Adjourn is i I ~ i / 1 It f I L Y0 e Yet _ .l .I COMMISSIONERS' COURT SPECIAL MEETING MARCH 21, 1988 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, March 21, 1988, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Kling Kling Engineering Dick Britten Visitor The Court first considered approval of the minutes of the Commissioners' Court meetings held March 7, 1988 and March 8, 1988. On motion by Commissioner Wilcox, seconded by Commis- sioner Beard, the Court voted unanimously to approve the minutes as submitted. Commissioner Cooley asked the Court when they would pick an architect for the proposed minimum security facility. The Court had solicited proposals from local architects and engineers for the construction/renovation of an existing building on the site of the Road and Bridge facility on Highway 21 West and for the last two weeks had been interviewing each of architects and engineers that had submitted proposals. Lawerence, Jr. a' Matthews & Associates It was the consensus of the Court to meet on Thursday, March 24, 1988 at 10:00 a.m. to interview the three finalists and then make a decision. On' motion by Commissioner Beard, seconded by Commissioner turner, the Court received, approved and ordered filed as submitted the Treasurer's report for February 1988. The Court next considered adopting a Resolution authorizing application for a grant to support the Brazos County Victim Assistance Program that is administered by the District Attorney's office. Such grant to be in the total amount of $51,575; fifty percent (508) or $25,788.00 to be funded by the County, fifty percent (508) or $25,787.00 to be state funded. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Criminal Justice Division and accept on behalf of Brazos County such grant funds as may be tendered. A copy of the resolution is attached hereto. The Court next considered a Resolut nn approving the participation in the purchasing programs of the State Purchasing 'Ind General Services Commission and authorizing the Purchasing gent to deliver all necessary requests and documents on behalf of razos County to said agency for the purchase of tires, tubes, utomobile and truck maintenance items and replacement parts. commissioner Beard questioned if the County would have to purchase In quantity and if we were completely obligated to purchase from he State Purchasing and General Services Commission, whereupon 1 oth Commissioner Wilcox and the Purchasing Agent replied "No". he Purchasing Agent informed the Court that the County was tied to hstate contract only until August 31, 1988. On motion by Com- inissioner Wilcox, seconded by Commissioner Beard, the Court voted nanimously to adopt the Resolution approving the participation and authorizing the Purchasing Agent to purchase tires, tubes, 1~utomobile and truck maintenance items and replacement parts from VOL P Id -I 1 I~ i~ i VOL I a• Commissioners' Court meeting March 21 , 1988 the State Purchasing and General Services Commission. A full copy of the Resolution is attached hereto. The next matter before the Court was consideration and approval of hiring a consultant for Brazos County group health insurance. Due to recent opinions handed down by the Attorney General, it has become necessary to solicit bids on group health insurance. On motion by Commissioner Beard, seconded by Commis- sioner Wilcox, the Court voted unanimously to retain a consultant to study the insurance plans and named David Atkinson to fill that position. The next matter for consideration was the replat of the Fawnlake Estates Subdivision which consists of a 151.53 acre tract Save & Except Lot 4 Block 1 in Precinct 2. The County Engineers stated the replat conformed with the County Regulations, Vernon's Statutes and that a public meeting had been held and there had been no objections to the replat. On motion by Commissioner wilcox, seconded by Commissioner Beard, the Court voted unanimously approve the replat of the Fawnlake Estates Subdivision. The Court proceeded to consider the change of status of the following employees. The memo cited increased costs for services surrounding septic systems and recommended raising the local fees. Commissioner Cooley recommended placing the matter on the agenda for the next Commissioners' Court meeting and inviting members of the local Health Department to participate and make recommendations. WHEREAS, the Criminal Justice Division, Office of the Governor, has indicated a need for programs aiding victims of crime, and has supported the establishment of such; and WHEREAS, the U.S. Department of Justice has supported programs for aiding victims of crime by establishment of National Victims' Resource Center; and WHEREAS, among the several programs included in the 1989 Criminal Justice Plan for Texas is one which is designed to provide crisis intervention, referrals, education and support services for victims of felony crimes in Brazos County; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS COURT OF BRAZOS COUNTY, TEXAS, at its meeting on the,;? day of 1988 that: 1. The County Judge is authorized to make application on behalf of Brazos County to the Criminal Justice Division for grant funds to provide for the continuation of a Victim Assistance Program in Brazos County.
