A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, February 1, 1988, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Absent;
Bill J. Cooley, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, Presiding;
Billy E. Beard, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.'

The Court first considered approval of the minutes of the
Commissioners' Court meetings held November 9, 1987, November
16, 1987, November 23, 1987, November 30, 1987 and December 7,
1987. On motion by Commissioner Turner, seconded by Commis-
sioner Beard, the Court vote unanimously to approve the minutes
as submitted.
The Court next considered a request from Winfred Pittman,
Constable Precinct 7, for two surplus vehicles from the
Sheriff's Office for use by his department. Constable Pittman
requested funds be reallocated in his budget from Travel Meals &
Lodging to Maintenance of Vehicles. He submitted a cost break-
down in the amount of $310.20 for repainting the vehicles with
work to be done by deputies in that department and requested

addiitional funds for the work. On motion by Commissioner Beard,
seconded by Commissioner Cooley, the Court voted unanimously to
approve the request and authorized the transfer of the vehicles
from the Sheriff's Department to Constable, Precinct 7 and the
additional funds to repaint the vehicles.
The Court next considered awarding the following bids:
Bid No. 88-409 - Groceries and Staples for February and
March 1988
Bidders: Sysco Food Service
Brenham Wholesale Grocery
Frostex Foods
Rebecca Shults, Purchasing Agent, recommended
acceptance of the low bid submitted by Sysco
Food Service. On motion by Commissioner
Beard, seconded by Commissioner Turner, the
Court voted unanimously to accept the
recommendation of the Purchasing Agent and
award the contract to Sysco Food Service. A
copy of the bid tabulation is attached
hereto for comparison.

jj Commissioners' Court meeting February 1, 1988
Rebecca Shults, Purchasing Agent, recommended
acceptance of the low bid submitted by Sysco
Food Services on items 2, 3, & 7 and the low
bid submitted by Readfield Meats, Inc.on
items 1, 4, 5 and 6. On motion by Commis-
sioner Beard, seconded by Commissioner
Turner, the Court voted unanimously to accept
the recom-mendation of the Purchasing Agent
and award a split contract to Sysco Food
Services and to Readfield Meats, Inc.
The Court next heard a request from the County Engineer for
approval to create the position of Parts Inventory and Distri-
bution Manager for the Road and Bridge Department. On motion by
Commissioner Wilcox, seconded by Commissioner Beard, the Court
voted unanimously to approve the request of the County Engineer.
A copy of the job description is attached hereto.
The Court T,.:xt considered adoption of a Resolution in
opposition to the abolishment of the office of County Treasurer.
Commissioner Beard informed the Court that each individual county
can petition for a Constitutional Amendment to abolish the
particular County Treasurer. Sandie Walker, County Treasurer,
read the Resolution in its entirety and asked the support of the
Court in opposition of abolishment of the office of County
Treasurer. On motion by Commissioner Beard, seconded by
Commissioner Cooley, the Court voted unanimously to adopt the
Resolution in opposition to the abolishment of the office of
County Treasurer.
The Court proceeded to consider the change of status of the
following employee.

Turner, the Court voted unanimously to approve the change as

The Court next considered the following Claims as submitted

On motion by Commissioner Turner, seconded by Commissioner Cooley,
the Court voted unanimously to approve the Claims as submitted.
The Court proceeded to consider a Resolution in support of the
continuation of the Family Violence Unit Grant administered by the
office of the County Attorney. On motion by Commissioner Beard,
seconded by Commissioner Wilcox, the Court voted unanimously to
authorize the County Judge to make application on behalf of Brazos
County for funds and that County matching funds in the form of
space, equipment, and salaries be designated for use by the County
Attorney's Family Violence Unit.
Under other business, John Godfrey, Head Jailer, asked the
Court if any progress had been made on the minimum security jail.
Commissioner Cooley replied that architects were in the process of
preparing proposals.
Commissioner Cooley mentioned that several Department Heads
had submitted the paper work for merit increases and asked if there
was a reason why they had not been considered. Commissioner Beard
stated it was his fault it was delayed because he had asked for
more time to review the requests. Comn.'ssioner Wilcox asked to
wait until the County Judge chairs the meeting before consider-
ation of the increases. After some discussion, it was the
consensus of the Court to wait until the Judge was present.
There being no further business to come before the Court, the
meeting was adjourned.

