J. Holmgreen, County Judge, Presidingi Bill'J. Cooley, Commissioner of Precinct It Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3, Absent= Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The following citizens and officials were in attendance: Carol Snedeker Admin. Windham Brazos County Resident The first matter before the Court was the Resolutions authorizing applications and the acceptance of continuing grants as follows: 1. Resolution authorizing application for a grant to support the Brazos County Family Violence Unit administered by the County Attorney's office. Such grant to be a fifty percent (50%) matching grant in the total amount of $46,430.00. The county would provide matching funds in the form of space, equipment and salaries and would require no additional funding. 2. Resolution authorizing application for a grant for Purchase Juvenile Services for selected juvenile offenders. This program would be administered by the VOL PAG i l ■ ,i t1( l~ i ~ t' i~ r a i ~.i V0 Juvenile Courts serving Brazos County. Such grant to be 1008 state funded in the amount of $3,566.00. 1008 3. Resolution authorizing application for a grant for replication of Model Juvenile Justice Projects to be administered by the Juvenile Courts serving Bryan. Such grant to be in the total amount of $21,6821 twenty percent (208) or $4,478.00 to be funded by the County, eighty percent (808) or $21,682.00 to be state funded. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to continue all grants. Commissioner Cooley asked how much the County funded. Ernie Wentrcek, Director of Juvenile Services, informed the Court that the County funded approximately 208 or $4,478.00 for the purchase of Juvenile Services, the Juvenile Justice Projects Grant is 1008 state funded and Rodney Anderson of the County Attorney's office informed the Court that the Family Violence Unit Grant was 508 state funded or $21,700.00 and 508 County funded or $24,730.00. Copies of the grant resolutions are attached hereto. The next matter for consideration was a request by Mr. Henry Windham to address the Court concerning some road problems. He informed the Court that he and the County Engineer had reached a solution and that he no longer needed to address the Court. The Court next considered Budget Amendment #8, which would reallocate funds budgeted for the office of Constable Precinct 4. On motion by Commissioner Turner, seconded by the County Judge, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered the purchase of a fire alarm annunciator for the display of all fire zones in the courthouse. Currently the display panel is behind locked doors and can only be monitored during working hours. Cost of the equipment would be approximately $3,800.00 with installation in the dispatch room of the Sheriff's Department. The Court, in compliance with House Bill No. 235, Article 56.04 joins with the State Criminal Justice Division to promote programs aiding victims of crime. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court moved to proclaim the week of April 17 through 23, 1988 as "National Victims' Rights Week" throughout Brazos County. The County Judge then presented the signed Proclamation to Mrs. Queen Walker, administrator of the local office. The next matter for consideration by the Court was the !enewal of the lease between Brazos County and the Junior League >f Bryan-College Station for the rental of storage space at the Irazos Center. The term of the lease would begin May 1, 1988 and and April 30, 1989 at a cost of $100.00 per month to the Junior ,eague. On motion by Commissioner Wilcox, seconded by Commis- ;ioner Turner, the Court voted unanimously to renew the lease iith the Junior League of Bryan-College Station for the rental >f storage space at the Brazos Center. The Court next considered a Wavief of Competitive Bidding tequirements OP LOCAL GOVERNMENT CODE Section 262.024, of lernon's Annotated Civil Statutes for the purchase of the Xscribe alit System for the 85th District Court. This is a single source supplier. On motion by Commissioner Wilcox, seconded by :ommissioner Cooley, the Court voted unanimously to approve the laiver of Competitive Bidding Requirements and authorized the payment of $60325.80 to Xscribe Corporation for the necessary equipment. On motion by Commissioner Turner, seconded by Commissioner Under other business, Commissioner Cooley made reference to • a letter from the Texas Department of Public Safety detailing the job description of a clerk to handle all clerical paperwork currently being handled by a DPS Trooper. This would release the Trooper to return to the roads to enforce the traffic laws. It was the consensus of the Court to place the request for a clerk Ion the agenda of the next Commissioners' Court meeting. The County Judge mentioned that the Safeway Building was recently purchased by the County to house the Health Department. He indicated that the cities of Bryan and College Station were V0 PAG V n t" Commissioners' Court meeting April 18, 1988 wishing to lease the building. There was an inquiry of where the money to purchase the building had come from whereupon the County Judge answered from County funds. Commissioner Cooley informed the Court that the State Department