AUGUST 3, 1987
A special meeting of the Commissioners' Court of Brazos
County, Texas, was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
A.M. on Monday, August 3, 1987, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Bill J. Cooley, Commissioner of Precinct 1 Absent;
Walter Wilcox, Commissioner of Precinct 2;
Billy E. Beard, Commissioner of Precinct 3;

The first matter to be considered by the Court was a

request by Mr. Ron Blackmon to address the Court on the subject
of trash containers placed throughout the County. Mr. Blackmon,
a resident of Precinct 1 and a business owner in Brazos County,
presented the Court with a hand-out enumerating several items of
concern over Brazos County's involvement in garbage collection
and it's effect on the future expansion of private collection
services in rural areas. Commissioner Beard explained the
procedure currently used by the county to furnish pick-up
service is merely an effort to keep trash from being dumped on
the side of rural roads. The County Judge thanked Mr. Blackmon

for presenting his concern and assured him the county had no
intention of venturing into collection services.
The Court next considered the appointment of Mrs. John
Handin as Alternate Election Judge in Precinct 13 and Mr. Fred
Commissioner Beard, seconded by Commissioner Wilcox, the Court
voted unanimously to approve the appointments.

Court voted unanimously to accept the recommenda-
tion of the Purchasing Agent and awarded the
contract to Montgomery Elevator Company. A

hereto.

lated by the low bidder, Orkin. Mr. Dobbins
main tained that more time would be needed on
site to cover the Courthouse adequately. It
was the consensus of the Court to postpone
awarding the contract to allow the low bidder
time to respond.

On motion by Commissioner Beard, seconded by
Commissioner Wilcox, the Court voted unanimously
to accept the recommendation of the Metropolitan
Planning Organization and awarded the contract to
Streeter Richardson Company. A full copy of the
bid tabulation is attached hereto.
The Court proceeded to consider the change of status of
the following employees:

Bids will be received at the Brazos County Auditor's Office untiV'1:30 PM,
'Tuesday, July 28, 1987 and publicly opened and read aloud same time, same date
in the Auditor's Office, Room 314, Brazos County Courthouse.
A. Scope of Bid
Bids are solicited for elevator maintenance for all Courthouse and Courthouse
Annex elevators for a period beginning August 3, 1987 through August 15, 1988,
with automatic renewals for a three (3) year period in accordance with the
following conditions and the General Conditions of Bidding on the reverse side
of this page. The County reserves the right to terminate the contract with due
notice provided to the Contractor at least thirty (30) days written prior to
renewal date.
1. Upon acceptance and approval by the Commissioners Court this bid
effects a working contract between Brazos County and the successful
bidder for the period designated.
2. Either party may cancel this contract at any time for any reason of
consistently unsatisfactory service to the other party.
3. The successful bidder shall have exclusive right and duty to provide
the services listed herein to the County. The County does not
guarantee to purchase any minimum quantities.
4. Should there be a change of ownership or management the contract shall
be cancelled unless a mutual agreement is reached with the new owner or
manager to continue the contract with its present provisions and
prices. This contract is nontransferable by either party.
5. The County is exempt from Federal Excise and State Tax; therefore, tax
must not be included in this bid.
6. The County reserves the right to accept or reject in part or in whole
any bids submitted, and to waive any technicalities for the best
interest of the County.
7. Continuing nonperformance of the bidder in terms of Specifications
shall be a basis for the termination of the contract by the County.
The County shall not pay for work, equipment, or supplies which are
unsatisfactory. The Vendor will be given a reasonable opportunity
before termination to correct the deficiencies.

