PAG 13 Am- COMMISSIONERS' COURT SPECIAL MEETING AUGUST 24, 1987 A special meeting of the Commissioners' Court of Brazos County, Texas, was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 1Ot00 A.M. on Monday, August 24, 1987, with the following members of the Court presents R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1 Absent; Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Nance Visitor The first matter to be considered by the Court was a request by Producer's Gas Company to place a Cathodic Groundbed within the right-of-way of Minter Springs Road and Koppe Bridge y A GE-12 } r t, r\ 141 y It • u l~ u i I Commissioners' Court minutes August 24, 1987 i Road in Precinct 1. On motion by Commissioner Beard, seconded ' by Commissioner Turner, the Court voted unanimously to grant the request and authorised the installation. A full copy of the request is attached to and made a part of these minutes. The next matter to be considered by the Court was the letter of resignation submitted by Commissioner Walter Wilcox who acted as temporary Road and Bridge Administrator in the absence of a County Engineer. Commissioner Beard moved to accept the letter of resignation and also moved to remove Commissioner Wilcox from the position of liason between the Commissioners Court and the Road and Bridge Department. The motion died for lack of a second. The Court next considered a proposal, submitted by Commissioner Beard, to reduce the number of Justice of the Peace Precincts. He explained his concern was purely economict. Commissioner Beard compared the revenue received from the rural Justices of the Peace and the in town Justices of the Peace for 1986. The results showed an overall gain of only $38,000 over expenses. Commissioner Beard proposed to eliminate the offices of Justice of the Peace of Precincts 1, 2, 3 and 5 at the end of the respective officials' term of office. He then moved to reduce the number of Justice of the Peace Precincts to two (2) in Brazos County and asked the Court to request pre-clearance from the Justice Department. The motion died for lack of a second. The Court next considered adoption of the following Health Insurance rates for county employees and their dependents: Employee Only $101.00 monthly Spouse Only 124.30 monthly Child/ren 67.87 monthly Family 158.39 monthly These rates represent a 16Z increase plus cost containment features. Commissioner Beard moved to adopt the above referenced rates and to implement the cost containment features. The motion was seconded by Commissioner Turner, with . , VO L 7' PACE 733 V ~ ,A%o . Commissioner Wilcox questioned whether or not the location of the bidder would be a problem or the fact that the bidder required a $1,000 dollar minimum purchase. Mr. Winder said the people in the field said it would not. Commissioner Beard moved to award the contract to the low bidder, Ace Wholesale. The motion was seconded by Commissioner Turner with Commissioners Beard, Turner and Cooley voting "Aye". Commissioner Wilcox voted "No" whereupon the County Judge declared the motion carried. The County Judge read aloud a Resolution opposing Senate Bill 251, specifically Article 6166g-2 concerning correctional facilities and contracts with private enterprises. Commissioner Beard explained the bill would allow minimum security inmates of the Texas Department of Corrections to be housed locally. If one were to escape there is no provision for the State to pay the cost of recapture. This bill was meant to help locate jobs in the community for inmates that would be released soon. The Court next discussed the re-subdivision plat of lots 40 and 41 of the Oak Hill Subdivision in Precinct 4. The re- subdivision would only change the frontage design of the lots. On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the plat as submitted. The Court proceeded to consider the change of status of the following employees: Gharis, Cheryl Sheriff Dept. Special Request Wells, Vicki Sheriff Dept. Special Request Gorney, John Landfill Special Request Benjamin, Rebecca Health Dept.
