J. Holmgreen, County Judge, Presidingi Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 31 Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. The Court first considered approval of the minutes of the Commissioners' Court meetings held December 21, 1987, December 28, 1987 and January 4, 1988. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted to approve the minutes as submitted. Commissioner Beard abstained from voting because he was not present at the meetings. The Court next recognized Preston Ruffino, a representative of the Brazos/Robertson Soil and Water Conservation District #431. Mr. Ruffino presented each member of the Court with a copy of the Brazos County Landowner Map Book, stating the intent of the book is to provide quality ownership locator maps with cross- indexing from the individual names to the plat or locator map. f J VOL U- PAG f ~ r i .r i 9 '1 i i+ q i i j (Commissioners' Court meeting February 15, 1988 VOL k I . The County Judge thanked Mr. Ruffino for the books saying that they would be most helpful. The Court next considered approval of a resolution in support of professional development courses for the Brazos County Extension Staff. Texas A&M University has recommended this educational` program citing it will help in the professional growth and development of the staff and lead to better productivity by theses people. On motion by Commissioner Wilcox, seconded by Commissioner) Beard, the Court voted unanimously to adopt the Resolution in support of professional development courses for the Extension Service Staff. The Court received, approved and ordered filed as submitted the Treasurer's report for January 1988. The County Judge informed the Court that he had received a letter from the 85th District Judge, requesting approval for out of state travel expenses for his Court Coordinator to attend a work shop in Boston. Mrs. Sprouse is the recipient of the Jack Dillard Scholarship to the Institute for Court Management of the National (Center for State Courts. This is a full scholarship to attend a one week work shop. On motion by Commissioner Beard, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request for out of state travel expenses for Mrs. Sprouse. The Court next considered approval of a Resolution authorizing the Brazos County Sheriff's office, Adult Probation Department and the Juvenile Probation Department to have a VISA card with a $2,500 credit limit. These cards would be kept by the department head and be used in the case of an emergency or on short notice basis. Commissioner Cooley voiced strong opposition to the use of credit cards. Commissioner Beard moved to approve the Resolution authorizing the use of a VISA card by the referenced offices with a credit limit of $2,500; Commissioner Turner seconded the motion. In a show of hands, Commissioners Beard and Turner and the County Judge voted "Aye*, Commissioners Cooley and Wilcox voted 11ON09, whereupon the County Judge declared the motion carried. The Court next considered the Subdivision Re-Pl at of Lot 3 Block 1 Country Propertie s in Precinct 1. The Coun ty Engineer stated the replat met all replat requirements and recommended acceptance. On motion by Commissione r Beard, s econded by :ommissioner Cooley, th e Court voted un animously to approve thel ~eplat of Lot 3 Block 1 o f County Propertie s as submitte d. The Court next consi dered the addition of two bri dges to the ?ederal off System Bri dge Replacement P rogram. The two bridges :Toss Lick Creek on Rock Prairie Road. If accepted to t he program, :he County would be res ponsible for 208 of the total cost of the ?roject. The 808 woul d be federally funded. On motion by :ommissioner Cooley, se conded by Commis sioner Beard , the Court, toted unanimously to add the two bridges to the Bridge Replacement ?rogram and submit the information to the State De partment of jighways & Public Transpo rtation. It was the consensus of the Court that there were ; inequities in the g uidelines but until these could be remedied, they would not deviat e from them. on motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to deny the merit increases as submit ted that exceeded the guidelines established by the Court.
