COMMISSIONERS' COURT
SPECIAL MEETING
DECEMBER 7, 1987
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10300
a.m. on Monday, December 7, 1987, with the following members of
the Court presents
R. J. Holmgreen, County Judge, Presiding;
Bill J. Cooley, Commissioner of Precinct 1,;
Walter Wilcox, Commissioner of Precinct 2,;
Billy E. Beard, Commissioner of Precinct 3,;
Milton Turner, Commissioner of Precinct 4,;
Frank Boriskie, County Clerk.

The Court first considered Budget Amendment #25, which
would reallocate funds budgeted for the 272nd District Court,
J.P. Precinct 1 and Constable Precinct 7 and would increase the
budget in the J.P. Precinct 4 Place 2 Department and the 361st
District Court. On motion by Commissioner Turner, seconded by
Commissioner Beard, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.
The Court next considered the following bides
Bid No. 87-372 - Annual Rental Contract for Heavy Machinery
Rebecca Shults, Purchasing Agent, recommended
acceptance of the low bid submitted by Tom Fairy and
recommended that Mustang be awarded the alternate
contract. On motion by Commissioner Cooley, seconded
by Commissioner Turner, the Court voted unanimously to
follow the recommendation of the purchasing agent and
award the contract to Tom Fairy Company and the
alternate contract to Mustang Tractor & Equipment. A

Cooley, seconded by Commissioner Beard, the
Court voted unanimously to follow the
recommendation of the purchasing agent and
award the contract to Bob Mitchell, Inc.
The Court proceeded to consider the change of status of the

On motion by Judge Holmgreen, seconded by Commissioner Turner, the
Court voted unanimously to approve the budgeted position slots as
submitted. Commissioner Beard moved to reclassify the clerks in
the Justice of the Peace offices and the clerk in the office of the
Constable of Precinct 7. The motion died for lack of a second.
Commissioner Cooley moved to approve the request of Constable

Commissioners' Court meeting December 7, 1987
Pittman to reclassify the clerk position to a clerk{deputy at a
group 12 step 1. The motion was seconded by Commissioner Beard
with Commissioners Cooley. Beard. Cooley and Turner voted "Aye".
Commissioner Wilcox voted "No" whereupon the County Judge declared
the motion carried.
The Court next considered the following Claims as submitted
by the County Treasurer for payments

On motion by Commissioner Turner, seconded by Commissioner Beard,
the Court voted unanimously to approve the Claims as submitted.
Under other business, the County Judge informed the Court that
Mr. and Mrs. Bert Wheeler had donated two Norfolk Island Pines to
the County and that they had been planted at the north entry of the
Courthouse. He went on to say how very appreciative the Court was
of the beautiful and generous gift made by the Wheelers.
The County Judge informed the Court that he had a request from
the County Treasurer for a personal computer. He stated that the
request would be put on the agenda for the next meeting.
The County judge announced that the closed executive session
had been delayed until December 14, 1987.
There being no further business to come before the Court, the
meeting was adjourned.

BUDGET AMENDMENT(S) FOR THE 1987 BUDGET YEAR
NO. 25
On this the 7th day of December 1987 at a special meeting of the
Commis'sioners' Court the following members were present:
R. J. Holmgreen, County Judge, Presiding
Bill J. Cooley, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Billy E. Beard, Commissioner, Precinct 3;
Milton Turner, Commissioner, Precinct 4;
Frank Boriskie, County Clerk.
The following proceedings were held:
THAT WHEREAS, on December 7, 1987, the Court heard and approved a
budget amendment for the 1987 budget year for Brazos County, Texas.
WHEREAS, an emergency expenditure is necessary due to grave public
necessity to meet unusual and unforeseen conditions which could not
be reasonably included in the original budget adopted October 27,
1986, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 7th day of December 1987
