COMMUNICATION DISTRICT (9-1-1)
JOINT MEETING
SEPTEMBER 9, 1987
A point meeting of the City Councils of the Cities of
Bryan and College Station Board of Alderman of the City of Wixon
Valley and the Commissioners' Court was held on Monday,
September 9, 1987 Wednesday, September 9, 1987 at 6:00 P.M. in
the College Station Council Chamber of the City Hall at College
Station, Texas. The following Members of the governing bodies
were present:
L. Ringer, Mayor, City of College Sta., Presiding
R. J. Holmgreen, County Judge, Brazos County
Bill J. Cooley, Commissioner Pct. 1, Brazos County
Walter Wilcox, Commissioner Pct. 2, Brazos County
Milton Turner, Commissioner Pct. 4, Brazos County
Larry Catlin, Council Member, City of Bryan
Helen Chavarria, Council Member, City of Bryan
Hank McQuaide, Council Member, City of Bryan
John Mobley, Council Member, City of Bryan
Pat Boughton Council Member, City of College Sta.
Fred Brown, Council Member, City of College Sta.

Alvin Phelps, Brazos County Volunteer Fire Assoc.
Ron Mayworm, Brazos County Volunteer Fire Assoc.
Mayor Ringer opened the meeting and asked all members of
the governing bodies to introduce themselves beginning with
Wixon Valley and continuing with Brazos County, City of Bryan
and City of College Station.
Mayor Ringer turned the meeting over to Judge Holmgreen,
who presented an overview of the activiteq of the joint 9-1-1
committee over the past few months.

He reported that the committee had retained a consultant
to do a feasibility study of the establishment of an Emergency
Communications District (9-1-1) in Brazos County and that the
consultant had recommended the followings
1. The District be created county-wide due to overlapping
areas of telephone services.
2. Create the District under one of two statutes,
as HB 750 which would allow the fees assessed
by the District to remain in the local
district or;
b. HB 9-1-1 which would require the creation
of the District and the fees would be
assessed and collected by the state and
reallocated back to the Districts.
HB 9-1-1, when enacted on January 1, 1988
would prohibit the creation of a District
under current law.
3. If the District is created now, and
the Board of Managers are appointed ,
there would be time to call an election
to be placed on the ballot for the
November Election along with the
Constitutional Amendments which was
• the only legal day on which elections
could be held before January 1, 1988.
Judge Holmgreen stated a task force had been appointed by the 9-
1-1 Committee composed of members of the local Fire Departments,
Law Enforcement Agencies and Emergency Medical Services. The
task Force had studied the various systems available to be
implemented in the District. Judge Holmgreen introduced Sgt.
Jeff Haislet, Chairman of the Task Force who gave a elide
presentation of the various systems and explained each fully,
giving the estimated coat of operating each.
Question were asked about the various systems and the
source of funding for the District.
Mayor Binger reminded the group that the question before
them was not which system to use, but whether to control the
destiny of the district by Ordering an election, which would
allow the District to assess a 6x per month charge to each
telephone bill, which would remain in the District before '
January 1, 1988, or delay action and let the state mandate the
assessment of $.50 per telephone line which would be allocated
back to the District.

Bryan Council Member Mobley moved to establish the
District and for the appointment of six (6) Board Members to
serve staggered terms and to authorize the Board Members to
order an election for November 3, 1987. Two members of the
Board would be appointed jointly by the cities of Bryan, College
Station and Wixon Valley; two appointed by the County; one
appointed by the Volunteer Fire Fighters Association; and one
non voting member to represent the telephone company. The
motion was seconded by College Station Council Member Boughton
and carried unanimously.
The meeting was closed to the public at 7:00 p.m. to allow
the respective entities to select the nominees for appontment to
the Board of Directors of the District.
The meeting was opened to the public at 7:15 p.m.,
whereupon Bryan Council Member Catlin made a motion to appoint
Ernest Clark and Fred Brown as the members to represent the
cities of Bryan, College Station, and Wixon Valley. The motion
was seconded by College Station Council Member Boughten and
carried unanimously.
Commissioner Wilcox made a motion to apppoint Judge
Holmgreen and Wesley Sommers to represent Brazos County. The
motion was seconded by Commissioner Turner and carried
unanimously.
Ron Mayworm was appointed to represent the Brazos County
Volunteer Fire Fighters Association.
It was the consensus of the group that Judge Holmgreen
correspond with General Telephone regarding the appointment of a
non-voting member to represent them.
Mayor Ringer recommended Judge Holmgreen serve as acting
Chairman and that he call an organizational meeting of the
members to elect a chairman.
There being no further business to come before the group,
the meeting was adjourned.
