Discuss and take action on the Medical Insurance Plans for Brazos County . • E VOL PAO 23 AUGUST 17, 1987 z~r f - n 1 COMMISSIONERS- COURT SPECIAL MEETING C V0 A special meeting of the Commissioners" Court of Brazos County, Texas, was held in the Commissioners- Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 A.M. on Monday, August 17, 1987, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Bill J. Cooley, Commissioner of Precinct 1; Absent Walter Wilcox, Commissioner of Precinct 2; Billy E. Beard, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Frank Boriskie, County Clerk. Auditor Purchasing County Engineer Treasurer Deputy Treasurer The Press WTAW KBTX-TV KBTX-TV Personnel Department Engineer's office First Baptist Church First Baptist Church First Baptist Church First Baptist Church Brazos County Resident Texas Health Plans Texas Health Plans Wellborn Community Scott and White Clinic The first matter to be considered by the Court was a proposal submitted by the First Baptist Church to the county outlining items for consideration for a point agreement between Brazos County and the First Baptist Church. Such agreement would provide for the development of a parking lot to be used jointly by the county and the church. The County Judge thanked Mr. J. W. Kornegay, representing the church, and asked that the Court be allowed time to consider the proposal. AGE 77Y • i s • ~ n Commissioners- Court meeting August 17, 1987 u r The next matter to be considered by the Court was to acknowledge receipt of the Treasurers' financial report for July. The Court next considered Budget Amendment #15, which would reallocated funds within the Juvenile Sevices Department to provide funds for the salary of Juvenile Officer Irma Cauley, whose salary is being transferred to the county due to the loss of state grant funds. On motion by Commissioner Beard, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted a copy of which is attached hereto. The Court proceeded to consider the change of status of the following employees: is Napier, Benjamin Landfill Termination Rodriquez, M. Adult Probation Termination Zemanek, Lori Sheriff's Dept. Termination On motion by Commissioner Turner, seconded by Commissioner Beard, the Court voted unanimously to approve the changes as submitted. Under other business, the County Judge stated that on Friday August 14, 1987 at 1:30 p.m. he posted agenda item number 8, "Discussion on the HMO plans to be offered to County VOL PAG 1r 1~ II Commissioners Court meeting August 17, 1987 Employees." The County Judge informed the Court that due to the strict time constraints involved in presenting these plans to the employees and their making a decision on which plan to choose, he believed that more time was needed for study and decision. He repeated that it was dust too short a period of time. Commissioner Wilcox suggested the Court wait and allow more time to check the difference between plans for the next year. Commissioner Wilcox then moved to rescind the action taken at the Commissioners- Court meeting of August 10, 1987 in regards to the offering of the three plans to the county employees for their selection. The motion was seconded by Commissioner Turner and carried unanimously. Ron Gay, representing Scott and White, took exception to the actions of the Court saying that a lot of time, expense and energy had gone into meeting all the bid requirements of the Auditor's office. He also mentioned that it was the recommenda- tion of the insurance committee to offer the plans and that he felt this was unfair and contrary to the wishes of the employees. Commissioner Beard showed the Court the plans for the entrance to be constructed at the Boonville Cemetary. He stated that the construction would be paid with donations received for the project. He also said that this would be something everyone could be proud of in Brazos County. The following proceedings were held: THAT WHEREAS, on August 17, 1987, the Court heard and approved a budget amendment for the 1987 budget year for Brazos County, Texas. WHEREAS, an emergency expenditure is necessary due to grave public necessity to meet unusual and unforeseen conditions which could not be reasonably included in the original budget adopted October 27, 1986, the following amendment(s) to the original are hereby authorized, as described on the attached 1 page(s).
