On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Sysco Food Service. The Court next considered the request by the Brushy Water !Supply Corporation to install a 2 inch water line within the right-of-way of Kemp Road in Precinct 4. By recommendation of the county Engineer and on motion by Commissioner Turner, Ifseconded by Commissioner Beard, the Court voted unanimously to r Ijapprove the request of the Brushy Walter Supply Corporation and ~lauthorized the installation. A copy of the request is attached hereto. On motion by Commissioner Turner, seconded by Commissioned (Beard, the Court received, approved and ordered filed as submittej the Treasurer's report for May 1988. The County Judge moved to jlacknowledge receipt and accept the Order, the motion was seconded 1;by Commissioner Cooley. Commissioner Cooley and the County Judge i! ,'voted 'Aye". Commissioners Beard, Turner and Wilcox voted "No" H ;,whereupon the County Judge declared that the motion had failed. ,I The Court next considered approval of a Vacating Plat and ~I Replat of Lots 1, 2, 3, 6, 7, and 8 Block 25, Bryan Original i,Townsite in the S. F. Austin League, A-62 as recorded in Volume H, ;page 721 Deed Records, Brazos County, Texas. Such plat being the ,I ,'site of the parking lot to be constructed in conjunction with the First Baptist Church. Holland Winder, County Engineer, stated that the had reviewed the plat and it appeared to be in order and ilrecommended approval of the plat. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court unanimously approved the replat of Lots 1, 2, 3, 6, 7 6 8, Block 25, City of Bryan as !'the location of the new parking lot and directed the County i Engineer to proceed with the work. In addition to approval of the ,'plat, discussion was had regarding the purchase of Lot 9 located ,east of the County's present parking lot to incorporate it into the (construction of the parking lot. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to enter into negotiation for the purchase of lot 9. The next matter before the Court was consideration of a Quit Claim Deed of a 2.06 acre tract in the J. W. Scott Survey, Abstract INo. 49, and Maria Kegans Survey, Abstract No. 28, Brazos County, ~ITexas and a 0.16 acre tract in the J. W. Scott Survey, Abstract No. it Ii49, Brazos County, Texas. Such property being a portion of thel :;existing right-of-way for Elmo Weedon Raod. This Quit Claim Deed' !being in agreement with a warranty Deed from R. L. Carroll And Elva i,Carroll for property required for the reconstruction of Elmo Weedon 11Road. On motion by Commissioner Beard, (seconded by Commissioner Turner, the Court voted unanimously to '.authorize the appointment of Larry Wayne Sinclair as a Reserve !Deputy Constable for Justice Precinct 4. The Court next considered Budget Amendment #14, which would reallocate funds budgeted for Juvenile Services and the Sheriff's Department; would increase the budget of the Non-Departmental ,Department by $12,215.00 for the creation of a clerk position to work for the Department of Public Safety. On motion by ;Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the budget amendment as submitted, a ,copy of which is attached hereto. At 10:30 a.m. the County Judge announced the meeting recessed i. ,I until 12:00 p.m.. County Judge announced the meeting closed to f!the public so that the Court could meet in closed executive 11session to discuss legal advise on real estate located in the I & GN right-of-way. At 11:15 a.m. the County Judge announced the meeting open to 1the public. I! The Court considered a request from District Attorney, Bill i +i Turner, for authorization to hire an investigator for his depart- I ment. It is Mr. Turner's plan to use interns as investigators for I;each Court giving them credit hours at no cost to the County. f' ~IThere would be a need for a supervisor for the investigators and I . jlhe/she would investigate those cases the interns are not qualified Into do. The Investigator could be employed for the remaining five i;months with no increase to the District Attorney's budget due to i ',seven months of unused funds budgeted for attorney salaries. Mr. Turner advised the Court that he would be paying the Investigator a 1~ salar of $1,000.00 a month for the remainder of the year. He further stated that he would budget a salary of $26,000.00 in the 11989 budget. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to authorized the I ~ l I iiCommissioners' Court meeting June 27, 1988 I ;District Attorney to hire an investigator. The County Judge informed those present that it was the (consensus of the Court to hire an appraiser to appraise the (property Mr. Edsel Jones has offered the County in trade for that which lies within the right-of-way of the I 6 GN Road. ;Commissioner Cooley and Mr. Jones will work together to obtain !,appraisals to trade the property and to clear the title to the ;property.
