Crum Brazos County Resident Jerry Windham Brazos County Resident Henry Windham Brazos County Resident Mike Nunley Brazos County Resident The first matter to be considered by the Court was a request by Henry Windh am to address the Court on the subject of Greens Prairie Road in Precint 1. Mr. Windham presented the Court with visual proo f of the poor condition of the road even after the county Road and Bridge crews repaired the damage done by the over weight hau l trucks. The pictures showed how the patches and shoulders of the road had been deeply rutted by tire treads. He asked the Court to repair the road and bring it back to its former undamage d condition. The road has been repaired but not satisfactorily. Mike Nunley, a new resident of the area, asked the Court why over weight trucks were allowed to run on the road. He asked if there wasn't an alternate route for the trucks to take. Commissioner Cooley stated he felt there wasn't a single road in the county that could withstand the heavy loads that ran on Greens Prairie Road. He went on to say he felt the main problem was the permit system and that it needs to be reviewed so that this would never happen again in any part of Brazos County. The County Judge thanked the citizens for bringing the matter before the Court and mentioned that Commissioner Wilcox and the current engineer were working to I rectify the situation. The Court next considered approval of the minutes of Commissioner's Court meetings of July 9, 1987, July 13, 1987, I July 20, 1987, July 27, 1987 and July 31, 1987. On motion by Commissioner Cooley, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment 819, which would reallocated funds budgeted for the Landfill department and County Attorney's department. On motion by Commissioner Cooley, seconded by Commissioner Wilcox, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. At the request of Holland Winder, County Engineer, the I Court delayed action on the awarding of the Road Sign and Sign Post contract for the Road and Bridge Department. P The Court next acknowledged receipt of the Treasurers' t financial report for August. The Court next considered appointing an Alternate Election Judge for voting Precinct 32 to fill the vacancy created by the 1 resignation of John Evans. On motion by Commissioner Cooley, seconded by Commissioner Beard, the Court voted unanimously to accept the recommendation of the Election Judge and appoint Steve Turnipseed as Alternate Election Judge for voting Precinct 32. The Court next considered approval of a Blanket Bond for Constables and Deputy Constables in Precinct 7 that would raise the bond limit from $2,000, as required by Article 6879(b) of Vernon's Revised Civil Statues, to $5,000 per person. It was the consensus of the Court to table the matter for further study. . I If{ I 'ry t 1 • The next matter to be considered by the Court was a written request by John M. McBeth, Administrator of the Brazos Transit System, for permission to use the Brazos Center parking lot as a park and ride location for the Brazos Transit System. The Brazos Transit System operates a commuter express service that carries Brazos County residents to Huntsville and to the TMPA plant in Carlos. Mr. McBeth asked for permission to utilize up to 100 parking places at the Brazos Center and if permission is granted, Brazos Transit System would furnish the required insurance for the site, keep the area free of trash and provide routine security for the vehicles. Commissioner Cooley stated he would like to make sure there would be no interference with the parking places for the visitors to the Brazos Center and also that the park and ride area be restricted to the lower end of the parking lot. On motion by Commissioner Beard, seconded by Commissioner Cooley the Court voted unanimously to approve the request of the Brazos Transit System administrator and allow parking at the Brazos Center with the stipulations designated by Commissioner Cooley. A G R E E M E N T between BRAZOS COUNTY and BRAZOS TRANSIT SYSTEM Brazos Transit System has permission from Brazos County Commissioners' Court to use the portion of the Brazos Center parking lot (designated in blue below) for daytime, weekday parking of no more than 100 vehicles participating in th Brazos Transit System Park and Ride Program. Brazos Transit agrees to release and hold Brazos County harmless from all claims and liability for damages to any person or persons for in- juries to any person or property occasioned by or in connection with the use of the premises caused by any source whatsoever. Brazos Transit hereby assumes full responsibility for security of the parked vehicles and for the character, acts or conduct of all persons admitted to any portion of the premises by Brazos Transit, its agents, employees or other representatives. 3. This agreement is effective as of fivil.4dim, 1987 and terminates six months thereafter on 1988. This agreement is re- newable for each continued addit onal six month period as is mutually agreeable. 4. As much notice as possible shall be given by either Brazos County or Brazos Transit System to each other should the designated space become unavailable or unneeded for any reason excepting Acts of God.