GENERAL CONDITIONS OF BIDDING
1. The following instructions apply to all bids and become a part of terms and conditions of-any bid submitted to
the Brazos County Auditor, unless otherwise specified elsewhere in this bid request. All bidders are required to
be informed of these Terms and Conditions and will be held responsible for having done so.
a. Definitions: in order to simplify the language throughout this bid the following definitions shall apply:
COUNTY- The government of Brazos County, Texas and its authorized representations.
BRAZOS COUNTY: Same as County.
CONTRACTOR: The successful Bidder(s) of this bid request.
SUPPLIER: Same as Contractor.
SUB-CONTRACTOR. Any contractor hired by the Contractor or Supplier to furnish materials and services specified in
this bid request.
COMISSiONERS COURT: The elected officials of Brazos County, Texas given the authority to exercise such powers and
jurisdiction of 411 county business as conferred by the State Constitution and Laws.
CONTRACT: An a3reement between the County and a Supplier to furnish supplies and/or services over a designated
period of time during which repeated purchases are made of the commodity specified.
3. Errors uantit - Bids must be submitted on units of quantity specified. In the event of errors in extended prices
the unit price Shall govern. Any suggested change in quantity the part of the bidder to secure better price or
delivery is welcomed and may be given consideration provided that the bidder also bids on the quantity specified.
F 0 B.: All bids must be quoted F.O.B. destination in Brazos County. No "Collect' shipments are to be made to the
oun y. In the case of contracts in which the Supplier makes repeated shipments to the County by common carrier, the
price of the goods may increase only by the amount that shipping charges for the shipment in question have increased.
S. Firm Prices: Bid prices must be firm for a period of 30 consecutive calendar days from the date the bid is opened
unless otherwise requested or exceptions taken by the bidder in writing. All bids submitted must specify itemized
unit prices and extensions, if practical.
6. Cash Discounts: Bidders may quote additional cash discount terms. If no discount is indicated all prices are assumed
to be net. ny discounts or other terms to lower the price that are spoken or implied to any representative of the
County will be disregarded if not in writing in the formal bid at the time of the bid opening.
7. Deliver Time Bids must specify the number of consecutive calendar days required to deliver the commodities under
norms Conditions. Failure to specify delivery time will be considered reason enough to cause the bid to be
disregarded. Delivery time quoted will be given consideration in awarding orders. If delivery is not made within
a reasonable time of the specified delivery in the bid, the entire order or contract may be cancelled and the bidder
barred from quoting in future bids.
e. Deliver Location: All deliveries to be made to the location designated in the bid request, if applicable. Deliveries
w e accepted only during normal working hours on normal working days of the County.
9. Deliver Conditions of. Unless otherwise specified, all Items ordered must be received new, unused, and in first
Mist condition. Products usually packaged for commercial sale shall be furnished in proper container to facilitate
storage and handling.
10. Taxes: Brazos County is exempt from most taxes and tax must not be included in the bid price. Tax exemption
coMficates will be executed by the Brazos County Auditor's office upon request.
It. Patent Franchises etc.: Upon acceptance of a purchase order for any commodity purchased by Brazos County, the
upp er agrees to protect the County from any claim involving patent right infringements. copyrights or sales
franchises.
lt. LM SummBBids• lung sum bids will be considered only if unit prices are quoted also. However, the total of such
quoted unit prices and the lump sum bid need not be the same amount. Lump sue bids will not be considered if the '
stipulation is that It be consolidated with any other bid(s).
13. All-or-None Bids: All-or-None bids will be considered only if bidder quotes prices on all items requested. All-or-Nont
bids will no a considered if prices quoted involve an entirely separate bid.
14. P4 meet of Invoices- Itemized invoices must be submitted by the Supplier addressed as follows: Brazos County,
County Auditor, ryan, Texas 77803. All invoices to be paid in full within 30 days after satisfactory delivery and
billing unless other arrangements are made. Statements of account are not sufficient to warrant payment, Checks are
to be made payable to the successful bidder only and shall not include a sub-contractor, an assignment or any other
party.
IS. Liability. The Supplier shall be liable for all damages incurred while in performance of services pursuant to bid.
16. Authorized Signature: Bids must show full firm name, mailing address and telephone number, and be manually signed by
an author zizeed :ales or quotation representative of the bidder. Fire name and authorized signature shall appear in
each space provided.
Cal 17. withdrawal and Alteration of Bids: Bids cannot be altered after receiving time. No bid may be withdrawn after
opening time without accepts a reason and with the approval of the County Auditor.

19. Sid Return: Bid must be submitted on this form and returned in the enclosed special envelope to ensure proper

of rapid dispatch, nor will a bid be considered if submitted to any other person or department other than specifically
instructed.
20 Acce tance: The right is reserved to accept or reject all or part of the bid and to waive informalities. The right
is also reserved to accept the bid considered to bt the lowest responsible bidder or the bid which is most advantageous j
to the County.
21. No Bid: If the recipient of this form is unable to bid, the form should be returned to the County Auditor's office
O before opening time and a reason given for not bidding if the bidder desires to bid on future purchases of the County.

8. Any variation from these specifications must be indicated on the Bid or
on a separate attachment to the Bid. This sheet shall be labelled as
such.
9. The bid award shall be based on, but not necessarily limited to, the
following factors:

c. Special needs and requirements of Brazos County
d. Results of testing samples (if needed)
e. Delivery
f. Brazos County's experience with products bid
g. Vendor's past performance record with Brazos County
h. Brazos County's evaluation of vendor's ability.

C. Specifications
1. Bidder must inspect each County owned elevator prior to the bid
opening. The location and the make of the elevators are as follows:
a. Brazos County Courthouse Annex - Rotary Hydraulic
b. Brazos County Courthouse - Dover Hydraulic
c. Brazos County Courthouse - Dover Hydraulic
d. Brazos County Courthouse - Johnson Traction
e. Brazos County Courthouse - Anderson Traction
2. Bidder shall provide twenty-four (24) hour service with a maximum two
(2) hour response time.
3. Bidder shall provide all parts, labor, and tools used when repairing
elevators.
4. Bidder shall perform a complete safety inspection at the beginning of
the contract.
5. Bidder should provide a detailed maintenance record, including number
of hours spent and type of parts used when repairing elevator, for each
service call made to the County.