Basic Function
Under general direction maintains records of County Vehicle Parts and hand
tools, consisting of an accurate description, purchase value, and location;
to do related work as required.
Primary Dutes
Maintains perpetual inventory on computer of County vehicle parts and hand
tools, according to division revising inventory from computer records as
necessary.
Follows proper policies and procedures in purchasing parts, tools and
supplies for the County.
Maintains lists of vendors, contacting vendors concerning purchases and
follow up on non-delivery.
Prepare invoices for payment through proper channels.
Assist in pickup of reserve parts not in stock.
Keeps appropriate records and files, of purchases and inventory.
Performs related duties as assigned, including light mechanic duties.
Confers with County Public Works employees and County Purchasing Agent
relative to purchasing procedures, purchasing needs, computer records, and
becoming knowledgeable of the Maintenance Management System as related to
this position.

FER OF THE TREASURER'S DUTIES TO THE AU-
DITOR'S OFFICE

W"EREAS, the SPEAKER OF THE HOUSE OF REPRESENT-
ATIVES, pursuant to Rule 1, Section 19; Rule 3, Section 6;
and, Rule 4, Sect=on 25 of the Rules of the Texas House of
Representatives as adopted by the 70th Session of the Texas
'eqJs'ature, hereby instructs the STANDING HOUSE COMMITTEE
ON COUNTY AFFAIRS, to study the topic, "THE ABOLISH-:ENT OF

WHEREAS, the County Treasurers of this State through
its State Association, the County Treasurers Association of
Texas, has worked diligently to improve the office of County
Treasurer; and
::HEREAS, the County Treasurers Association supported,
in 1953, a Cont_nu_.nc Education Bill, that was passed, which
r=q__res all County Treasurers to successfully comp_e:e a
cont_-:u_nc_ education course in the performance of the duties
of Cc_nty Treasurer at =east one time in each 24-month
=erLc~ . The passage of the Continuing Cd•_cat:cn Bill has
had a na:cr _-':-=act on Texas County Treasurers and the role
tney ?lay in Texas County Government; and

Treasurer, perorming the exect:ve functions of receiving,
safekeeping, investing, and disbursing county funds, along
with many other duties and an appointed official of the

budgetary accounting and auditing of all departments which
handle oublic money, is a system in which we firmly believe;

WHEREAS, to abolish the office of County Treasurer
and to transfer the duties to the Auditor's office would be
in contradiction of the following:
• (1) The constitutional doctrine of separation
of pcwers.
(2) The principle of checks and balances in
county government.
(3) And the principal role of a county auditor,
under Texas law, in county government; and
WHEREAS, the County Treasurer is a vital and viable
office in todav's county government, and that the basic
principles of the office s t-4-11 exist and should be strength-
ened and not eli:iinated;
THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT
OF Brazos COUNTY, TEXAS:
That this Commissioner's Court goes on record as
beinc in oopos:=_on of the abolishment of the office of
Coun i Treasurer and the transfer of the treasurer's duties
to the Auditor's office, and a copy of this resolution be
sent to the 'T'EXAS HOUSE OF RE?RESENTATIVES, CONL%IZTTEE ON
COUNTY AFFAIRS.

j WHEREAS, the County Attorney is in need of funds for the continuation
of the Family Violence Unit; and
WHEREAS, grant funds may be available through the Criminal Justice
Division-Justice Assistance Act; and
WHEREAS, the County Attorney has prepared the grant proposal: now
therefore;
BE IT RESOLVED by the Brazos County Commissioners Court; that
1. The Commissioner's Court shall join the County Attorney's
application for grant funds; and,
2. Those matching funds, in the form of space, equipment, and salaries
are hereby designated for use by the County Attorney's Family
Violence Unit.
