COMMISSIONERS' COURT REGULAR MEETING JANUARY 11, 1988 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 1OsO0 a.m. on Monday, January 11, 1988, with the following members of the Court presents R. Pct. 3 John Rogers Brazos Beautiful Diane Mills Brazos Beautiful Anne Hazen League of Women Voters The Court received, approved and ordered filed as submitted the following reports for December 1987s Jim Mazurkiewicz, County Extension Agent; Carolyn Nobles, County Extension Agent; Betsy Harkey, County Extension Agent; Monty Dozier, County Extension Agent. The Court received, considered and approved reports from County and Precinct Officers showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. This is in conjunction with the state celebration of Arbor Day and the state wide meeting held here in College Station. The County Judge presented the signed Proclamation to John Rogers and Diane Mills, representatives of Brazos Beautiful. The Court next considered Budget Amendment #29, which would reallocate funds budgeted for the departments of the County Clerk and the of the Constable of Precinct 7. On motion by Commissioner Wilcox seconded by Commissioner Cooley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is • attached hereto. The Court received, approved and ordered filed as submitted the Certification of the Juvenile Detention Facility. The inspection and certification was carried out by the Juvenile Probation Board on January 5, 1988. A copy of the Certification is attached hereto. • u The Court next considered a Resolution approving the participation in the purchasing programs of the State Purchasing and General Services Commission and authorizing the Purchasing Agent to deliver all necessary requests and documents on behalf of Brazos County to said agency. On motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to adopt the Resolution approving the participation and authorizing the Purchasing Agent to purchase Data Binders, Continuous Form Labels, and Stock Continuous Forms under Contract Class No. 395. A full copy of the Resolution is attached hereto. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Article 2368a.5, Section 4(a)(1) of Vernon's Annotated Civil Statutes for the purchase of Wide Flange Steel Beams for the Road and Bridge Department. This was necessitated due to the unforseen damage to public property. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment of $6,520.80 to Markle Steel Company for the necessary material. VOL-JJ PACE ;oq r f t VOL- 40 Commissioners' Court meeting January 11, 1988 The Court continued with the consideration of a request from the Purchasing Agent for the purchase of a personal computer for that department. On motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously tb authorize the purchase of the personal computer at a cost of $3,481.37, payment of which would come from Bond Money. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court voted unanimously to acknowledge and approve the assessment of fees by the Second Administrative Judicial Region of Texas in the amount of $3,587.20 and authorized the payment thereof. After some discussion the County Engineer asked that the motion be rescinded and the bid tabled for further investigation on the distance of hauling the material. Commissioner Wilcox moved to rescind the previous motion awarding the contracts for purchase of the material. The motion was seconded by Commissioner Cooley and carried unanimously, whereupon the County Judge announced that the bid would be considered at a later date. The Court next considered the request by the City of College Station to install a 12" water line across the right-of-way of Farley Drive, Fawn Circle and Field's Circle in the Foxfire Subdivision in Precinct 1. Holland Winder, County Engineer, recommended approval of the installation. On motion by Commissioner Wilcox, seconded by Commissioner Cooley, the Court voted unanimously to approve the request of the City of College Station and authorized the installation. A copy of the request is attached hereto. Commissioners' Court meeting January 11, 1988 On motion by Commissioner Cooley, seconded by the County Judge, the Court voted unanimously to approve the Claims as submitted. Under other business the Sheriff stated he wanted to make the Court aware that on weekends the jail was housing prisoners in i excess of the legal number allowed. The Sheriff stated that an ` official of the Jail Standards Committee would soon be touring the proposed site for a minimum security jail. Commissioner Cooley recommended that the Court select an architect to go through the building with the official. After some discussion, it was the I I consensus of the Court to request proposals from Architects for the f' 1 construction or reconstruction of a minimum security jail. We hereby find that: 1. Children in detention are not detained in or committed to a • compartment of a jail in which adults are detained or committed; 2. Children in detention are not permitted contact with adults who are detained or committed to a jail; 3. The detention facility meets the requirements of Article 5115, Revised Civil Statutes of Texas, 1925, as amended, defining "safe and suitable jails"; 4. The detention facility meets the "Standards for Juvenile Detention Facilities" as required by Section 75.041, Texas Human Resources Code, and as adopted by the Texas Juvenile Probation Commission, effective the 11th day of November, 1986. II THEREFORE, the Brazos County Juvenile Detention Center is hereby certified as a suitable facility for children until the next annual onsite inspection due one year from the above personal visit. The Commissioner's Court of Brazos County, Texas, shall be provided copies of said certifica- tion, and the original copy shall be filed with Juvenile Records in the County Clerk's Office.
