The following members of the Court were present: R. J. Holmgreen, County Judge, presiding; Bill J. Cooley, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Pope Brazos County Resident The County Judge announced the public hearing on the county budget open and the Court proceeded to reveiw the budget by departments. The County Judge laid before the Court the following increases to the proposed budget: Ray Truelove, Justice of the Peace, Precinct 3, asked if his request for a full time clerk had been denied. The Judge replied that the position should have been budgeted as a full time position and the correction would be made. Antone Dobrovolny, Justice of the Peace, Precinct 5, stated that he had requested the half time clerk position be upgraded to a full time position. The Judge advised Mr. 1 .y i • • r~ Budget Hearing October 19, 1987 Dobrovolny that this too was a clerical error and the position would be budgeted as a full time position. Travis Nelson, District Clerk, stated that the premium for Errors and Ommissions Insurance had increased by $933.00 and asked that the Insurance and Bonds line item in his budget be increased by that amount. He indicated that the funds could be taken from the Special Microilm line item. It was the consensus of the Court to make the adjustment. Mr. Nelson asked what amount had been budgeted for the two employees in that depart- ment who would complete their probation period before the end of the year. He was advised that the positions had been budgeted to accomodate the step increase. i Jim Mazurkiewicz, County Extension Agent, requested that t the two secretaries in the Extension Agent's Department be I reclassified. He asked that the secretary position budgeted at i a pay group 4 be reclassified to a pay group 6 and the secretary position budgeted at a pay group 6 be reclassified to an Administrative Secretary at a pay group 8. Mr. Mazurkiewitz recommended that the Court establish a reclassification Board composed of five Department Heads to review requests for reclassification and make recomendations to the Court. John Delaney, Judge of the 272nd District Court, addressed the Court on the matter of certain employees of the various i Courts and the Court Coordinators not scheduled to receive a 4% increase in salary. He asked if this was deliberate or an oversight. The County Judge stated that it was not the intent of the Commissioner's Court to give a 4% increase to anyone who received an increase during the year other than a step increase during 1987. Judge Delaney produced a listing of employees that had received raises in 1987 and asked that the Court please reconsider it's decision. Commissioner Cooley requested that the budget for the salary of the Commissioner's Court secretary be increased to 4 V® R'Ak'E s6' Vo Budget Hearing October 19, 1987 accomodate the salary for a 40 hour work week, plus fringes. It was the consensus of the Court to budget the increase. Frank Boriskie, County Clerk advised the Court that the premium for Errors and Ommissions Insurance had been increased and asked that his budget be increased to $3,500 to accomodate the increase. The Judge announced that the budget for the salary of the District Attorney should be increased by $1,200. This action was necessitated by state statute that requires the District Attorney receive compensation equal to that of the District Judges. The $1,200 reflects the amount received by the District Judges for services on the Juvenile Board. Commissioner Wilcox stated that he felt the budget for the volunteer fire departments should be set at no more than $16,000 per Commissioner Precinct instead of being based on the numbers j of vehicles owned by each volunteer fire department. Commis- sioner Cooley objected to the budget being set in this manner becuape there where two volunteer fire departments in Commis- sioner Precinct 1. Commissioner Beard moved to budget $16,000 per Commissioner Precinct for the volunteer fire departments. The motion was seconded by Commissioner Turner with Commis- sioners Wilcox, Beard and Turner voting "Aye". Commissioner Cooley voted "No". The Sheriff asked for the budget for his department be increased by $15,251.00 as matching funds for the County Crime Prevention Grant. Commissioner Cooley asked about the possibility of an additional jailer to work the inmate work program. It was the consensus of the Court that Commissioner Cooley should work with the Sheriff about the additional jailer to supervise the inmate work program. It was the consensus of the Court to meet with the veer in closed session on Tuesday to discuss personnel. The motion was seconded by Commissioner I Wilcox with Commissioners Wilcox, Beard and Turner voting "Aye". Commissioner Cooley voted "No", whereupon the County j Judge announced the motion carried. i I i The Court proceeded through the General Fund Budget by department with no other changes requested. ` The County Judge indicated that funds for possible merit i raises had been budgeted but any increase would have to conform to the pay schedule by being a full step increase. There being no further comments on the General Fund Budget, the Court proceeded to consider the Road and Bridge Budget as well as budgets for other funds contained in the budget. The County Judge announced that no funds were budgeted for' Revenue Sharing. There being no other amendments, Commissioner Beard moved i for the approval of the Brazos County Budget for 1988 with the exception of the portion dealing with personnel. The motion was seconded by Commissioner Turner and carried unanimously. There being no further business to come before the Court, the County Judge announced the meeting recessed until 2:00 p.m., i Tuesday, October 20, 1987, at which time the Court would meet in i closed executive session. BUDGET HEARING i TUESDAY. OCTOBER 20, 1987 ` 4:21 P.M. The County Judge reconvened the budget hearing at 4:21 p.m. on Tuesday October 20, 1987. All members of the Court wer present. The County Judge reminded the Court that all but the I i Budget Hearing October 20, 1987 personnel portion of the budget had been adopted. Commissioner Cooley commented that if the Court gave a 4% cost of living increase to county employees then there would be some sizeable salaries. I On motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to approve the requests of the Justices of the Peace Pct. 3 and Pct. 5 to increase each I 1 budget to provide funds for a full time clerk to handle the increased caseload. i On motion by Commissioner Wilcox, seconded by Commissioner I ~I Turner, the Court voted unanimously to approve the request of the County Agent to reclassify the secretaries in the County Agents' budget, one from a pay group 4 to pay group 6, step 1, the other from pay group 6 to pay group 8 step 2. Commissioner Turner moved to approve the personnel portion of the Budget with the 4% cost of living increase for all employees except the Judges and the District Attorney. The i 1I motion was seconded by Commissioner Wilcox. Commissioners II Turner, Wilcox and Beard voted "Aye". Commissioner Cooley voted "No", whereupon the County Judge announced the motion carried. ~i Commissioner Wilcox moved to adopt the entire budget, I Commissioner Beard seconded the motion. Commissioners Beard, Turner and Wilcox voted "Aye". Commissioner Cooley voted "No", whereupon the County Judge announced that the County Budget for !I 1988 had been adopted and ordered that it be filed in the office of the County Clerk all in accordance with the law. There being no further business to come before the-Court jl the meeting was adjourned.
