J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Crum Brazos County Citizen Inora Herman Brazos County Resident The Court received, approved and ordered filed as submitted the following reports for October 1987: Jim Mazurkiewicz, County Extension Agent; Carolyn Nobles, County Extension Agent; Betsy Harkey, County Extension Agent;' Monty Dozier, County Extension Agent. The Court received, considered and approved reports from County and Precinct Officers showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The County Judge recognized Mrs. Inora Herman, who presented the Court with a petition signed by 102 citizens of Precinct 3. 1i I 1 f { i 6 V g3 =--_-L, ' - Ir U it I4' 11 i r I, V Commissioners' Court meeting November 9, 1987 The petition requested an accounting of $6,000 of the $25,000 put in escrow by Gulf Oil Company for the repair of Democra t Road and Oak Lake Road. Mrs. Herman, a representative of the residents, asked that something be done now and not three years from now. Holland Winder, County Engineer, indicated that it was impossible to seal coat the roads at t his time due to the weather. Commissioner Beard stated that additional right-of-vay would be required for Democrat Road. The next item on the agenda was to canvas the results of the General Election held November 3, 1987 to vote on 25 amendments to, the State Constitution, two refer endums and the creation of a Rural Fire District. Commissioner Cooley asked about the Communication Distr ict. The County Judge replied that it had passed in Brazos County b ut it was to be excluded from the County results because that election had been called by the 9-1 -1 Boa rd and was to be certified by that Board. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unan imously to accept as true the cumulative county-wide to tals a nd ordered the results be certified to the Secretary of Stat e and recorded in the Official Election Records of Brazos County. The Court next considered Budget Amendment #23 which would transfer funds from the General Fund Revenue Account to the County Court at Law Education Expense Account. Due to clerical error in the preparation of the original budget, the budgets for the Justices of the Peace in Precincts 1 and 2 had to be increased by $813.00 each. The budget of the District Attorney had to be increased to cover expenses incurred due to an increase in capital murder cases; Elections, due to the number of special called elections. The budget of the Non-Departmental Department was increased to cover expenses originally budgeted to be paid from Revenue Sharing funds. On motion by Commissioner Beard, seconded by Commissioner Cooley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered the following bid: Bid No. 87-394 - Purchase of one used vehicle for Sheriff's Department 1 - 2-door model, in accordance with conditions and specifications filed in the Auditor's office. Bidder - Bill's Autoland - Donald L. Kocman 1. Dodge 2 door Daytona 1986 $7,500.00 This was the only bid received and it did not fully meet the bid requirements but on the recommendation of the Sheriff, Commissioner Cooley moved to accept the bid of Bill's Autoland. The motion was seconded by Commissioner Beard and carried unanimously. The Court next considered a request by Constable Winfred Pittman to appoint Ronald E. Mayberry Deputy Constable for Precinct 7. Mr. Mayberry has successful completed the requirements for the position and this is a budgeted slot requiring no budget amendment. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to authorize Constable Pittman to make appointment. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to cast all 1,133 of the County's votes for Tom Borski and elect him to the District AG E q6 ,~1 i/ • E • Commissioners' Court meeting November 9, 1087 Appraisal Board. Items 6 and 7 on the agenda were not considered at the request of the County Engineer. Plans to make application for the grant have been revised and are no longer under consideration. The Court proceeded to consider the change of status of the following employees.