of Highways and Public Transportation had given him the description of the land needed for the widening of Highway 60. VO PAG L Jt J STATE OF TEXAS COUNTY OF BRAZOS W1 I' A RESOLUTION AUTHORIZING APPLICATION FOR GRANT TO PURCHASE JUVENILE SERVICES WHEREAS, the Governor of Texas, through the Criminal Justice Division, under the provisions of the Juvenile Justice and Delinquency Prevention Act and within the authority of the Texas Family Code, has set forth a program to provide special services for Juvenile offenders; and WHEREAS, in implementing the aforementioned program, the Governor is making grant funds available for the purchase of needed service for juvenile offenders; and WHEREAS, the Juvenile Court serving Brazos County has a continuing need for a wide range of services to be provided to selected problem juveniles. NOW, THEREFORE, BE IT RESOLVED BY THE COHNISSIONER-S COURT OF BRAZOS COUNTY at its meeting on the 18th day of April, 1988, thats 1. The County Judge of Brazos County be authorized to make application to the Criminal Justice Division, Office of the Governor, for grant funds to be used for the purchase of services for selected Juvenile offenders; 2. O I f( • } i J 4 r l b STATE OF TEXAS COUNTY OF BRAZOS A RESOLUTION AUTHORIZING APPLICATION FOR GRANT TO REPLICATE MODEL JUVENILE JUSTICE PROJECTS WHEREAS, the Governor of Texas, through the Criminal Justice Division, under the provisions of the Juvenile Justice and Delinquency Prevention Act and within the authority of the Texas Family Code, has set forth a program to provide special services for Juvenile offenders; and WHEREAS, in implementing the aforementioned program, the Governor is making grant funds available for the position of Volunteer Coordinator; and WHEREAS, the Juvenile Court serving Brazos County has continuing need for a wide range of services to be provided to selected juveniles through a Volun- teer Program. NOW, THEREFORE,I BE IT RESOLVED BY THE COMMISSIONER'S COURT OF BRAZOS COUNTY at its meeting on the 18th day of April, 1988, that: 1. The County Judge of Brazos County be authorized to make application to the Criminal Justice Division, Office of the Governor, for grant funds to be used for the position of Volunteer Coordinator; 2. The County Judge be authorized to accept such grant funds should they be tendered; 3. This Resolution becomes effective upon its adoption. R. Lessee shall be entitled to the space allocated to it by the Director of the Center for a term beginning May 1, 1988 and ending April 30, 1989. The space allocated to Lessee is de- scribed in Attachment "A" hereto, which has been signed by the Director of the Center. 2. A. In consideration therefore, Lessee agrees to pay the Lessor, on the first day of each calendar month during the term hereof, in advance, the sum of $100.00 representing the agreed monthly rental for use of such space as herein set forth. B. In addition Lessee has permission to free use of Assembly I for two six-hour periods, as scheduled with the Brazos Center. Other space used shall require satisfactory payment for that addi- tional space. 3. A. Lessor shall furnish all utilities, including gas, water and electricity. B. Lessee shall furnish telephone and answering service for itself. 4. Lessee will pay the regular User fees for space used by it, other than space allocated to it under this agreement. 5. Lessor does not provide and will not provide furnishings, custodial care, or maintenance of the apace allocated to Lessee under this agreement. 6. Lessee shall take good care of the space allocated to it, reasonable wear and tear only excepted, and shall surrender the premises at the termination of this agreement. 7. Lessee agrees that no improvements to or alterations to the space shall be made without the consent of Lessor in writing. 8. Risk or loss of all property owned by Lessee shall remain with Lessee, it being understood that Lessor will maintain no insurance on such property. Any insurance desired by Lessee on Lessee's property shall be purchased by Lessee at its expense. 9. Lessor shall not be liable to Lessee or the Lessee's employees for any damage to person or property caused by the negligent act of Lessor, its agent, servants, or employees or due to the act of any other vo~1k.P,aGE__0s , i ;_.D * It • • r tenant in the building, or due to any defect or want of repair in any part of the building of which the allocated space forms a part. 10. Lessee agrees to hold Lessor harmless from any and all claims, damages, expenses, including attorney's fees, growing out of or arising from any negligent act on the part of Lessee, its agents, servants or employees. 11. No sign shall be placed at, or on or about the premises by Lessee except with the approval of the Center Director in writing. 12. Lesseo president, as designated below right, shall be issued only one key to the allocated space. By accepting the key, Lessee presi- dent agrees on behalf of all Lessee associates to (a) use the allot- ted space only when the Brazos Center is open for business or in use and'(b) allow no copies or duplicates of the key to be made. Lessor agrees to keep two duplicate keys on file in its office which will be available for use to those deemed qualified by Lessee.
