988 through July 27, 1988. A full copy of the Order is i attached to and made a part of these minutes. Commissioner! t Cooley was absent during this vote. it The Court next recognized David Adkinson, representative of f t' Anco Insurance Company, who presented his evaluation of proposals! for the Brazos County employee and retiree group health insurance! program. Mr. Adkinson made the following recommendations: I ! I j ~r it 1 I~ I f ~I Commissioners' Court meeting July 25, 1988 1. terminate the County's contract with EBM effective midnight, August 31, 1988. I 2. accept the minimum premium proposal presented by ! Northwestern National Life Insurance Company effective 12:01 a.m., September 1, 1988 with the following premium; j rates: 1988-89 $ INCREASE I' EMPLOYEE ONLY $127.11 25.8% SPOUSE $144.45 20.48 i. CHILD(REN) $ 79.00 20.5% FAMILY $184.73 20.5% i j 3. select Alliance Health Providers of Brazos Valley to administer the pre-certification of hospital admissions, at a rate of $1.50 per employee. 4. accept the Northwestern National Life proposal to administer run-out claims. 5. reject the offer by Scott & White Health Plans, an HMO, as an alternative for employees in lieu of participation in the group plan. Mr. Adkinson stated there would be no change in the coverage. Commissioner Cooley asked about the HMO plan saying there was I great interest among some of the employees. Mr. Adkinson stated this created adverse cost impact on group health plans. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to accept the recommendation of the Sheriff and award the contract to Hendrix GMC Trucks of Austin. Bid No. 88-448 - Groceries and Staples for August and September 1988 John Godfrey, Jail Administrator, recommended acceptance of the low bid submitted by Sysco Foods. On motion by commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to accept the recommendation of the Jail Administrator and award the contract to Sysco Foods. At 10:33 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel. i At 10:56 a.m. the County Judge announced the meeting open to the public and announced no action would be taken on personnel.