Dear Mrs. Shults:
We have reviewed the bids received for the procurement of four
Vehicle Traffic Counters/Recorders/Retrivers for the
Metropolitan Planning Organization (MPO).
Our MPO currently has use of StreeterAmet traffic recorders and
data collectors.
We are familiar with the usage of the StreeterAmet Traffic Data
products and their reliability. We feel our personnel would
feel comfortable with additional units of the StreeterAmet

Thank you for the opportunity to furnish a quotation on your traffic counting
and classification requirements. StreeterAmet Traffic Data products are
manufactured by Streeter Richardson Division of Mangood Corporation in
Grayslake, 11. StreeterAmet Traficounters have been a leader in the field for
over 50 years.
The equipment we propose is our latest in the TrafiCOMP® line of traffic data
products, the TrafiCOMP III Model 241. This unit is complete with both data
collection and interfacing capabilities incorporated into one package. The
Traficounter will collect volume, speed, vehicle classification, length, gap,
and headway measurements utilizing the same instrument. Further, it will
collect volume along with two (2) of the above programs at the same time.
There are minor variations between what is specified and what we propose to
supply. These variations are addressed on the attached "comments and
clarifications" page. We trust that after reading the information submitted,
you too will agree that the TrafiCOMP III is the most comprehensive traffic
data system available.

COMMENTS AND CLARIFICATIONS
•
The TrafiCOMPS III Model 241 has 32K of RAM memory resident in the unit. This
RAM memory is where the collected data is stored. It is not stored in
replaceable modules as is the case of some other manufacturer's counters.
When the data is to be collected, the operator can either transfer it directly
to a serial printer for printout or to an IBM® or compatible computer for
further use.
The operator can also collect the data using a 32K Memory Module. The same
module can be used to collect data from as many counters as there is memory
available. When one 32K module is full, a second module is used and will
continue exactly where the previous module left off.
As stated above, the data can be transferred directly to a printer, computer,
or to a module. If the module is used, the data is transferred to the
computer through the use of a "spare" 241 that is cabled to the computer.
When the "sure" is not used as a interface device, it can function as a
counter which is it's original function.
A Data Module Interface Reader is also available to transfer the data that is
on the module to the computer. This device can be permanently cabled to the
PC and used to transfer the data to the computer.
The bid request is complied with as required. The 241 as described does not
require a memory module for it's operation and is not included in the bid
price. We are quoting the system to include four (4) memory modules. There
are items which are available to further enhance but not necessary to the
operation of the TrafiCOMP III system. Some of these items have been
described above. The items not included in the offering but possibly
desirable are listed below.

A. Scope of Bid
The purpose of this Invitation to Bid is to solicit sealed bids from qualified
sources for , the procurement of Vehicle Traffic Counters/Recorders/Retrievers
according to the following conditions and the General Conditions of Bidding on
the reverse side of this page.
B. Conditions
1. Bids must be received in the Auditor's Office prior to the time and
date specified. The mere fact that a bid was dispatched will not be
considered; the bidder must have the proposal actually delivered.
2. The County reserves the right to accept or reject in part or in whole
any bids submitted, and to waive any technicalities for the best
interest of the County.
3. Brazos County shall not be responsible for any verbal communication
between any employee of the County and any potential bidder. Only
written specifications and prices will be considered.
4. Upon acceptance and approval by the Commissioners Court this bid
effects a contract between Brazos County and the successful bidder.
5. Bidder mast include Employer Identification Number or Social Security
Number for bid to be valid.
6. All prices shall include freight, F.O.B. Brazos County Courthouse,

7. Acceptance of the system shall be made by the purchaser at his sole
discretion when all terms and conditions of the contract and
specifications have been met to his satisfaction, including the
submission to the purchaser of any and all documentation as may be
required.
8. The bid award shall be based on, but not necessarily limited to, the
following factors:
a. Unit Price
b. Total Price
c. Special needs and requirements of Brazos County
d Results of testing samples (if needed)
e. Delivery
f. Brazos County's experience with products bid
g. Vendor's past performance record with Brazos County
h. Brazos County's evaluation of vendor's ability.
Although the cost of services to be provided is an essential part of
the bid, Brazos County is not obligated to award a contract on the
sole basis of cost.
9. Any variation from these specifications must be included on the Bid or
on a separate attachment to the Bid. This sheet shall be labeled as
such.
10. All vendors must be recognized dealers of the products specified.
12. All equipment and materials shall be new, completely solid state, and
shall be the best of their respective kinds, free of corrosion,
scratches, or such other defects as to present other than a new
appearance.
C. Specifications

Recorder/Retriever must be able to communicate directly with an IBM PC
XT computer or an RS 232 printer or computer.
