3. Consideration of award of motor Grader for Road and Bridge
Department and authorize the payment thereof.
4. Consideration of an Amending Subdivision Plat of Block 3,
Nantucket - Phase One in Precinct 1.
5. Consideration of request from Pipe Tech Construction, Inc.
to install pipeline in county rights-of-way of Rabbit Lane
in Precinct 4.
6. Consideration of change in status of employees.
7. Payment of claims.
8. Other Business - Discussion Only - No Action To Be Taken.

COMMISSIONERS' COURT
SPECIAL MEETING
NOVEMBER 23, 1987
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 1Os00 a.m.
on Monday, November 23, 1987, with the following members of the
Court presents
R. J. Holmgreen, County Judge, Presiding;
Bill J. Cooley, Commissioner of Precinct 11
Walter Wilcox, Commissioner of Precinct 2;
Billy E. Beard, Commissioner of Precinct 31
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.
The following citizens and officials were in attendances

The first matter under consideration by the Court was
approval of the minutes of Commissioners' Court meetings held on
September 8, 1987, September 9, 1987, September 14, 1987, September
15, 1987, September 21, 1987 and September 28, 1987. On motion by
Commissioner Cooley, seconded by Commissioner Turner, the Court
voted unanimously to approve the minutes as submitted.
On motion by Commissioner Beard, seconded by Commissioner
Turner, the Court voted unanimously approve the purchase of lights
for the outside of the Courthouse at a cost of $1,600.00.
At the request of the County Engineer, the bid for the
purchase of a Motor Grader for the Road and Bridge Department was
withdrawn.
The Court next considered an Amending Plat of Block 3
Nantucket Phase 1. The plat corrects a survey error at the inter-
section of lots 5R, 6R, 7R, 8R and 9R. On motion by Commissioner

Commissioners' Court meeting November 23, 1987
Cooley, seconded by Beard, the Court voted unanimously to approve
the Amending Plat.
The Court next considered the request by Pipe Tech
Construction, Inc. to install a 3" low pressure gas production
flowline, across the right-of-way of Rabbit Lane in Precinct 4. On
motion by Commissioner Turner, seconded by Commissioner Beard, the
Court voted unanimously to approve the request of Pipe Tech
Construction, Inc. and authorized the installation. A copy of the
request is attached hereto:
Commissioner Cooley stated that the Court allows pipeline and
utility companies to use the right-of-way anytime they want; with
GTE using it more often than most. He went on to state that the
County had received a bill from GTE for line damage that occurred
wheq the County was widening a road and cut some lines. The County
Judge suggested that it be taken up at the next Commissioners'
Court meeting. He also asked ~he County Engineer if the County had
any specifications that were required of installers. The County
Engineer replied, " yes we do." Commissioner Cooley suggested that
there be an inspector on site to make sure the lines were properly
installed within the right-of-way.
The Court proceeded to consider the change of status of the
following employees.

On motion by Commissioner Turner, seconded by Commissioner Beard,

On motion by Commissioner Cooley, seconded by Commissioner Beard,
the Court voted unanimously to approve the Claims as submitted.
Under other business, Commissioner Cooley asked that copies
of the 1988 Brazos County Budget be placed in the Bryan Public
Library and at the Texas A&M Library so that the public could have
access to the information.
There being no further business to come before the Court, the

NOTICE OF PROPOSED INSTALLATION IN COUNTY RIGHT-OF-WAY
TO THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS

Formal notice is hereby given that (Applicant) Pipe Tech Constr.; Inc.
proposes to place a (type) eas pipe line low pressure
pipeline within the right-of-way of Road Rabbitt Lane
in Brazos County, Texas as follows:
The location or description of the proposed installation is more fully shown
by three copies of the drawings attached to this notice.
(Applicant) Pine Tech Constr., Inc. , understand and agree that:
1. The County Engineer must be notified prior to the beginning of
construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That BRAZOS COUNTY reserves the right to require Applicant to ,
relocate or lower any such line at no cost to BRAZOS COUNTY, should same
become necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for any damage that might
occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right-

of way in accordance with governing laws.

6. That the line or lines will be constructed no less than forty-eight
inches (48") lower than the lowest part of the drainage or bar ditch and

the drainage is to be considered at least two feet (2') below the center
of the roadway.
7. That all roads be bored to forty feet (40') on either side of the
centerline of the right-of-way or cased for such distance.
8. That all sites will be barricaded during construction period.

9. That the normal charge is $500 per crossing and/or $40 per rod when

paralleling the roadway established by the Commissioners' Court on
January 28, 1985.
Construction of this line will begin on or of r (date) Nov. 27, 1987
